Background

I. Organizational Context

Indonesia is a disaster prone country and vulnerable to future disasters owing to the relatively weak state of infrastructure, capacity and preparedness. This vulnerability extends to conflict prone regions across the country like Aceh, (West) Papua and NTT, where infrastructure and capacity have been eroded by past conflicts. This poses distinct challenges to poverty reduction and social development as a means of building resiliency against future conflict. Women, children and the elderly are often the most vulnerable to natural and manmade crisis and require special measures and interventions. In regions like Aceh where the devastating 2004 earthquake and tsunami compounded the human loss and destruction of decades of conflict, the challenges of recovery and response are particularly complex and will require ongoing support that is conflict sensitive and focused on crisis prevention and preparedness.

The impact of the conflict on rural Aceh served to increase disparities between urban and rural populations, and consequently, rural poverty remains one of the key challenges. It reported that there are inequalities among former combatants regarding assistance through Government reintegration programmes and access job opportunities in industry, especially construction. Compounding this inequality in access to benefits is the inability of conflict affected women to equally access support through official government programmes or through employment opportunities generated as a result of economic recovery following the massive tsunami rehabilitation support.

While security has dramatically improved since the signing of the MoU, criminality and intimate partner violence have reportedly increased. According to the forthcoming MSR, the most prevalent types of violence currently are domestic violence, vigilantism, and disputes over government contracts. Additionally, in the highland areas, inter-ethnic relationships, and IDP and returnee relationships with communities are a source of tension.The conflict also resulted in an increase in gender-based violence, particularly in domestic violence between men and women in conflict affected areas. The limited participation and influence of women in drafting the Helsinki MoU and subsequent provincial laws is compounded by their limited participation and influence in devising BRA’s (Aceh Peace and Reintegration Board) reintegration and recovery policies.

It is for these justifications that the pilot project, A Gender-Responsive Approach to Reintegration and Peace Stabilitation in Aceh Selatan District will be conducted for one year from July 2010 with support from the BCPR Geneva. This project focuses on the economic reintegration, rehabilitation and psychosocial support for 450 vulnerable persons, with a focus on women, through a community based approach in conflict affected villages in Aceh Selatan District.

This project takes into account the outcomes and recommendations of the 2009 Multi-Stakeholder Review of Post-Conflict Programming in Aceh (MSR) and is in line with the following intervention areas outlined in the UNDP ‘Strategy for Province of Nanggroe Aceh Darussalam Republic of Indonesia 2009-2011. The project further contributes to a number of UN and UNDP corporate goals, such as the Gender Equality Strategy (GES) 2008-2011 and the Eight Point Agenda: Practical, Positive Outcomes for Girls and Women in Crisis. The project also builds on the foundation built by the SSPDA programme since 2006. SSPDA has promoted dialogue among all parties to the conflict and facilitated A major livelihoods’ component for female ex-combatants based upon a contract between the UNDP and Terres des Hommes Italy (TdH-I) has just been completed in October 2009.

The long-term goal of this project is to contribute to achieving UNDAF Outcome 3: “By 2010, Government and civil society have better policy, legal framework and mechanisms to protect vulnerable people and reduce vulnerabilities”. It is for these overall description and justifications that the Conflict Prevention Cluster will recruit one (1) Project Coordinator

Under the guidance and direct supervision of Conflict Prevention Cluster Manager, the Project Coordinator will assist in managing series of activities outlined in the project, A Gender Responsive Approach to Reintegration and Peace Stabilization in Aceh Selatan District.

Duties and Responsibilities

  • Provision of strategic and programmatic oversight

1. Ensures provision of strategic and programmatic oversight focusing on achievement of the following results:

  • In collaboration with relevant Implementing partner, socialize the project in line with the project document;
  • Undertake continuous liaison with local Government, civil society organizations and community-based organizations and groups to maximize transparency and responsiveness of project processes;
  • Liaise and facilitate coordination with stakeholders, including provincial and local authorities, local, national, and international organizations and non-governmental organizations, as well as other relevant UN agencies, to facilitate smooth exchange of information with regards to the Programme;
  • Facilitate information sharing, coordination, and synergy between activities supported by other projects, when relevant;

2. Management of project cycle and technical assistance focusing on achievement of the following results:

  • Development of sub-project activities geared towards achievement of project objectives for sustainable peace-building and conflict prevention;
  • Guide formulation of Requests for Proposals and manage the process of reviewing proposals submitted to the project for funding, in order to ensure that proposed activities contribute to project objectives and approaches, and that proposed activities are technically feasible, in line with UNDP project approval processes and procedures;
  • Provide programmatic assistance to implementing partners as necessary to enhance project formulation and delivery, and to maximize sustainability and peace-building impact;
  • Identify need for, coordinate and oversee provision of technical assistance to partners through supervision of short-term consultants and other technical assistance providers;
  • Manage monitoring processes for the overall project and sub-project implementation by partners, to ensure that implementation is in accordance with agreed works, and to distil lessons and good practices of value for future programming;
  • Ensure reporting arrangements are in place and being implemented, both at the level of reporting on the execution of the overall project outputs and reporting at the level of sub-project implementation, and ensure reporting requirements are met in a timely manner, meeting high standards;
  • Manage coordination between implementing partners through convening and chairing meetings and workshops towards maximizing delivery and synergy;

3. Programme operation and administration, focusing on achievement of the following results:

  • Provide management oversight to operational and administrative aspects of the project (finance, procurement, recruitment, staff supervision), including oversight of functioning of the Project Office;
  • Lead the management of a project office in Aceh Selatan District and conduct programmatic guidance, supervision and evaluation of performance of project staffs;
  • In coordination with the Conflict Prevention Cluster of CPRU, develop quarterly work plans in line with agreed budgets and write periodic reports against the work plans;
  • Prepare and submit narrative reports of project implementation to the Conflict Prevention Cluster Manager, CPRU with copy to UNDP in Office in Banda Aceh.
  • Serve as programme focal point for Government and Donor missions to Aceh Selatan District and ensure provision of logistical support as necessary;
  • Ensure that procurement of goods and services, and the use of UNDP project assets and resources, are conducted in accordance with UNDP policies and procedures;

4. Provides support to knowledge building and knowledge sharing in the project team, focusing on achievement of the following results:

  • Participation in the training for the project staffs on programmatic aspect;
  • Actively check to UNDP website in relation to any information on project’s activities;
  • Contributions to knowledge networks and communities of practice.

III. Impact of Results


The key results have an impact on the overall performance of the Programme Unit and success in implementation of project in Aceh Selatan. Accurate analysis, data entry and presentation of information ensure proper programme implementation and enhance UNDP’s capability to effectively and efficiently manage programme as well as to strengthen the partners’ capacity in the provision of programmatic and managerial support.

Required Skills and Experience

Education:

  • Master degree in Social Science, Development Studies, or other relevant field of study;


Experience:

  • Master degree with a minimum 2 years of relevant experience with development projects and management at the country-office or field level,
  • Excellent to use computers (office software packages such as MS Word, Excel, Power Point, Outlook, etc.),
  • Experience to work with multi tasking and good team work,
  • Experience to work with Gov. projects or non-profit organization.

Language Requirements:

Fluency in the UN and national language of the duty station
