Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Following the December 2004 Tsunami UNDP developed and implemented the Emergency Response and Transitional Recovery Programme. With the reconstruction phase now well underway, the implementation of most of the elements of the Helsinki Memorandum of Understanding between the Government of Indonesia and the Free Aceh Movement (GAM), and successful completion of gubernatorial and provincial elections, UNDP is developing the next phase of its programme for Aceh. While much remains to be done in the context of reconstruction programming UNDP’s emphasis is shifting to longer-term support to effective governance, support to the post-conflict peace process, promotion of disaster risk reduction in line with the new Disaster Management Law and Strategic National Action Plan for Disaster Risk Reduction and provision of support to the capacity development of local government, as a result of BRRs departure from Aceh in mid-2009.
Within this context, and acknowledging the healthy diversity of UNDP programming activities and plans for Aceh, the establishment of a post of Programme Coordinator for Aceh has been determined to ensure broad-based coordination of all activities included as part of the Aceh Recovery and Development Programme under UNDP’s new Country Programme (2011-2015)
Reporting directly to the Deputy Country Director (Programme) and working in close cooperation with the heads of Programme Units based in Jakarta, the Programme Coordinator for Aceh will represent the UNDP programme at the local level and ensures common representation of UNDP to stakeholders on activities and issues that require a common position of UNDP in Aceh. While individual projects will continue to be implemented and managed within their approved project reporting lines and internal control frameworks, the Programme Coordinator coordinates projects in Aceh and facilitates dialogue with stakeholders as required during project design and implementation. With a view to ensuring efficient programmatic and operational coordination and standardization across the portfolio, the Programme Coordinator supervises the office team in Banda Aceh, which provides common operational services to the implementation of projects in Aceh.

Duties and Responsibilities

II. Functions / Key Results Expected

1. Ensures the strategic direction of Aceh programme:

  • Take lead and provide inputs in future programme planning processes, and ensure that programme design reflects local issues and sensitivities
  • Keep abreast of related developments in all UNDP projects in Aceh and identify complementarities between them.
  • Ensure that UNDP activities are updated within the UNDP CPAP
  • Develop and enhance synergies between projects by promoting cross cutting themes and best practices across projects.
  • Ensure overall efficient coordination of projects including planning processes and timely delivery of results taking into consideration agreed upon work plans and consistencies with CPD/CPAP priorities.
  • Provide broad oversight and ensure quality assurance of UNDP supported projects in the province, and keep the relevant Unit Head/PO informed of any issues and concerns.

2. Performs local UNDP representation and management of the office set-up in Banda Aceh

  • Ensure smooth running of the Banda Aceh office, builds and supervises an effective team, promotes team work and an environment that is conducive to delivering results.
  • Ensure appropriate use and management of resources attributed to the office (financial, human resources, etc). Has Atlas Manager rights as delegated in writing
  • Supervise the office Operations Manager based in Banda Aceh (as first supervisor relating to day-to-day management, whereas the DCD/O performs secondary supervision regarding operational compliance).
  • Provide regular updates on UNDP projects to the Provincial Government and seek their continuous support.
  • Represent UNDP to the Provincial Government and other stakeholders, and participate in inter-agency coordination forums.
  • Represent UNDP at United Nations Aceh Team meetings, the Area Security Management Team Meeting and meetings of the Inter-Agency Standing Committee.
  • Ensure close cooperation with support to the Office of the United Nations for Aceh.
  • Act as UNDP’s Security Focal Point in the Area Security Management Team and beyond.
  • Serve as the focal point for relations with the local and, when required, national and international media.

3. Ensures coordination of the UNDP programme and operations in Aceh

  • Serve as the recognised coordinator for all UNDP projects in Aceh.
  • Supervise project managers in Aceh (as primary supervisor relating to day-to-day management, whereas the heads of programme units serve as secondary supervisors ensuring programmatic coherence)
  • Promote communication among projects/Project Management Units through monthly coordination meetings.
  • Ensure timely and regular reporting.

4. Supports partnership building and resource mobilization:

  • Identify gaps in UNDP programme in the province and bring it to the attention of the senior management and also contribute towards resource mobilization for future programme through regular contacts with Aceh-based donors and interaction with donors in Jakarta when on mission to Jakarta.
  • Identify new partnerships and strengthens existing ones at the Banda Aceh Office level through innovative approaches to partnerships development.
  • Find ways of increasing Banda Aceh Office funding base such as engaging in resource mobilization efforts in consultation with local counterparts and following up with donors.

5. Ensures knowledge building and management focusing on achievement of the following results:

  • Provide necessary support to the provincial government to strengthen their coordination mechanisms for development programmes.
  • Support capacity building of national counterparts.
  • Promotes a knowledge sharing and learning culture

6. Ensures the reporting function is in place focusing on following results :

  • As part of the quality assurance exercise, keep the relevant POs or head of units informed about issues of concern in inter-project relationships.
  • Receive briefing and debriefing from all UNDP missions visiting the province.
  • Provide written monthly updates to all the head of the units and the Deputy Country Director (Programme) on the general development situation and any major points from ongoing projects in the province.

7. Performs any other tasks assigned by the supervisor.

III. Impact of Results

The key results will have an impact on enhancing the quality and results of UNDP programmes in the field, forging stronger linkages between UNDP projects and with other UN agencies, and strengthen the capacity of the provincial field office and implementing partners.

The results of the work of the Programme Coordinator for Aceh Recovery and Development Programme impacts on the standing and reputation of UNDP in the country. The impact also on the partnerships building, identification of opportunities for building partnerships and their implementation, strengthening of overall coordination United Nations Aceh Team, Provincial Government and other stakeholders.

V. Recruitment Qualifications

Education:

  • Master’s degree in sociology, rural development, law, economics, development studies, conflict management or relevant field.

Experience:

  • 7 years of progressive work experience relevant to the functions in the Terms of Reference
  • Strong technical background in area-based development
  • Demonstrated effectiveness in coordination of development, early recovery or humanitarian assistance
  • Demonstrated capacity to undertake management responsibilities

Language Requirement:

  • Demonstrates strong oral and written English communication skills and the national language of the duty station.
