Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Energy Management, with the overarching aim of improving human development in Indonesia. In addition to the four priority areas, UNDP Indonesia also works on a variety of crosscutting initiatives such as HIV/AIDS, gender equality and information and communication technology for development

I. Organizational Context

UNDP has received endorsement from the Government of Indonesia (BAPPENAS) to provide support to the implementation of the Management and Technical Assistance Facility (MTAF) to Strengthen the Implementation of Global Fund Grants in Indonesia. This project supports the efforts to strengthen the capacities of Principal Recipients and the Country Coordinating Mechanism (CCM) to successfully manage the implementation of the Global Fund for AIDS, TB and Malaria (GFATM) grants in Indonesia between 2011 and 2013. This project will support the first 2-year phase of a programme to establish and operationalize the Management and Technical Assistance Facility for the implementation of Global Fund grants. UNDP will provide capacity development services to the MTAF while the Facility, in turn, will facilitate Principal Recipients and their Sub-Recipients to fulfill their needs in the areas of technical or programmatic assistance and management assistance, such as institutional and project management, financial management, procurement and supply chain management, and monitoring and evaluation.

To operationalize the project, UNDP will establish a Project Management Unit (PMU) that will work in close collaboration with the CCM as the Implementing Partner of this project. The PMU will be lead by a Senior Adviser/Project Team Leader, to be supported by a project team, consisting of expert consultants, Project Officer, M&E Associate, Finance/Admin Assistant, and UNVs. Therefore, the above post is required to address one of the needs regarding project (management) arrangement.

The M&E Associate provides support to the Project Management Unit (PMU) in the design, planning, monitoring and evaluation of the MTAF project by managing data and facilitating programme implementation, under the guidance and direct supervision of the Senior Advisor/Project Team Leader for MTAF project. The M&E Associate promotes a client-oriented approach consistent with UNDP rules and regulations.

The M&E Associate works in close collaboration with the PMU, UNDP programme team in the CO and UNDP HQ staff (whenever required) for resolving complex programme-related issues and information delivery, as well as, with the government partners (in particular MOH) and CCM to ensure the smooth implementation of the MTAF project.

Duties and Responsibilities

Summary of Key Functions:

  • Provides strategic advice and guidance to overall M&E of the project.
  • Develop project monitoring and evaluation framework in accordance to corporate guideline
  • Ensure quality of project reporting
  • Effective management of the evaluation process
  • Facilitate capacity building and contribute to the development of the knowledge management system
  • Supports administration and implementation of programme strategies, adapts processes and procedures
  • Support in creation of strategic partnerships and implementation of the resource mobilization strategy
  • Facilitation of knowledge building and knowledge sharing

1. Ensures planning and implementation focusing on achievement of the following results :

  • Assist in the development of the project Monitoring and Evaluation plan and its effective and efficient implementation.
  • Ensure that logframe performance and impact indicators are defined and are SMART (Specific, Measurable, Achievable, Realistic and Time bound).
  • Develop measurement methods and identify data sources for project performance and impact indicators, in conjunction with respective project component teams.
  • Provide quality assurance through the development and implementation of an M&E Operations and Reporting Manual for the project.
  • Ensure that the purpose of the M&E Operating Manual is being achieved and enabling decision-making on the project progression and development.
  • Assist with the development of a consolidated monthly reporting system and format for project staff, with designated sections for each project component. Assist in the conduct of project baseline and progress surveys (appropriate sample size and sampling survey methods and data collection procedures, data verification though, periodic site visits, where appropriate provide or facilitate necessary training).
  • Assist the project reviews and evaluations.
  • Support the team members and project partners in the development of critical learning events, which will provide the opportunity to examine issues that arise during project implementation. These events aim to provide the team with critical information to enable them to make decisions in relation to their respective components and the project as a whole.
  • Prepare annual work plans and associated budgets for M&E related activities.

2. Ensure proper monitoring and reporting focusing on achievement of the following results:

  • Draft regular M&E project reports and assist in the preparation of project evaluation and/or review reports.
  • Present and analyze data based on information needs of project team and partners.
  • Compile and consolidate project component reports monthly/quarterly/bi-annually.
  • Compile quarterly monitoring reports/QMR and bi-annual report.
  • Drafting of quarterly, annual and other reports required by UNDP and/or donor.
  • Ensure that project data are entered and updated on a timely basis.
  • Update data in press releases and pages for project webpages, as needed.
  • Keep archive of human interest stories (most significant change).
  • Prepare regular progress reports on activities undertaken, results achieved against targets and plan for follow up actions.
  • Ensure that lessons learned are fed back into project implementation.
  • Provide capacity development support to project staff, including government partners.

3. Provides support in creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:

  • Analysis of information on donors, preparation of donor’s profile and database, establishment of contacts with donor counterparts.
  • Track and reporting on mobilized resources.

4. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results:

  • Improved monitoring and reporting mechanism through revised monitoring and reporting framework, through collaboration with the programme team at CO level;
  • Improved quarterly report and bilingual newsletter, capturing stories from the field;
  • Sound contributions to knowledge networks and communities of practice.

III. Impact of Results

The key results have an impact on the overall CO efficiency in programme and success in implementation of programme strategies. Accurate analysis and presentation of information enhances UNDP position as a strong development partner. The information provided facilitates decision making of the management.

Required Skills and Experience

V. Recruitment Qualifications

Education:

University Degree in Public Health, Epidemiology, Social Sciences, Business or Public Administration, Economics, Political is desirable.

Experience:

  • Minimum 4 years of experience responsible in monitoring and evaluation of development projects, in particular on Global Fund and Health/HIV at the national or international level is an advantage;
  • Familiarity with UNDP systems and programme management approach, as well as with the Government rules/regulation (in particular with the MOH and/or CCM);
  • Well developed analytical and writing/presentation skills;
  • Team player, able to work respectfully and cooperatively with colleagues or different national and cultural backgrounds;
  • Demonstrated personal commitment to peace, tolerance and development;
  • Experience in running basic training sessions;
  • Experience in the usage of computers and office software packages (MS Word, Excel, Power Point, etc) and advance knowledge of spreadsheet and database packages, statistics analysis experience on evaluation of data, as well as, experience in updating data indicator in web system

Language Requirements: Fluency in the UN and national language of the duty station.
