EDUCATION OFFICER – Blend Project, Aceh Program, 1 position

The Education Officer will work under the direct supervision of deputy program manager to build service provision capacity of ECD management services in target villages and mobilize communities / local governments to support ECD services in a sustainable. He will be engaged in research and MEAL activities which will inform project plans for each of the target locations. The postholder will also coordinate the provision of essential materials to ECD/SPS facilities.
Reports to: Deputy Program Manager
Dimensions: BLEND Project is focus in Early Chilhood Development (ECD) & Maternal and Child Health (MCH) services to children under age 5 and their mothers. Education Officer will be in charge in administratif, complexity, relationships, communication with stakeholders
RESPONSIBILITIES
Research, Planning and Reporting
- Participate in the design and implementation of all MEAL activities related to the ECD component of BLEND;
- Together with Project Officer (Health), assess the current status of Posyandus plus and ECD centres in the target villages, identify gaps, and obtain baseline data on targeted children and mothers in each village;
- Conduct Assessment to identify capacities of Village in posyandu plus integrated with health sector.
- Based on the assessment , determine best venues for combined Posyandu plus and ECD services;
- Together with health officer, research community health practices to inform development of solutions for improving ECD, parenting, teaching methodology etc.
- Based on the information obtained through research and MEAL, and in coordination with team to produce regular plans for the activities aiming to develop ECD with good quality services.
- Produce regular progress reports highlighting achievements against plans, challenges to implementation and recommendations for the component performance improvement.
Community Mobilization
- Together with other members of BLEND team, introduce BLEND objectives and approaches to community members, leaders, and relevant government officials.
- In coordination with key stakeholders, update project plans related to the development of ECD, SPS, PAUD (Pendidikan Anak Usia Dini) model in target communities;
- Work with communities to identify community volunteers to serve as volunteers teachers.
- Organize community leaders to established and mentoring village ECD service, and committees
- Together with Project Officer – health , Project assistant identify Posyandu Plus health workers to serve as coordinator between the committees and facilitate integration
- Mobilize parents to participate in parenting class and school teaching services.
Development of capacity of ECD to deliver quality of teaching.
- In coordination with BLEND team , provide regular on the job training to ECD teachers, data recording, monitoring attendance and beneficiaries count both gender
- Facilitate regular use of ECD services including provision of ECD services.
- Support other aspects of collaboration between ECD and Posyandu plus staff /other local health service providers.
- Manage the process of transfer of basic equipment/materials to ECD , accountability and transparency during the process
- Conduct ongoing on-site monitoring of ECD and SPS, PAUD offices to ensure proper use of equipment and application of teachings method
Awareness raising, government engagement and advocacy
- Together with other members of BLEND team, implement awareness raising campaign on Child Rights, importance of children’s early years, and other health and ECD related issues;
- Facilitate community BCC and health promotion campaigns and activities including village health seminars, mothers’ classes, IEC materials distribution, mass media (particularly community radio), health festivals and competitions;
- Together with Senior Project Officer – ECD, health work with local government, local NGOs, and community structures to advocate for increased funding for Posyandu and ECD services and integration of Posyandu Plus model into the framework of government- supported social services at the community level;
- Attend relevant sector for to identify opportunities for advocacy and ensure that BLEND is adequately represented;
- Ensure documentation and dissemination of best practices and ECD tools developed;
Other Functions
- Participate in the situational / needs assessments required for the development and implementation of future programs in other sub district target area.
- When skills permit, participate in training events as facilitator / trainer
- Perform any other related duties that may be assigned by Deputy Program Manager

QUALIFICATION
- Bachelors Degree or higher, preferably in education, community mobilization, or equivalent practical experience in program implementation
- At least 4 years of work experience:
- At least 2 years of experience in ECD sector and community mobilization;
- Expertise in all key technical aspects of ECD service delivery
- Effective verbal, presentation and listening communication skills;
- Good interpersonal skills
- Good English, Indonesian, both written and verbal;
- Computer literacy skills;
- Willingness to work in post-conflict zones;
- Ability to travel and work under pressure;
- Commitment to and understanding of Save the Children’s aims, values and principles;
- Good analytical and writing skills
- Experience in organizing community based ECD, called SPS
- Good understanding of conflict-sensitive programming;
