Senior Technical Officer - Government Personnel Management
Coffey International Development is the managing contractor for LOGICA2 (L2), an Australian Aid funded governance reform and community engagement project which supports provincial and district governments in post-conflict Aceh to improve government service delivery in response to community demand, and based on national minimum service and staff competency standards. L2 commenced on 4 January 2010, and will enter a two-year extension phase from 1 July 2012 to 30 June 2014. L2 currently works with local governments in six districts to deliver services that improve living standards (health, education, and support services for women), in response to community-wide advocacy. L2 builds the capacity of citizens to identify and advocate their needs to government (village, district and provincial) and to demand better services
LOGICA 2 is seeking Senior Technical Officer for Government Personnel Management experienced in decentralised public sector governance and government personnel management, mainly the application of government competency based standards. Based in Banda Aceh, the position will provide support to a team of Advisers in managing and implementing the workplan, mainly activities implemented by the provincial/district government and/or CSOs and directly implemented by L2.
To be successful for this position you will have demonstrated experience working with local government entities to implement systems to achieve quality government personnel management and demonstrated ability to influence senior decision makers at provincial and district governments with regards to implementing and driving governance reform measures and actively supporting reforms driven by government.
