Muslim Aid Indonesia will work as the implementer of the Economic Development Financing Facility (EDFF) of the Multi-Donor Fund and will work closely with Project Management Unit (PMU) & Project Management Consultant (PMC) of the Government. We intend to provide Smallholder Capacity Building for Improved Livestock Production & Enhanced Market Access. Muslim Aid-Indonesia Field Office would like to recruit the following positions who are willing to be located at Bireuen district.

ASSISTANT PROJECT MANAGER (Based in Banda Aceh with frequent visit to field project)

He/she will work closely with all stakeholders to the project; Oversee project implementation during the whole project duration; Carry out consultation with Project Manager and report to PMU/PMC in a regular basis; Draft and update annual and quarterly project work plans in close consultation with Project Manager; To ensure accurate and efficient budget management and project delivery under the supervision of the Project Manager.

Qualifications and Experiences:

* University/ masters degree or equivalent in management, social science, international development planning, or related field; Experience in successfully developing and managing programmes funded by institutional donors; Proven program appraisal, development, and monitoring and impact assessment skills; Proven experience of drafting and writing project concept notes or proposals; Work experience in multi cultural environments;
* Have excellent English reading, speaking and writing skill, Acehnese speaking and reading would be an asset; Strong coordination and negotiation skills with stakeholders; Ability to work with a team in a multi-cultural environment and good team leadership and positive approach to problem solving; Ability to work under pressure to tight deadlines and adapt to change;

LIVESTOCK EXPERT (Based in Banda Aceh with frequent visit to field project )

He/she will be responsible to Country Director and will work closely with Project Manager. The Technical Expert will provide all technical advice and supports in the field of livestock management and development, he
will also suggest for animal health as and when necessary. He/she will work based on Part-Time consultancy
job.

Qualifications and Experiences:

* The Technical Expert is required to have post-graduate qualifications in the field of animal husbandry or animal health, and several years of practical field experience supporting livestock raising particularly in Nanggroe Aceh Darussalam province;
* Ability to work with a team in a multi-cultural environment;
* Have good English reading, speaking and writing, Acehnese speaking and reading would be an asset.

PROJECT COORDINATOR (Based in Bireuen)

The Project Coordinator has full responsibility for the daily/weekly implementation and management of the Bireuen Livestock Project. He/she manages a team/staff in the project area & manage all aspects of
implementation within Bireuen district of the EDFF project according to agreed project design and contract; Liaison and collaborate with Dinas Peternakan – Bireuen and kecamatan-level services.

Qualifications and Experiences:

* Minimum 4 years experience in management of development projects at field level; Proven ability to manage both technical and support staff in a harmonious and productive manner;
* Direct experience in the field of rural livelihoods and community economic development; specific experience or qualification in the area of livestock raising or animal health is a distinct advantage;
* Experience of collaborative working with local government services and community level;
* Good report writing skills, at a minimum in Bahasa Indonesia, preferably also in English;
* Good leadership and team spirits; Positive approach to problem solving; Ability to work under pressure to tight deadlines and adapt to change;

LIVESTOCK PROJECT OFFICER (2 PERSON) Based in Bireuen

The Livestock Project Officer will support Project Coordinator to ensure effective implementation of EDFF project by coordinating with local government, Dinas Peternakan – Bireuen and kecamatan-level services and
beneficiaries; Maintain and conduct needs assessment and finalizing the target villages and beneficiaries; Ensure the effective frequent field visit; Prepare weekly reports and send it to the Project Coordinator;

Qualifications and Experiences:

* Minimum3 years experience in social work or relevant field; livestock background is preferable;
* Direct experience in the field of rural livelihoods and community economic development; specific experience or qualification in the area of livestock raising or animal health is a distinct advantage;

He/she will closely with Project Manager in designing and implementing the monitoring and evaluation strategy for the EDFF project of Muslim Aid; Developing of monitoring log-frames/result frameworks (expected outcomes, outputs, indicators, baseline data, performance targets, lessons learned,etc); Providing support to EDFF project teams in checking, verifying accuracy and competence of reported information and complying with the quality requirements of the donor agency; He/she will be responsible to Director of Support Services.

Qualifications and Experiences:

* University degree or its equivalent in Economic, social science, international development planning, or related field; Proven programme appraisal, development, and monitoring & impact assessment skills; Proven experience of drafting and writing project monitoring documents; Have good English reading, writing and speaking ability, Acehnese speaking and reading would be an asset;
* A focus on results, balanced with a sensitive and honest approach to people.


PROCUREMENT OFFICER (Based in Banda Aceh with frequent visit to field project)

* He/she will work closely with Project Manager in leading the procedures to support the implementation of the Muslim Aid procurement policy, ensuring that social, economic and environmental concerns are appropriately integrated into tenders, negotiation and competitive quotations and contracts as appreciate;
* Ensure that the goods are procured according to MAI policies and project requirement and distribution of materials to the appropriate sites in timely manner;
* He/she will be responsible to Director of Support Services.

Qualifications and Experiences:

* University degree in Logistics, Business Management or related field;
* At least 3 years of prior professional experience related to procurement/logistics;
* Operating knowledge of Microsoft Office software; Fluency in English spoken and written;

FINANCE OFFICER (Based in Bireuen)

He/she will support EDFF Project to maintain EDFF project expenses within approved budget and compliance with agreement signed by both of Grantee & Grantor; Ensure the correct coding for all financial transactions and budget and maintain grant folder; Ensure the monthly bill and any other payment is
being settled before the due date; Finance Officer shall be responsible to MAI Finance Manager and close working with finance team in main office and follow finance role &guidelines; Prepare monthly/quarterly reports and financial projections as per needed of the project and identify positive issues and solutions.

Qualification and Experiences:

* Bachelor Degree in Finance, Accounting, minimum 3 years experience in a finance role ;
* Computer skill with experience of accounting packages, spreadsheets and databases; Good analytical skills; interpersonal skills;
* proven record of designing and implementing accounting software programs e.g. FUND EZ System/ Quick book;
* Ability to work under pressure to tight deadlines and adapt to change.

Qualifications and Experiences:

* Educated to administration degree level or equivalent;

Responsibilities:

* Presently PT SAI has installed Captive Thermal Power Plant having capacity of 2x16 MW with CFBB technology and the Operation Maintenance (O&M) Contractor has been appointed. The selected candidate shall be a interface between the O& M contractor and Cement Plant of Lafarge. Reports to Plant Manager, the incumbent is responsible to:
o Manage and monitor performance of a coal based power plant using CFBB technology;
o Manage and monitor the O & M contract conditions;
o Analyse and record performance report; Record keeping and data management;
o Weekly, monthly review meeting with the Operator on operation and maintenance
o Coordinate with the contractor and cement plant manager for synchronized operations;

Requirements:

* Should be an Engineering graduate, preferably (Mechanical / Electrical) Graduate, additional of Management Degree or diploma in management with special emphasis on contract administration and supply management shall be preferable.
* At least 10 years working experience in the power plant with similar or higher capacities with coal as main fuel;
* Well conversant with all applicable Indonesian standards and regulation pertaining to power plant including environmental standards.
* Should have managed and monitored contracts;
* Should have basic technical understanding of process plants
* Should be computer literate with proficiency in MS Office, power point presentations and data management;
* Should be proficient in English and Local Language is more advantage
* Good knowledge of safety rules and regulations

1. HEALTH HYGIENE PROGRAM MANAGER Based in Banda Aceh & Bireuen

Qualifications:
• At least 5 years of related experience in health and hygiene promotion, school or community mobilization, public health grant and agreement management, and/or program design and grant implementation.
• Preference for Master’s Degree in Public Health or related field.
• Direct experience supervising and managing multiple health staff
• Strong experience with participatory traning of schoolchildren, teachers, and/or health professionals and demonstrated results improving desired positive health practices.
• Strong skills in designing and implementing KAP Surveys and monitoring and evaluating health interventions.

• Supervise and support national Health Project Officers.
• Oversee KAP Surveys and reports.
• Lead in designing and implementing participatory and innovative hygiene education training materials for schoolchildren, teachers, doctors, nurses and other hospital staff.
• Ensure that proposal targets are met and effectively reported on to the donor.
• Submit project reports to the donor as specified by the grant agreement.

2. PROJECT ENGINEER based in Banda Aceh

Qualifications:
• University degree in Civil engineering, Water Engineering or close similar field
• At least three years experience in infrastructure planning and construction, preferable in water supply & sanitation works.
• Proven ability to interact effectively with government officials/ local authorities is essential.
• Ability to establish priorities and undertake assigned tasks with minimum supervision.
• Able to communicate in English fluently, both in written and spoken
• Good drafting ability and communication skills, both oral and written to produce reports.
• Solid knowledge on AutoCAD.

Responsibilities :
• Develop project design drawing, prioritization of activities in respect of objectives and agreed timeframe.

Opening for Project Leader in Banda Aceh‏ - Leuser International Foundation (LIF)

Job Title : Project Leader
Location : Banda Aceh
Reports to : the Program Director and the Board of Directors
Starting date : 1 June 2010


Background to the position:
The Leuser International Foundation (LIF) is currently implementing the Aceh Forest and Environment Project (AFEP), funded by the Multi Donor Fund to help integrate environment and forest protection into the recovery and future development of Aceh. To proceed with the implementation and especially the completion of this project, there is an opening for a Project Leader (Indonesian nationality) based in Banda Aceh.


Primary Function:
Supervise the implementation and completion of AFEP in the Leuser Ecosystem Area.
Prepare all the necessary reports relating to the project.

Specific duties and responsibilities include, but are not limited to:
1. Supervise and motivate a team making up the Area Management Unit (AMU) focusing on the Leuser Ecosystem.
2. Oversee and direct the work of the top line managers in the AMU, such as the Administrative and Finance Manager and the Ecosystem Manager.
3. Liaise with the local government especially the Aceh Green team to get the redesign process completed with LE conservation concerns included.
4. Collaborate and co-ordinate activities with Project Coordination Unit AFEP and FFI for effective implementation of project.
5. Liaise with the relevant government agencies to ensure smooth implementation/completion of the AFEP project.
6. Be ultimately responsible for project expenditures, procurements and the implementation of project activities.
7. Represent the Area Management Unit at Steering Committee meetings.
8. Organise and be responsible for the production of project reports and financial audits and to submit these on time to stakeholders.
9. Collaborate with the management of LIF on issues such as administration, fundraising, communication, and policies.
10. Prepare projects for the sustainable financing of the Leuser Ecosystem conservation activities.
11. Responsible for the implementation of AFEP Communication Strategy.
12. Responsible for achieving project logframe results.

Required Qualifications and Competencies:

1. Tertiary qualification in forestry/protected areas/conservation.
2. At least 10 years in project management with experience in conservation.
3. Experience in working with civil societies
4. Experience in working in collaboration with the government
5. Fluent in English.
6. Knowledge about remote sensing techniques an asset
7. Work well with local communities as well as government officials
8. Willing to work in a high-pressure environment and dedicated to working full time.
9. Working experience in providing leadership to field staff.

Travel:
Position will be based in Banda Aceh, with frequent travel to project sites and LIF offices (Aceh, North Sumatra, Jakarta).

A consultant is required in order to undertake a situation analysis to study the capacity of public social services, the role of duty bearers and right holders, and the legal framework in order to better address the issues and improving the situation of mother and children. Focus will be on three selected districts (Aceh Timur, Aceh Jaya and Aceh Besar) and the province of Aceh.

The consultant will work in tandem with a national consultant who will be responsible for the collection of relevant information, data, reports, existing policies and organizing meetings with steering committees. The Consultant will develop the relevant data collection tools, visit Aceh three times for consultations with the UNICEF and government steering committee and present the work progress.

- advanced education (PhD level) in social science, nutrition, public health or relevant subjects (if no PhD then additional minimum 5 working years required)
- 10 years or more of relevant work experience (or 15 years if no PhD) in research, strategic programme development and planning;

III. SYARAT DAN TATA CARA PENDAFTARAN
A. Persyaratan Umum
1. Warga Negara Indonesia;
2. Berusia minimal 18 tahun, per tanggal 10 Mei 2010;
3. Tidak pernah dihukum penjara atau kurungan berdasarkan putusan Pengadilan yang telah mempunyai kekuatan hukum yang tetap, karena melakukan suatu tindak pidana kejahatan;
4. Tidak pernah diberhentikan dengan hormat tidak atas permintaan sendiri atau tidak dengan hormat sebagai Pegawai Negeri atau diberhentikan tidak dengan hormat sebagai pegawai swasta;
5. Tidak berkedudukan sebagai PNS atau CPNS;
6. Mempunyai pendidikan, kecakapan, keahlian dan keterampilan yang diperlukan;
7. Berkelakuan baik;
8. Sehat Jasmani dan Rohani;
9. Bersedia bekerja pada instansi-instansi dalam lingkungan Kementerian Keuangan, dan bersedia ditempatkan di seluruh wilayah Negara Kesatuan Republik Indonesia.

B. Persyaratan Khusus
1. Mempunyai Indek Prestasi Kumulatif (IPK) sekurang-kurangnya 3,00 dalam skala 4 atau 3,75 dalam skala 5 bagi lulusan Sarjana (S1) dan 3,25 dalam skala 4 atau 4,06 dalam skala 5 bagi lulusan Pasca Sarjana (S2);
2. Umur pada tanggal 10 Mei 2010, tidak lebih dari 27 tahun bagi pelamar lulusan S1 (tanggal lahir 10 Mei 1983 dan setelahnya), dan 30 tahun bagi pelamar lulusan S1 Akuntansi yang memiliki register negara untuk Akuntan dan lulusan S2 (batas tanggal lahir 10 Mei 1980 dan setelahnya);

C. Tata Cara Pendaftaran
1. Pendaftaran dilaksanakan secara on-line melalui website http://ppcpns.depkeu.go.id mulai tanggal 10 Mei 2010 sampai dengan tanggal 16 Mei 2010;
2. Pelamar yang telah melakukan pendaftaran secara on-line dapat mengunduh (download) Formulir Pendaftaran On-line, Surat Pernyataan, dan Tanda Bukti Pendaftaran;
3. Pelamar wajib:
3.1. Setelah mengisi Formulir Pendaftaran, membubuhi pas photo berwarna terbaru ukuran 3×4 cm pada Berkas Formulir Pendaftaran On-line, membubuhi materai Rp6.000,00 dan menandatanganinya;
3.2. Membubuhi materai Rp6.000,00 dan menandatangani Surat Pernyataan;
3.3. Membubuhi pas photo berwarna terbaru ukuran 3×4 cm (sama dengan foto yang tertempel di Berkas Formulir Pendaftaran) pada Berkas Tanda Bukti Pendaftaran dan menandatanganinya.

1. Pelamar wajib mengirimkan Berkas Formulir Pendaftaran dengan stofmap berwarna :
1. Merah untuk Sarjana (S1);
2. Kuning untuk Sarjana (S2) dan S1 Akuntansi (memiliki register negara untuk Akuntan).

4.1. Fotokopi KTP yang masih berlaku;

4.3. Fotokopi Transkrip Nilai yang dilegalisasi (cap dan tanda tangan asli) oleh pejabat yang berwenang (Rektor/Dekan/Direktur Program/Pembantu Dekan Bidang Akademik bagi Universitas/Institut, atau Ketua/Pembantu Ketua Bidang Akademik bagi Sekolah Tinggi, atau Ditjen Dikti Kementerian Pendidikan Nasional bagi lulusan Perguruan Tinggi Luar Negeri) sebanyak 1 lembar;
4.4. Fotokopi Sertifikat Register Negara untuk Akuntan bagi yang mendaftar untuk program studi S1 Akuntansi (memiliki register negara untuk Akuntan) sebanyak 1 lembar;
4.5. Fotokopi Sertifikat Chartered Financial Analyst (CFA) bagi yang mendaftar untuk program studi S1 Manajemen (Keuangan, bersertifikat CFA) sebanyak 1 lembar;
4.6. Fotokopi Surat Keterangan Catatan Kepolisian yang minimal dikeluarkan oleh Kepolisian Sektor setempat sebanyak 1 lembar yang masih berlaku;
4.7. Surat Keterangan Berbadan Sehat (asli) yang dikeluarkan oleh Dokter Pemerintah yang masih berlaku;
4.8. Surat Pernyataan yang telah diunduh, dibubuhi meterai Rp.6000,00 dan ditandatangani.
Berkas Formulir Pendaftaran ditempel di cover stofmap tersebut.

5. Stopmap yang berisi lamaran dimasukkan dalam amplop coklat ukuran folio dan dikirim melalui Kantor Pos kepada:

6. Pada pojok kiri atas amplop dituliskan tempat Lokasi Tes/Ujian dan kode Kualifikasi sesuai yang tercantum dalam Formulir Pendaftaran On-line. Lokasi Tes/Ujian yang sudah dipilih tidak diperkenankan diganti selama peserta mengikuti tahapan tes

8. Informasi lebih lanjut mengenai Penyaringan/Penerimaan Calon Pegawai Negeri Sipil ini dapat dilihat melalui portal Kementerian Keuangan www.depkeu.go.id atau http://ppcpns.depkeu.go.id.

IV. LAIN-LAIN
Dalam proses pendaftaran, Penyaringan/Penerimaan Calon Pegawai Negeri Sipil di Lingkungan Kementerian Keuangan Tahun Anggaran 2010 berlaku ketentuan sebagai berikut :
1. Dalam rangka Penyaringan/Penerimaan Calon Pegawai Negeri Sipil ini Panitia Pusat Penyaringan/Penerimaan Calon Pegawai Negeri Sipil di Lingkungan Kementerian Keuangan Tahun Anggaran 2010 tidak mengadakan bimbingan tes atau persiapan pendahuluan, tidak mengadakan surat-menyurat dan tidak memungut biaya apapun selama proses seleksi/tes.
2. Biaya transportasi dan akomodasi selama mengikuti tahapan tes/ujian ditanggung oleh pelamar.
3. Setiap Pelamar dapat melihat Pengumuman hasil setiap tahapan tes/ujian secara on-line melalui portal Kementerian Keuangan www.depkeu.go.id. dan Papan Pengumuman di Kantor Perwakilan Kementerian Keuangan di daerah sesuai dengan lokasi tes (TIDAK DIUMUMKAN DI SURAT KABAR).
4. Bagi mereka yang pernah mengajukan lamaran untuk bekerja di lingkungan/unit Kementerian Keuangan yang sampai pengumuman ini belum mendapat balasan, sepanjang memenuhi syarat dalam pengumuman ini, wajib mengajukan lamaran kembali sesuai prosedur yang berlaku (lamaran yang pernah dikirim ke Kementerian Keuangan dianggap tidak berlaku).
5. Unit pilihan hanya merupakan bahan pertimbangan panitia untuk penempatan peserta yang dinyatakan lulus/memenuhi syarat. Dalam hal kebutuhan unit eselon I yang dipilih telah terpenuhi, maka peserta yang dinyatakan lulus/memenuhi syarat harus bersedia ditempatkan pada unit eselon I lainnya sebagaimana tersebut pada angka romawi I.
6. Keputusan Panitia dalam hal kelulusan pendaftar/pelamar pada setiap tahap tes bersifat mutlak dan tidak dapat diganggu gugat.
7. Kelulusan pelamar pada setiap tahapan tes ditentukan oleh kemampuan dan kompetensi pelamar. Apabila ada pihak/oknum yang menawarkan jasa dengan menjanjikan untuk dapat diterima menjadi Calon Pegawai Negeri Sipil di lingkungan Kementerian Keuangan dengan meminta imbalan tertentu, maka perbuatan tersebut adalah penipuan. Panitia tidak bertanggung jawab atas perbuatan pihak/oknum tersebut.
8. Apabila pelamar memberikan keterangan/data yang tidak benar, dan di kemudian hari diketahui, baik pada setiap tahapan tes/ujian, maupun setelah diangkat menjadi Calon Pegawai Negeri Sipil/Pegawai Negeri Sipil di lingkungan Kementerian Keuangan, Kementerian Keuangan berhak membatalkan kelulusan tersebut dan/atau memberhentikan sebagai Calon Pegawai Negeri Sipil/Pegawai Negeri Sipil di lingkungan Kementerian Keuangan, menuntut ganti rugi atas kerugian negara yang terjadi akibat keterangan yang tidak benar tersebut, dan melaporkan sebagai tindak pidana ke Pengadilan Negeri, karena telah memberikan keterangan palsu.
