Now we are looking for a position of:

MONITORING & EVALUATION OFFICER ACEH PROGRAM (code: MEO-AP), 1 position, based in Bener Meriah

Save the Children currently implementing several projects in Bener Meriah, Aceh. Currently, at least three ongoing projects in Bener Meriah:
LINK2 : focus on livelihood and children health and nutrition
BISA : focus on Early Child Development
BLEND : focus on Early Child Development and Child Health and Nutrition

The M&E Officer ensures proper design and implementation of the monitoring system including disseminating results to stakeholders, and involving children and community members. S/he will be responsible for programmatic monitoring of all project activities. S/he will report to the Aceh Program Manager and be supported by a finance and administration, including logistic team in Bener Meriah. S/he is expected to work closely with Program Manager, SPO, and Program Officers in ensuring that all achievements and results of the project are well documented and reported according to the standard of Save the Children and the donor. S/he w is expected to work closely with National Monitoring and Evaluation Specialist in ensuring all M&E documents related to the projects are met the Save the Children guidance and procedures on time.

Reports to: Aceh Program Manager

JOB RESPONSIBILITIES

* Under the lead of Aceh Program Manager and consultation with National M&E Specialist develop design, methodology, procedures and tools of Program Manager with refer to CP ME system.
* Plan, manage and report of all activities on monitoring and evaluation based on day-by-day operational activities.
* Document all relevant data and information both quantitative and qualitative regarding the project activities.
* Work with project staff and partners in the implementation of ME plan and support them in process of data collection.
* Ensure that the reporting data is collected in a technically correct manner and accurately reflect field realities and meet quality standards;
* Update periodically data of the process and result of the projects including that achieved by partners.
* Prepare monthly success story and total reach
* Conduct analysis data and information as well as formulate conclusion of project under consultation with Aceh PM and National M&E Specialist.
* Provide all project staff with data and information they request.
* Support Aceh PM and National M&E Specialist for dissemination ME results to donor and stakeholders.

QUALIFICATION & EXPERIENCES

* Bachelors University Degree or equivalent in a relevant field
* At least 5 years work experience with non-government organizations,
* At least 4 years experience in education programs with international NGOs.
* Knowledge and skills in methods to promote improvements in livelihoods, particularly coffee supply chain and micro credit.
* Proven experience in research and monitoring and evaluation.
* Demonstrated experience in developing and implementing monitoring and evaluation programs
* Demonstrated experience in the delivery of development projects, preferably in the livelihood, health and nutrition, and early child development sector
* Excellent in social and in interpersonal skills.
* Strong communication skills.

    Project Assistant (District Engagement Facilitator) - SVN/ID10/2014/006

    Responsibilities:

    ORGANIZATIONAL CONTEXT AND SCOPE

    Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

    Under the direct supervision of the Government Liaison Assistant, and the overall supervision of Project Manager (PM), the Project Assistant I (District Engagement Facilitator) is based in district Aceh Singkil and Aceh Tenggara and will be responsible for facilitating and handling IOM Aceh liaison activities with government entities and other DRR stakeholders at various levels in the respective District.

    RESPONSIBILITIES AND ACCOUNTABILITIES

    • Under the supervision of Government Liaison Assistant, build and maintain strong, collaborative relationships with humanitarian and development actors in the district, including government, multi-lateral organizations, NGOs, media, etc;
    • In close coordination with DRR Coordinator and Government Liaison Assistant, identify and collect existing sub-national government regulations and policies as well as development plan pertaining to DRR and prepare abstracts and summaries as necessary;
    • Keep Government Liaison Assistant updated on the current local regulation/policies to ensure that the IOM Project is in line with those regulations/policies as well as seek opportunity for synergies with government planning to maintain sustainability of the project;
    • In close coordination with the rest of the district team initiate advocacy and lobbying activities with various government departments at district, sub-district and village level to ensure their endorsement and participation in the project implementation especially in establishing district level Disaster Management Plan (RPB) and Resilient Village (Desa Tangguh);
    • Build and maintain liaison with government and relevant DRR stakeholders and platforms at district, sub-district and village level and facilitate bilateral or multi-lateral meetings at those level;
    • Regularly liaise, provide project updates and develop relationships with key government officials at district, sub-district and village level and ensure the government understanding and continued support thereof;
    • Update Government Liaison Assistant on political matters and relevant discussions within local governments that may affect the project activities and advise relevant strategies to address and respond to local government priorities accordingly;
    • Actively participate in government coordination and development planning mechanism at various levels (district, sub-district, and village) to ensure that the Project stays in tune with local issues and development related to DRR and to encourage DRR mainstreaming into the government development priorities;
    • Promote and raise awareness of IOM’s activities to all relevant DRR stakeholders at local level through various DRR awareness raising activities and dissemination of IEC materials engaging government, partners, stakeholders and the public at local level;
    • Assist in ensuring appropriate documentation of IOM activities through media initiatives (photos, human interest stories, documentaries, etc.);
    • Act with integrity and professionalism and in accordance with IOM’s Code of Conduct, at all times;
    • Perform such other duties as may be assigned.

    EDUCATION AND EXPERIENCE
    • Indonesian National with good knowledge of, and experience in project implementation.
    • Minimum Diploma degree (D3), preferably in communication, political and social science, International Relation, or alternatively, combination of related education and professional experience. A university degree in any of these fields will be highly regarded.
    • At least four years of professional experience in liaison with various level of government entities, UN agencies, NGOs, and other stakeholders.
    • Thorough knowledge of government structures and development planning mechanism. Familiar with DRR issues and relevant government structures.
    • Hold a valid driving license for pick-up cars and needs to be able to drive. Organization will provide a car, but no driver at field level.
