Coffey International Development is the managing contractor for the AusAID funded Support for Education Sector Development in Aceh (SEDIA). The goal of this program is to support the province of Aceh in improving the effectiveness and efficiency of basic education. SEDIA, now entering a 12-month extension phase, is a program co-managed between AusAID and the three provincial education authorities in Aceh: the provincial office of Education (Dinas Propinsi), the provincial department of Religious Affairs (Kanwil Depag) and the Provincial Education Council (MPD).

We are currently seeking applications for a Monitoring & Evaluation and Public Policy Adviser to support the goals of this program. If successful for the position, you will be responsible for supporting the revision of the SEDIA monitoring and evaluation reporting systems, and the management of its deliverables, in addition to the commissioning and oversight of specialised research and evaluation studies to measure program performance against reporting frameworks. You will mentor the SEDIA advisory team in the processes of gathering and reporting on their activity performance, and build the M&E capacity of the Working Group.

The successful applicant will have experience in the development and management of M&E Systems, a demonstrated ability to prepare concise and analytical reports, and previous experience building capacity of teams. In addition, you will have an extensive knowledge and understanding of education systems in a low income / developing country, preferably Indonesia.

Ideally you will have an understanding of Government of Indonesia systems and approaches, excellent English proficiency, both written and spoken,. The ability to read and speak Bahasa Indonesia is desirable but not essential.

Based in Banda Aceh, the position will provide support to a team of Advisers in managing and implementing the workplan, mainly activities implemented by the provincial/district government and/or CSOs and directly implemented by L2.

To be successful for this position you will have demonstrated experience working with local government entities to implement systems to achieve quality government personnel management and demonstrated ability to influence senior decision makers at provincial and district governments with regards to implementing and driving governance reform measures and actively supporting reforms driven by government.

The goal of this program is to support the province of Aceh in improving the effectiveness and efficiency of basic education. The Position
We are currently seeking applications for a Capacity Building and Training Specialist to support the goals of this program. The successful candidate will be responsible for the development, implementation and evaluation of a capacity building strategy and activities to support project objectives and results.

The Capacity Building and Training Specialist will work with the School Improvement Adviser in the implementation of the project capacity building strategy and activities and with the M&E Capacity Building Specialist for reporting on achievements and end of program outcomes. The position will report directly to the Deputy Team Leader.

To be successful for this position, you will need postgraduate qualifications/Master degree in education or social studies and will need to demonstrate substantial experience in developing capacity building/training programs specifically in the education sector; demonstrated experience in strategic planning, institutional capacity building and organizational development.

The ideal candidate will have a track record in working effectively with colleagues from varied cultures and professional backgrounds; strong interpersonal, communication and report writing skills; highly effective organization and work management skills and demonstrated capacity to work in a team environment.

To be successful for this position, you will need postgraduate qualifications, preferably at S3 or S2 in Law and will need to demonstrate considerable professional experience in law and public policy (ideally in the education sector), including experience drafting legal documents such as executive orders and legislation.
