UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.
Under The Aceh Government Transformation Programme (AGTP) addresses the urgent need to strengthen the capacity of Aceh’s provincial government and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it has inherited from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR). AGTP is designed to address critical gaps in the Aceh government’s policy-making and technical capacity. The first gap lies in the Executive’s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district government agencies to process assets and projects transferred from BRR, and to implement ongoing recovery work. The third gap is the administration’s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition. AGTP is expected to receive additional funding from the donor mid-2011, thus extending the project period up to June 2012. The additional funding scheme will be mostly used to provide support to local government during the verification of rehabilitation and reconstruction (RR) assets, asset transfer process, as well as building the capacity of regional governments in asset management. Coordination mechanism on asset transfer at national, provincial, and district level will also be supported by the funding. In addition to the project assistants, the project requires a Project Associate to undertake specific tasks under the supervision of the Output Coordinator. These tasks demand analytical skills and also a certain degree of managerial competence and quality inputs, that are beyond the capacity of common project assistants. The specific tasks include the development of detailed work plan key component/output stakeholders, and also quality inputs in the day-to-day coaching to the component/output stakeholders. Therefore, the Project Associate will then provide analytical and quality inputs to immediate project activities and processes at the output/component level. Hence, the Project Associate will be supervised by Output Coordinator and s/he will ensure effective delivery of AGTP by managing data and information so as to support project implementation that is consistent with UNDP rules and regulations. The Project Associate supervises project assistants within the PMU. In broader terms, the Project Associate works in close collaboration with the Operations, Programme and Projects’ staff within UNDP Field Office in Banda Aceh and specifically in AGTP as required for resolving complex programme-related issues and exchange of information. The Project Associate will be responsible for one of the six clusters of Asset Transfer process of Aceh, which has been defined by the Team Likuidasi. The six clusters are as follow: Cluster I (Banda Aceh, Aceh Besar, Sabang), Cluster II (Pidie, Pidie Jaya, Bireuen), Cluster III (Aceh Utara, Lhokseumawe, Aceh Timur, Langsa, Aceh Tamiang), Cluster IV (Aceh Tengah, Bener Meriah, Gayo Lues, Aceh Tenggara), Cluster V (Aceh Jaya, Aceh Barat, Nagan Raya), Cluster VI (Aceh Barat Daya, Aceh Selatan, Subulussalam, Aceh Singkil, and Simeulue)
