UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development. I. Organizational Context The Tsunami Recovery Waste Management Programme (TRWMP) aims to: To improve and sustain the environment of Aceh and Nias through; (a) strengthening the capacity of local government to conduct effective efficient collection, recovery and disposal of municipal and tsunami waste; (b) rehabilitation of critical waste management infrastructure; and (c) supporting local enterprises in the creation of livelihoods opportunities in recovery, processing and recycling of waste, and clearance and rehabilitation of tsunami impacted agricultural land. The Programme has been designed to provide local government (at municipal/district level) with financial and technical support to achieve the following results: 1. To provide government with financial and technical support to continue to build capacity, clear residual tsunami waste in rural areas, complete the development of sustainable municipal waste management systems (and expand the geographic coverage to other districts in Aceh). 2. To promote waste management livelihoods so that the economic benefits from recycling are derived in NAD-Nias and minimise the waste volume going to landfills. 3. The detailed evaluation, design and construction of permanent district landfills, including a regional sanitary landfill facility for KBA/ Aceh Besar. 4. Effective and efficient management, monitoring and oversight of the overall programme on behalf of the MDF donor partners. Under the supervision of the Project Officer, the M&E Associate will be responsible for tracking results and applying the monitoring framework as set up in the PAD II and Monitoring and Evaluation Plan documents, in line with MDF and CPRU’s internal monitoring guidelines. S/he will be part of a core UNDP team managing the implementation, monitoring and oversight of the project. The project operates largely through local government (district sanitation departments), implementing partners, Bappenas, NGOs, and National and International consultants.
Each of the implementing partners is required to deliver regular progress reports and specific technical reports and documents. These reports are backed up by field monitoring from the TRWMP core team and are collated, critically examined and compiled into regular quarterly reports for the CPRU and Donors. The aim is to track not only activities and outputs, but also outcomes. The Monitoring & Evaluation Associate is therefore tasked with keeping all monitoring tracking instruments updated, compiling data and reports, and preparing draft reports for CPRU and donors.management of issues/challenges.

II. Functions / Key Results Expected Summary of Key Functions: Support to formulation of project strategies and implementation of the Project Action Plan Support to management of the TRWMP - Administrative support to the Project Unit

1. Support to formulation of programme strategies and implementation of the TRWMP Action Plan - Provide oversight in monitoring of project activities, to assess overall project implementation with respect to project objectives, outputs, and indicators;
- Maintain and update monitoring tracking instruments such as the performance monitoring plan and the results and resources framework; and
- Based on results of monitoring, where necessary, undertake troubleshooting, suggest corrective measures to be undertaken by core TRWMP team members;
- Presentation of background information for formulation of project, draft project documents, work plans, budgets, proposals on implementation arrangements.
2. Provide effective support to management of the TRWMP focusing on the achievement of the following results: - Provide support to the TRWMP core team in conducting monitoring activities, collecting data and preparing monthly reports and Project Data Sheets;
- Ensure reporting arrangements are in place and are being implemented to ensure that the reporting requirements are met in a timely manner. These will include reports from implementing partners; and
- Assist the Communications Specialist to collect and write “Human Interest” stories and feature articles about people involved in TRWMP activities.
- Provision of guidance to executing agencies on routine implementation of projects
- Presentation of information for audit of DEX projects, support implementation of audit recommendations.
3. Provides administrative support to the Project Unit focusing on achievement of the following results: - Manage monitoring and outcome evaluation processes for the overall programme to ensure that implementation is in accordance with agreed activities, and distil lessons and good practices of value for future programming; and
- Work closely with CPRU’s Monitoring & Evaluation Programme Officer and the Project Officer to synthesize good practices and lessons learned;
4. Supports resource mobilization focusing on achievement of the following results: - Prepare consolidated reports, including Quarterly and Annual reports, with relevant CPRU staff for the donor agency (the Multi Donor Fund); and
- Analysis of information on donors, preparation of donor’s profile.
5. Ensures facilitation of knowledge building and knowledge sharing in the CO focusing on achievement of the following results: - Organization of trainings for the operations/ projects staff on project;
- Synthesis of lessons learnt and best practices in project.
- Sound contributions to knowledge networks and communities of practice.
III. Impact of Results - Review and revise Monitoring and Evaluation plan in a Regular basis
- Ensure that Monitoring and Evaluation plan is being properly implemented in the field
- Guide, train, support field staff in Monitoring and evaluation activities
- Collect, collate, evaluate data on programme activities
- Prepare reports to UNDP and Donors as required

V. Recruitment Qualifications Education: - Bachelor Degree in international development, social sciences (economics, politics, sociology), law or a related subject;
Experience: - Minimum 4 years of relevant professional experience, preferably including
experience in the field; - Knowledge of logframe approach, monitoring systems, and report writing;
- Knowledge of results-based management systems and field-level monitoring a distinct advantage;
- Experience working on, or conceptual understanding of, post-crisis recovery and crisis prevention programming would be a distinct advantage;
- Excellent written communication skills in English are an absolute requirement;
- High skill-level with IT equipment, desk-top publishing, databases, and information management technologies are indispensable;
- Communication & information experience an advantage;
- Some experience/knowledge of gender dimensions is an advantage;
- In country or Province working experience a distinct advantage
Language Requirements: - Proficient in English language, spoken and written.
- Ability to write reports, make presentation, provide training etc.
- Knowledge of Bahasa Indonesia would be an asset.
