Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

The Aceh Government Transformation Programme (AGTP) is a project implemented under the guidance and direct supervision of the Governor of Aceh, UNDP is partner agency to this project, which is executed according to the “National Execution” modality agreed between UNDP and the Government of Indonesia. This project includes, among others, provision of Special Advisers who provide policy support to the Provincial Governor, capacity building and technical assistance for the provincial government staff and a fortification programme of support to BKPP (formerly Badan DIKLAT). Under the guidance and supervision of the AGTP National Project Manager, the Project Associate will support monitoring of the ongoing contracts and the recruitment of new staff and consultants as the project expands in supporting the transitional phase and enhancing the capacity of the Provincial Executive under AGTP. In addition, the Project Associate will ensure that project personnel database is properly maintained; personnel policies and actions are observed; staff training and development are identified and subsequently administered in consultation with relevant project staff and supervisors; and performance review of all project personnel is coordinated with relevant supervisors for a timely preparation.

The Project Assistant will work closely with Human Resources Unit and Procurement in Banda Aceh to ensure timely and efficient recruitment processes of project personnel.

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of key functions:

-Implementation of HR strategies and policies -Administration support of human resources -Provision support of HR services

1. Ensures implementation of HR strategies and policies focusing on achievement of the following results:

-Support in compliance of HR processes and records with UN/UNDP rules, regulations, policies and strategies to AGTP project in consultation with HRU Banda Aceh -Support to provide of information to the management and staff in AGTP project on strategies, rules and regulations in consultation with HR Banda Aceh

2. Ensures effective administration support of human resources focusing on achievement of the following results:

-Coordinate with relevant project team to ensure that project personnel submit a regular monthly report; and then, work together with appropriate PMU to review staff performance and/or evaluation, that is required for payment and/or for extension of contract agreement or termination. -Develop and control the maintenance of personnel records including the monitoring of leave records, compensatory time off, training, overtime, etc; -Ensure compilation and documentation of project activities such as policies and regulations papers, consultants reports, guidelines, letter of agreement, memoranda of understanding, project data-bases, etc are undertaken systematically and properly in close coordination with PMU; -Maintenance of the AGTP staffing table. -Provision of information on benefits/entitlements to the International Staff and Experts. -Maintenance of proper filing system for HR records and documents for AGTP project.

3. Ensures proper provision support of HR services focusing on achievement of the following results :

-Support the implementation of recruitment processes including drafting job description, participation in screening, interview panels, reference checks and provision of update on recruitment in AGTP projects based on consultation with HR Banda Aceh -Provide support of technical advice to SKPAs in recruitment of consultants and on HR related policies and procedures; monitors and ensures that recruitment and selection process in SKPAs is transparent and competitive; -Develop and control the maintenance of personnel records including the monitoring of leave records, compensatory time off, training, overtime, etc; Ensure compilation and documentation of project activities such as policies and regulations papers, consultants reports, guidelines, letter of agreement, memoranda of understanding, project data-bases, etc are undertaken systematically and properly in close coordination with PMU; -Liaise with HR & Procurement Unit in Banda Aceh Field Office to ensure that PMU and project staff are properly briefed about current policies and/or changes to HR procedures; -Develop an orientation session for new project staff that covers both administrative (related administrative formalities and HR procedures, and other requirements as required) and programmatic aspects (technical project information) in coordination with HR/Operations and also PMU.

III. Impact of Results

The key results have a direct impact on the overall efficiency and effectiveness AGTP project management. Project implementation in line with the objectives of the project and UNDP rules, regulation and procedures are critical to ensure achievement of UNDP country programme outcomes. A client oriented and efficient approach has impact on the image of UNDP Indonesia.

Required Skills and Experience

V. Recruitment Qualifications

Education:

- Minimum Diploma 3 or equivalent in Business or Public Administration, Law, Economics, Political Sciences, Social Sciences or related field or University Degree in Business or Public Administration would be desirable, but it is not a requirement.

Experience:

- Minimum 4 years of relevant experience in the areas of HR, development or recovery; - Work experience with an international organization or national ministry in providing HR services, conducting recruitment and selection and/or managing operational systems; - Experience in the usage of computers and office software package. - Ability to write reports, make presentation, provide training etc - Familiarity of UN systems, in particularly UNDP systems, rules and operational procedures is essential

Language Requirements:

- Proficient in English language, spoken and written.
