Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.


I. Organizational Context

Under The Aceh Government Transformation Programme (AGTP) addresses the urgent need to strengthen the capacity of Aceh’s provincial government and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it has inherited from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR).

AGTP is designed to address critical gaps in the Aceh government’s policy-making and technical capacity. The first gap lies in the Executive’s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district government agencies to process assets and projects transferred from BRR, and to implement ongoing recovery work. The third gap is the administration’s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition.

AGTP is expected to receive additional funding from the donor mid-2011, thus extending the project period up to June 2012. The additional funding scheme will be mostly used to provide support to local government during the verification of rehabilitation and reconstruction (RR) assets, asset transfer process, as well as building the capacity of regional governments in asset management. Coordination mechanism on asset transfer at national, provincial, and district level will also be supported by the funding.

In addition to the project assistants, the project requires a Project Associate to undertake specific tasks under the supervision of the Output Coordinator. These tasks demand analytical skills and also a certain degree of managerial competence and quality inputs, that are beyond the capacity of common project assistants. The specific tasks include the development of detailed work plan key component/output stakeholders, and also quality inputs in the day-to-day coaching to the component/output stakeholders. Therefore, the Project Associate will then provide analytical and quality inputs to immediate project activities and processes at the output/component level.

Hence, the Project Associate will be supervised by Output Coordinator and s/he will ensure effective delivery of AGTP by managing data and information so as to support project implementation that is consistent with UNDP rules and regulations.

The Project Associate supervises project assistants within the PMU. In broader terms, the Project Associate works in close collaboration with the Operations, Programme and Projects’ staff within UNDP Field Office in Banda Aceh and specifically in AGTP as required for resolving complex programme-related issues and exchange of information.

The Project Associate will be responsible for one of the six clusters of Asset Transfer process of Aceh, which has been defined by the Team Likuidasi. The six clusters are as follow: Cluster I (Banda Aceh, Aceh Besar, Sabang), Cluster II (Pidie, Pidie Jaya, Bireuen), Cluster III (Aceh Utara, Lhokseumawe, Aceh Timur, Langsa, Aceh Tamiang), Cluster IV (Aceh Tengah, Bener Meriah, Gayo Lues, Aceh Tenggara), Cluster V (Aceh Jaya, Aceh Barat, Nagan Raya), Cluster VI (Aceh Barat Daya, Aceh Selatan, Subulussalam, Aceh Singkil, and Simeulue)

Duties and Responsibilities

1. Supports the formulation of strategies and the implementation of the Aceh Government Transformation Programme (AGTP) in facilitating the asset transfer and management process focusing on achievement of the following results:
- Presentation of background information for formulation of AGTP, work plans, budgets, on implementation arrangements.
- Review regulatory and institutional framework on asset transfer and management of target districts, and provide recommendations for follow-up actions;
- In collaboration with Junior Adviser of Asset Transfer and Management, analyze existing capacities, and gaps on on asset management of target districts, provide recommendations for follow-up actions;
- Ensure smooth implementation of AGTP’s activities in asset transfer management;
- In collaboration with Junior Adviser of Asset Transfer and Management, ensure active participation of district governments in all AGTP’s activities in asset transfer management; and
- Provide regular updates on the progress of asset transfer and management process of target districts.

2. Provides effective support to management of the AGTP focusing on the achievement of the following results:
- Preparation of detailed budget for activities in target districts;
- Provision of guidance to the local government of target districts on implementation of activities;
- Assist in ensuring local government’s readiness to take up the responsibility in implementing activities related to asset transfer and management;
- Assist the Output Coordinator in implementation of AGTP’s activities in asset transfer and management process.

3. Provides administrative support to the Programme Unit focusing on achievement of the following results:
- Review of NEX projects Financial Reports; preparation of non-PO vouchers for development projects.
- Timely corrective actions on unspotted vouchers, including the vouchers with budget check errors, match exceptions, unapproved vouchers.
- Creation of requisitions in Atlas for development projects, register of goods receipt in Atlas.

4. Supports resource mobilization focusing on achievement of the following results:
- Track and reporting on mobilized resources. Review of contributions agreement, managing contributions in Atlas.

5. Ensures facilitation of knowledge building and knowledge sharing in the AGTP focusing on achievement of the following results:
- Actively identify best practices and lessons learned in target districts;
- Synthesis of lessons learnt and best practices in programme.
- Sound contributions to knowledge networks and communities of practice.

III. Impact of Results

The key results have an impact on the overall performance implementation of the project and successful in implementation of programme strategies. Accurate analysis, smooth coordination, and proper planning ensure successful programme implementation.

Required Skills and Experience

V. Recruitment Qualifications

Education:
Bachelor degree in Business or Public Administration, Economics, Political Sciences and Social Sciences would be desirable.

Experience:
- Minimum 4 years of progressively responsible administrative or programme experience is required at the national or international level.
- Excellent contacts and network within Aceh and Jakarta at level of provincial and district government, central governance issues are an advantage.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages, experience in handling of web based management systems.

Language Requirements:
Fluency in English and language of the duty station.
