Islamic Relief Indonesia was established in the year 2003 with one project office catering for development activities in Banten province. In 2004, in response the devastating Tsunami, IR expanded programme coverage to Aceh province to provide humanitarian relief, early recovery and developmental support to the tsunami survivors. It was about this time when programme activities were also expanded to West Java, NTB and later in West Sumatra and Jogjakarta provinces. IR presently maintains a Country Office in Jakarta with field programme in Aceh and NTB provinces. The main sectors for Indonesia Programme include Disaster Risk Reduction (DRR), WASH, Sustainable Livelihoods, Orphans’ Support, and Disaster Response.

Currently IRW – Indonesia office is implementing a child welfare programme, Seasonal Programme (Ramadan and Qurbani, and development project that supporting the achievement of Sustainable Development Goals in Aceh and NTB province.

KEY DUTIES AND RESPONSIBILITIES:

General :

• Maintaining IRI office for good working environment.
• To look after the cash and bank payments of all staff of the organization and other fund transferring to outside parties. Reporting of financial record of organization
• Managing Bill receipt and Cash Payments
• Implements payment to employees
• Fund transferring and tax deductions
• Bank Reconciliation
• Any other tasks will be given by the line manager

Cash and Bank Payments

• Responsible for the office petty cash float.
• Maintain the cash book and reconcile daily and weekly.
• Prepare and submit monthly forecasting cash requirements to Jakarta office and monitor changes.
• Check that all relevant columns and cells of payment requisitions Form had been filled properly according to Islamic Relief policies and procedures.
• Checking the Invoices raised by suppliers and vendors.
• To check that approval of competent Authority has been taken to make the payment.
• Preparation of cheques and ensure signatures thereon.
• To deduct applicable tax from each and every payment.
• Deposit of Tax in the Government Treasury, and submission of tax challenge to eligible
• To ensure delivery of checks to the suppliers.

Maintain financial record

- Ensure and maintain proper placement of financial data of current and previous years

Financial Reporting

• Submit Petty cash report to Finance Jakarta Office weekly basic.
• Support finance Dept in preparation of Financial reports to HQ and Donor

Receipt of Funds

• Preparation of receipts for Donors, staff & or Beneficiaries on behalf of IR
• Keep update record of receipts & ensure to deposit these amounts in IR’s official account
• Support finance Dept in maintenance of record of funds movement, ensuring availability of funds at all times and issuance of alert in so much advance that request may be moved to Jakarta office and funds are received in the banks before its actual finishing

Bank Liaison

• Liaison with banks to keep latest development in banking laws and regulations
• Request monthly bank statement from Pidie or Banda Aceh bank office and submit to Finance Jakarta office
• In case of any foreign trade activities, opening, maintenance and final payment of the LC’s.

SKILLS AND COMPETENCIES:

• University degree of accounting background or related field / At least Diploma/Bachelor's degree in the relevant studies
• Proven years of finance related experience in an NGO or a commercial environment
• Proven experience of analysing, internal control, effective coordination in financial scope, work experience in multicultural environments;
• Good management skill
• Good writing and communication skill
• Excellent knowledge of computer operation (Windows, Excel, Power Point)

Islamic Relief is a UK based charity that seeks to alleviate the sufferings of the world’s poorest people. The Indonesia programme was established in 2003 to deliver emergency relief and developmental activity in disaster prone and impoverished areas. Since then the agency implemented multi - sectoral programme in Banda Aceh, Banten, West Java, Jogjakarta, NTB and West Sumatera.

Presently IR is implementing a child welfare programme in Aceh and rolling out an integrated sustainable development programme in NTB. The main sectors for Indonesia Programme include Disaster Risk Reduction (DRR), WASH, Sustainable Livelihoods and Orphans’ Support. The Indonesia programme is managed by Jakarta based country office that provides administrative, programmatic and financial oversight to the field offices.

JOB PURPOSE : To promote sustainable economic and social development through development programmes, helping the needy regardless of race, religion or gender.

LOCATION : Banda Aceh with frequent travel to project locations in Aceh Besar district

DURATION : 12 months with possibility of extension based on performance and availability of funds (Local Hire)

Background

In the anticipation of a potential intervention in Aceh Besar - Aceh province, Islamic Relief Indonesia has to recruit a ‘competent personnel to demonstrate competencies in business development and training and capacity building of beneficiaries in agriculture, aquaculture, and entrepreneurship. The assignment is expected to commence towards November 2015, for a period of 12 months. The position will be based in Banda Aceh with frequent visit to the field to support agriculture/aquaculture activities project in Aceh Besar District.

Following the successful implementation of phase 1 under which 11 Pesantren (Islamic Boarding School) were provided income generating opportunities in Aceh Besar, a follow up project (phase 2) is proposed to extend the benefits to 12 other Pesantren within the greater Aceh Besar district of Aceh Province. The proposed project seeks to a) promote agriculture and aquaculture as an income generating activity for 12 Pesantren schools; b) provide the students agriculture/aquaculture vocational skills and being ready for start business or for the workforce, and; c) create and strengthen marketing linkages and enterprise building capacities amongst supported institutions in order to achieve sustainable impact.

Under the overall objective of improving the quality of services provided by Pesantren and traditional Islamic boarding schools and within the specific objective of enhancing their income generating capacities, the project will focus on indigenous traits with established demand in the local markets including vegetable farming and aquaculture. Sustainability will be ensured by creating market linkages and strengthening business management capacities of beneficiary Pesantren.

The upcoming intervention seeks to identify high value of agriculture/aquaculture cultivation, enhance profitability of supported groups through training, capacity building and provision of inputs for the formulation and implementation of business expansion plans. With this background, IR seeks an innovative, motivate, dynamic and experienced individual for the delivery of project activities and for achieving the objective of enhanced profitability for supporting youth in Pesantren.

1. Livelihood Officer (1 person)

REPORTING LINES:

Post holder :Directly report to the Area Coordinator in Banda Aceh under the overall guidance and supervision of the Country Director/Head of Program.

KEY DUTIES AND RESPONSIBILITIES:

• Guiding the formulation and implementation of business plans, assume a lead role in conducting market research and assessment studies, designing and imparting project trainings business and enterprise development and marketing;

• Explore opportunities for linking supported beneficiary groups with key market players on the demand side (i.e. chain of hotels, medium and large restaurant, retailers, etc.);

• the post holder will guide beneficiaries in obtaining necessary certifications (i.e. Halal and Health Certificates, etc) while assisting beneficiary groups with product registration and packaging;

• Supervise Livelihood assistant in designing and disseminating technical trainings in agriculture/aquaculture production, product development, marketing in addition to other capacity building initiatives as foreseen in the project;

• Ensure that support women groups develop and maintain recommended standards at all stages of production i.e.seeding, planting, harvesting, post-harvest management, value addition and marketing;

• Provide on-going management and technical assistance to beneficiaries in agriculture/aquaculture cultivation through structured trainings and follow up monitoring and on-farm extension;

• Frequently monitoring project activities and target women groups and collect quantitative and qualitative data on beneficiaries, market trends and project impact;

• Build and manage meaningful relations with local stakeholders, such as the heads of villages, religious leaders, women’s groups, local NGOs and specialized government agencies, to ensure their active participation and contribution in the project;

• Implementation of compliant and response mechanism;

SKILLS AND COMPETENCIES:

• A university degree or other suitable qualification in a related field (Agriculture graduate is preferred)

· Assist livelihoods officer in designing and disseminating technical trainings in mushroom cultivationas well as other capacity building initiatives foreseen in the project

· Ensure that support women groups develop and maintain recommended standards at all stages i.e.seeding, planting, harvesting, post harvest management, value addition and marketing;

· Provide on-going technical assistanceto beneficiaries in mushroom cultivationthrough structured trainings and follow up monitoring and farm-level extension;

· Conduct frequent monitoring of project activities and target farmer groups for the collection of quantitative and qualitative data for the purpose of reporting and impact assessment;

· Assist the livelihood officer to build and manage meaningful relations with local project participants in the village, such as heads of villages, religious leaders, women’s groups, local NGOs and specialized government agencies, to ensure their active participation and contribution to the project.

The engineer will develop a comprehensive network within IRI and work with respective colleagues sector heads or their designates where construction programs are being implemented.

Main duties and responsibilities:

1. Develop IRI consultative construction forum

2. Develop a peer interaction and sharing construction forum to discuss challenges and solutions

3. Establish and maintain a 'user-friendly' monitoring system to track indicators for project

4. Network with construction and shelter forums to articulate best practices for housing, schools, health facilities, environment friendly techniques.

5. Reach out to organisations that deal with the vulnerable groups the aged, disabled (physically and visually) with a view to incorporate their needs in IRI constructions.

6. Collect and document case studies for the purpose of fund raising and awareness creation.

7. Develop effective construction systems to be incorporated in various field operations.

8. Create a performance improvement culture in construction related programs that allows adequate interaction and research.

9. Work with program staff to develop appropriate objectives, indicators and tools to measure effects of interventions and identify ways to provide local feedback of results.

10. Periodically and regularly carry out real time monitoring and evaluation of construction programs. Provide instant feedback.

11. When called upon, conduct needs assessments with a view to incorporate observation into strategic plans and proposals.

12. Work with project heads to establish specific performance plans with clearly defined and adequately detailed indicators for constructions under review share the same with relevant country heads.

13. Whenever called represent Islamic Relief to local and international NGOs, Government authorities and other institutions as is necessary.

14. Develop standard operating procedures for all constructions ( SOP)

Person Specification:
Experience/Education:

• Relevant civil engineering qualification.
• Five years minimum experience in an overseas assignment
• Five years minimum experience in responsibility for reconstruction or rehabilitation project management
• Working and/or living outside your home country
• Capacity to work under pressure
• Computer literate with fluency of using Microsoft Word, Excel, internet and email packages
• Experience of communicating and representation with a range of people, organizations and cultures, Problem solving from different angles, allowing for an integral vision of situations.

KEY DUTIES AND RESPONSIBILITIES:

General :

1. Assisting Logistics Senior Officer in managing subcontractor activities, reviewing proposals, developing performance specifications, and serving as liaisons between subcontractors and organizations. (LO)

3. Responsible for direct allocation of materials order and supplies availability (LO)

4. Manage the logistical aspects of product re-order point, including coordination or provisioning of samples from supplier, and the minimization of obsolescence.(LO)
