It seeks to promote sustainable economic and social development by working with local communities through relief and development programmes. Islamic Relief Indonesia is part of Islamic Relief Worldwide which has been working in Indonesia since 2003. Islamic Relief Indonesia provides service and support to the communities in mandate areas, based on the MoU with Department of Home Affairs. There are some initiative sectors under Emergency and Development program such as Shelter, Water and Sanitation, Health and Nutrition, Livelihood, Orphans, Education, Marines Fisheries, and Disaster Preparedness and Response. Through these sectors, Islamic Relief Indonesia plays significant role in alleviating the suffering and poverty of the world's poorest people.

Islamic Relief (IR) through World Bank funded aims to develop an integrated marine fisheries project that will provide better sustained livelihoods and can be replicated in line with the objectives of Economic Development Financing Facility (EDFF). This project will be done in line with multidimensional studies to integrate economic fishing activities with social, cultural, and environmental considerations. The main goal of this sub-project is improving coastal community prosperity through integrated marine fisheries management and better market access.

Livelihood Senior Officer

Base : Singkil (Pulau Banyak) - NAD
Contract Duration : 3 months

KEY DUTIES AND RESPONSIBILITIES:

. To be responsible for the overall livelihood issues of Sustainable Sea Fisheries project in Singkil.
. Assist IR and AOC staff in supervising baseline or needs assessment studies and develop work plans
. Planning, implementation and monitoring of project activities
. Supervise IR project staff to ensure that projects goals are met.
. Prepare training module and provide training to the project staff.
. Assist AOC staff in planning, implementation and monitoring of project activities.
. Capacity building of livelihood technical aspect for IR and AOC staff.
. Prepare monthly narrative and statistical progress report and submit to Project Coordinator.
. In coordination with project coordinator and other senior staff, prepare staff development plan and finalize staff appraisal process.
. Assist IR and AOC project coordinators in developing project proposals for sustainable livelihood interventions for the targeted areas
. Represent IR at local level and keep good relationship with community leaders and local government authorities.
. Any responsibility whenever line manager assigns.

Para EPO akan melakukan tugasnya dengan pengarahan dari Senior E-prep Project Officer dengan kontrak kerja yang akan berlaku selama enam bulan.

Rincian Tugas:

* Berinteraksi dengan baik di masyarakat, dan menjunjung tinggi nama baik Surfaid International beserta program-program yang sedang dijalankan.
* Menjalin hubungan dengan pemerintah setempat (Camat, Kepala Desa, Kepala Dusun, Tokoh Masyarakat/adat, Pihak Sekolah, Tokoh Pemuda, Pimpinan Agama, Pimpinan Ormas di tingkat Desa/Dusun dilokasi penempatan).
* Melaksanakan survey untuk mengetahui tingkat pengetahuan masyarakat dan kemampuan masyarakat desa/dusun dalam penanggulangan bencana serta memberikan laporan reguler tentang kegiatan dilapangan.
* Melakukan pertemuan dengan masyarakat desa dengan tujuan untuk penggalian informasi tentang siaga bencana.
* Mengumpulkan data profil desa dari masing-masing desa sasaran untuk mengetahui hal-hal utama yang perlu diperhatikan dalam penanggulangan bencana.
* Memberikan masukan melalui laporan kepada Senior E-prep Project Officer tentang strategi yang tepat untuk melakukan pendampingan, pelatihan dan dukungan yang efektif bagi inisiatif-inisiatif masyarakat yang berubungan dengan perolehan informasi kebencanaan di lokasi penempatan (Desa/Dusun).
* Melaksanakan diseminasi informasi tentang bencana seluas-luasnya kepada masyarakat dampingan (masyarakat bersedia mengadakan pertemuan yang memungkinkan terjadinya transformasi sadar bencana di kalangan masyarakat Dusun).
* Merencanakan dan memfasilitasi pertemuan, pelatihan dan lokakarya di tingkat Kecamatan, desa dan dusun, serta memastikan bahwa pelatihan dan lokakarya di tingkat masyarakat dijalankan sesuai jadwal.
* Menyiapkan rencana kerja mingguan dan menyediakan laporan lapangan mingguan sejalan dengan sistem pelaporan SurfAid International.
* Mendukung, mengatur dan melaksanakan semua kegiatan lapangan sebagaimana yang telah ditetapkan.
* Memberikan training siaga bencana ditingkat sekolah dasar serta melakukan pendampingan untuk menyusun sekolah siaga bencana
* Tugas-tugas lain di lapangan seperti ditetapkan oleh line manager

Background

UNDP and Government of Indonesia are implementing a decentralization project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralization.

In 2010, the Government of Indonesia initiated the Provincial Governance Strengthening Programme (PGSP) executed by the National Development Planning Agency (BAPPENAS) in close collaboration with the Ministry of Home Affairs (MoHA) and the United Nations Development Programme (UNDP). Strategic partnerships are established with the three provincial governments, including the Government of Bangka Belitung in the west, and the Government of Gorontalo (Gorontalo) and the Government of Nusa Tenggara Timur (NTT) in the east.

Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.

The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the program (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.

After one and a half year, PGSP has contributed to the revision of Law 32/2004 on Local Government. A more clearly defined role and function of the governor and provincial governments is now visible in the draft revision of Law No. 32/2004, which mandates that the provincial government is authorized to coordinate and monitor local development at the city/regency level. This authority will allow provincial governments to better coordinate and monitor local development, and ensure that district and city governments will be able to provide better public services for the community. PGSP have also provided tools to help local government strengthen their planning and budgeting processes, which has resulted in the application of the Provincial Human Development Report (and monitoring indices) into development planning and budgeting, as well as supporting the participation of communities in planning. These tools, as well as the capacity building activities, are crucial to improving participatory mechanisms in development planning and budgeting so that communities can understand and contribute more effectively in public service delivery. PGSP activities resulted in some important first steps towards the development and implementation of Minimum Service Standards in public service delivery, at both the provincal and district level, including initial assessments and the development of strategies to address gaps. The policy papers developed by PGSP also lay an important foundation for the government in moving forward, as they provide essential clarifications and recommendations for next steps. The provincial governments have expressed an interest in and committment to MSS and the support from PGSP will ensure that action plans are implemented, guaranteeing an improvement in communities to have better access to and quality of public services. PGSP has also contributed to formulation of policy paper and research paper on tools, mechanism, and guideline to enhance and strengthen provincial government role and functions, and facilitate capacity building for provincial governments.

Under the guidance and supervision of the Project Manager of PGSP and specifically in close coordination with the PGSP International-UNV Monitoring and Evaluation, the Monitoring and Reporting Associate will be responsible for tracking results and apply the monitoring framework as set up in the project document in line with UNDP’s internal monitoring guidelines. S/he will be responsible for regular reporting to the Project Manager while tracking activities, outputs, and outcomes of the project. The Monitoring and Reporting Associate is tasked with keeping all monitoring tracking instruments updated and adjust revisions accordingly.

1. As part of PGSP PMU, the Monitoring and Reporting Associate of PGSP should support Project Manager to ensure the strategic direction of the project’s output focusing on achievement of the following results:

  • Provide oversight in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs, and indicators;
  • Provide support to the project consultant on the development of their monthly reports and logframes, ensuring proper monitoring and information collection of project results;
  • Based on results of monitoring, where necessary, undertake trouble shooting, suggest corrective measures to be undertaken and make arrangements for provision of technical assistance to implementing partners;
  • Work closely with International UNV on Monitoring and Evaluation of PGSP in producing required reporting that are within the Monitoring & Evaluation (M&E) framework of donor agency and Democratic Governance Unit (DGU) and collaborate with I-UNV to synthesize good practices and lessons learned; and
  • Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. These will include implementation reports from the implementing agencies.


2. To support Project Manager in ensuring effective management of PGSP and supervision of the project team, the Monitoring and Reporting Associate of PGSP should:


• Strategic oversight in planning, budgeting, implementing and monitoring of the project, tracking use of financial resources in accordance with UNDP rules and regulations; and
• Effective monitoring, analysis of the project environment, timely readjustment of project, and measuring the impact of PGSP’s technical assistance.


3. To ensure facilitation of knowledge building and management, the Monitoring and Reporting Associate of PGSP should:


• Sound contributions to knowledge networks and communities of practice;
• Organization of training for the operations/project staff on project issues; and
• Professional growth through active learning.

4. Perform other related duties as required by the Project Manager that may involve other aspects of project work.

III. Impact of Results


The key result of the post is to have direct impact on the overall efficiency and effectiveness of PGSP project management, in particular the key results have an impact on the design, operation and programming of activities, creation of strategic partnership as well as reaching resources mobilization targets. Project implementation in line with the objectives of the project and UNDP regulation and procedures is critical to ensure achievement of UNDP country program outcomes. A client oriented and efficient approach has impact on the image of UNDP Indonesia.

It seeks to promote sustainable economic and social development by working with local communities through relief and development programmes.
Islamic Relief Indonesia is part of Islamic Relief Worldwide which has been working in Indonesia since 2003. Islamic Relief Indonesia provides service and support to the communities in mandate areas, based on the MoU with Department of Home Affairs. There are some initiative sectors under Emergency and Development program such as Shelter, Water and Sanitation,
Health and Nutrition, Livelihood, Orphans, Education, Marines Fisheries, and Disaster Preparedness and Response. Through these sectors, Islamic Relief Indonesia plays significant role in alleviating the suffering and poverty of the world's poorest people.

Islamic Relief (IR) through World Bank funded aims to develop an integrated marine fisheries project that will provide better sustained livelihoods and can be replicated in line with the objectives of Economic Development Financing Facility (EDFF). This project will be done in line with multidimensional studies to integrate economic fishing activities with social, cultural, and environmental considerations. The main goal of this sub-project is improving coastal community prosperity through integrated marine fisheries management and better market access.

Following the current condition, Islamic Relief as one of the Sub Implementing Entity (SIE) for the EDFF projects has sign the sub grant agreement on 2 September 2010 for the project of Sustainable Sea Fisheries for Simeulue & Singkil. Since then, procurement units are one of the most critical part for the team which will determined the success of the project.

Currently, the project is near to its closing date, only 6 (six) months left till the end of project (Februari 2012). Some progress has been made; yet still so many gaps needs to be fulfilled and some challenges needs to be faced through.

Procurement Advisor position in Islamic Relief (IR), which in the initial plan have to focused only for the procurement of ICB gill nets, has actually played other significant roles for IR other than the ICB process for Gillnets procurement for World Bank Project

As IR has a lots of NCB procurement packages, the advisor has also actively involved in the tendering process. Such as evaluating the bids proposal, decision making and award recommendation, contract execution, works progress monitoring as well as solving some disputes and problems arising along the contract periods.

At this moment, IR still feels that the advisor position is still critical and needs to be extended with some revision on the objective of the assignment.

I. Objective of the Assignment:

The objective of this assignment is to provide procurement advisory services to Islamic Relief; the consultant will be recruited as a Procurement Advisor (PA) to Islamic Relief to assist all procurement process related to EDFF project.

II. Experience and Skills:

a. Ten years or more experience in procurement of consulting services for large development organization.

b. Experience and in-depth knowledge of World Bank procurement procedures for Goods & Works procurement.

c. Demonstrated knowledge of administration of international trading administration.

d. Demonstrated capacity to undertake: technical and financial preparation and evaluation of bidding documents, bids proposals, and contract awarding process for procurement in line with World Bank procurement procedure.

e. Successful experience in handling procurement with International Competitive Bidding (ICB) methods.

f. Must be fluent in English (written and spoken).

g. Ability to communicate in Bahasa Indonesia will be a plus.

h. Ability and experienced in training on procurement, through formal and "on the job" approaches.

III. List of tasks to be carried out:

The Procurement Consultant will work closely with Islamic Relief procurement officer, procurement section of EDFF project (PMU & PMC) and will coordinate with World Bank procurement specialist. It is expected that the PA will support the GoA in carrying out the following tasks:

a) Continue the gill nets procurement process.

b) To produce and or review all the documents related to procurements, and will be the part of the Procurement Committee for all the procurement related to WB.

c) To review the quality reports received from the field and ensure that before making the payment, Quality reports are according to the contract, and documentation related to Quality Report is complete for the payment.

d) Advising the decision making, contract management and problem solving.

e) Up grading the capacity of IR procurement staff through day to days on the works training.

IV. Reporting requirements

The Procurement Consultant will report to the Islamic Relief designated senior staff or such other person designated.

* Prepare a procurement schedule in concurrence with the IR targets for key deliverables which will serve as the baseline for tracking progress.
* Provide inception report
* Together with IR procurement staff, provide outputs as required in the above table
* Provide weekly progress reports and a final report at the conclusion of the assignment, provided to IR, PMU, and World Bank.

V. Facilities Provided

Islamic Relief will provide:

. Dedicated office space within the Islamic Relief office, secure for housing confidential procurement documents;

. Office facilities such as printing, photocopying, local communications, etc.

. Qualified procurement team/counterparts for procurement full time during preparation periods for key deliverables

. Access to all relevant reports and data required to undertake the assignment;

. Assistance with arranging meetings with local stakeholders and other authorities as necessary during the course of the consultant's work;

. A dedicated computer for this assignment and the procurement process

. Cover the necessary printing and mailing costs

VI. Expected Schedule of Assignment:

It is expected that this assignment will commence until the end of February 2012. The primary location of the services will be the IR offices in Banda Aceh.

Background

I. Background Information


UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

UNDP and Government of Indonesia are developing a decentralization project titled Provincial Governance Strengthening Programme (PGSP) to assist the government of Indonesia to address some of the key challenges associated with decentralization

II. Organizational Context


In 2010, the Government of Indonesia initiated the Provincial Governance Strengthening Programme (PGSP) executed by the National Development Planning Agency (BAPPENAS) in close collaboration with the Ministry of Home Affairs (MoHA) and the United Nations Development Programme (UNDP). Strategic partnerships are established with the three provincial governments, including the Government of Bangka Belitung in the west, and the Government of Gorontalo (Gorontalo) and the Government of Nusa Tenggara Timur (NTT) in the east.

Through PGSP, UNDP supports the Government of Indonesia in re-defining and strengthen the roles and functions of provincial government through effective participatory policy making, regional development planning, and public service delivery, leading to the realization of national and local development objectives and the improvement of the quality of life of the poorest. This project offers technical assistance to resolve these remaining internal issues. Through policy reformulation and implementation, a focus on the provision of public services, and the participation of a wider group of stakeholders, including non-state actors, PGSP will address both the supply and demand sides of governance.

The Project Management Unit (PMU) based in Jakarta is designed to lead the overall implementation of the program (including the technical assistance and tools component and the policy development component) and provide timely quality support for area teams based at the province level. The PMU consists of teams responsible to achieve the following key outputs: 1) Enhanced policy and regulatory framework that further clarifies and strengthens roles and functions of provincial government; 2) Strengthened provincial government capacity in economic development planning and budgeting; and 3) Enhanced public service delivery through governance innovations, implementation of minimum service standards and public complaint mechanisms.

After one and a half year, PGSP has contributed to the revision of Law 32/2004 on Local Government. A more clearly defined role and function of the governor and provincial governments is now visible in the draft revision of Law No. 32/2004, which mandates that the provincial government is authorized to coordinate and monitor local development at the city/regency level. This authority will allow provincial governments to better coordinate and monitor local development, and ensure that district and city governments will be able to provide better public services for the community. PGSP have also provided tools to help local government strengthen their planning and budgeting processes, which has resulted in the application of the Provincial Human Development Report (and monitoring indices) into development planning and budgeting, as well as supporting the participation of communities in planning. These tools, as well as the capacity building activities, are crucial to improving participatory mechanisms in development planning and budgeting so that communities can understand and contribute more effectively in public service delivery. PGSP activities resulted in some important first steps towards the development and implementation of Minimum Service Standards in public service delivery, at both the provincal and district level, including initial assessments and the development of strategies to address gaps. The policy papers developed by PGSP also lay an important foundation for the government in moving forward, as they provide essential clarifications and recommendations for next steps. The provincial governments have expressed an interest in and committment to MSS and the support from PGSP will ensure that action plans are implemented, guaranteeing an improvement in communities to have better access to and quality of public services. PGSP has also contributed to formulation of policy paper and research paper on tools, mechanism, and guideline to enhance and strengthen provincial government role and functions, and facilitate capacity building for provincial governments.

Under the guidance and supervision of the Project Manager of PGSP and close coordination with the PGSP Research Team Leader, the Public Service Analyst will be responsible on deliverance of the output 1 which in the context of policy and regulatory framework. S/he will be responsible for regular reporting to the Project Manager while maintaining close communication over operational issues as well as strategic opportunities arising from the project implementation.

Duties and Responsibilities

Summary of Key Functions:

  • Provides top quality advisory services to the Government and encourage innovation and good practices at the provincial level that will clarify and strengthen the roles and functions of provincial government.
  • Promote and expose PGSP policy supports through producing policy briefs, policy papers, working papers and other publications of PGSP which relates to the governance innovations, especially in public service delivery.
  • Perform other duties as required by the Project Manager that may involve other aspects of project work.

1. To ensure that PGSP activities support governance innovation and good practices at the provincial level that will improve public service delivery, clarify and strengthen the roles and functions of provincial government as well as keeping in line with the agreed annual and quarterly workplans, the Public Service Analyst of PGSP should:

  • Liaise and coordinate with all stakeholders at the local level especially in PGSP pilot provinces, involving Government of Indonesia that relates to governance innovation specifically in public service area;
  • Identification of sources of information related to policy-driven issues, in a way so that it will encourage innovation at provincial level to be escalated to national level.
  • Support the Government of Indonesia at the pilot provinces in preparing work plans and budgets for regional development especially planning and budgeting mechanism related activities;
  • Devise Quarterly Work Plans (QWPs) including budgets for governance innovation related activities and ensuring them to be in line with the Project Document (ProDoc) and the agreed Annual Work Plans (AWP);
  • Develop TORs and project activity briefs on all activities conducted within the governance innovation issue as agreed within the QWP;
  • Timely monitoring and accurate reporting requirements (substantive and financial) are met within the Monitoring & Evaluation (M&E) framework of Democratic Governance Unit (DGU);
  • Plan activities of their respective intervention, and liaise with pilot provinces;
  • Ensure that Provincial Development Officers and Jakarta-based staff maintain the same understanding of activities conducted under the Governance Innovations Component;
  • Monitor and supervise PGSP Development Officers and hired consultants to deliver quality products in time; and
  • Assist the Project Manager of PGSP in decision making on project planning, management, implementation, quality monitoring and closure in relation to the alignment of national and local development plan.

2. To promote PGSP policy activities through producing policy briefs, policy papers, working papers and other publications of PGSP which relates to the regional development issues, the Public Service Analyst of PGSP should:

  • Work closely with the Research Team Leader to produce and ensure that policy briefs, policy papers, working papers and other publications of PGSP are published in appropriate UNDP standards of publication;
  • Prepare an outreach strategy, which covers action plans with clear indicators that will serve to advocate and increase exposure on PGSP activities within the Governance Innovation area, especially in public service implementation in Indonesia towards general public, particularly government ministries/agencies, provinces, international development partners working in similar areas, and donor agencies;
  • Coordinates the communication strategy with Public Policy Analyst and Regional Planning Analyst, and jointly set up the strategy among all PGSP units and area-based teams.

V. Impact of Results


The key result of the post is to strengthen UNDP’s decentralization support to Government of Indonesia, and enhance the quality and planning of the activities within the preparatory activities of PGSP. The post will enhance the effectiveness of the support to future PGSP and better ensure that concrete and measurable impacts will be achieved. Finally, the post will identify, support and sustain strong partnerships with partner organizations and government counterparts, as well as increase the visibility of UNDP as an impartial player in the Indonesian decentralization support.
