Background

UNDP Indonesia’s mission is to be an agent for change in the human and social development of Indonesia. We, the UNDP Country Office (CO), aim to be a bridge between Indonesia an all donors as well as maintaining our status as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.

I. Organizational Context

Under the guidance and direct supervision of Project Officer Infrastructure for Waste Management, the Project Associate Infrastructure will assist the project on the day-to-day running of the TRWMP activities especially related to the infrasructure in 13 districts and province level particularly in monitoring the construction of Blang Bintang Regional Landfill (BBRL), Gampong Jawa Transfer Station (GJTS) and Teluk Belukar Sanitary Landfill (TBSL) Nias.

The Project Associate Infrastructure will assist the Project Officer in supporting the Local Government Sanitation Departments and implementing partners to design and implement project activities, to monitor their implementation, and to distil lessons and good practices of value for future activities.

The Tsunami Recovery Waste Management Programme (TRWMP) aims to:

To improve and sustain the environment of Aceh and Nias through; (a) strengthening the capacity of local government to conduct effective efficient collection, recovery and disposal of municipal and tsunami waste; (b) rehabilitation of critical waste management infrastructure; and (c) supporting local enterprises in the creation of livelihoods opportunities in recovery, processing and recycling of waste, and clearance and rehabilitation of tsunami impacted agricultural land.

The Programme has been designed to provide local government (at municipal/district level) with financial and technical support to achieve the following results:

  1. To provide government with financial and technical support to continue to build capacity, clear residual tsunami waste in rural areas, complete the development of sustainable municipal waste management systems (and expand the geographic coverage to other districts in Aceh).
  2. To promote waste management livelihoods so that the economic benefits from recycling are derived in NAD-Nias and minimise the waste volume going to landfills.
  3. The detailed evaluation, design and construction of permanent district landfills, including a regional sanitary landfill facility for KBA/ Aceh Besar.
  4. Effective and efficient management, monitoring and oversight of the overall programme on behalf of the MDF donor partners.

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of key functions:

  • Support to formulation of project strategies and implementation of the project action plan
  • Support to management of project

  • Facilitation of knowledge building and knowledge sharing

1. Support formulation of project strategies and implementation of the project action plan focusing on achievement of the following result:

  • Prepare work schedule
  • Prepare allocation and transfer schedule
  • Participates in monitoring of land clearance activities and base on results of monitoring, where necessary undertakes trouble-shooting of project problems and suggest corrective measures to improve management of waste
  • Presentation of background information for formulation of project, draft project documents, work plans, budgets, proposal on implementation arrangements.

2. Provides effective support to the management of the Project and Project staff focusing on the achievement of the following results:

  • Provide day-to-day assistance to the Project Officer for all TRWMP infrastructure activities;
  • Provide day-to-day management support to the Project Assistants and field staff in all districts;
  • Close working with M & E Associate in compiling the update KPI on infrastructure side under LoA districts and province implementation’s and give the input for progress reports as required;
  • Assist the Project Officer to identify and report issues/challenges related to project implementation and articulated corrective measures based on results of monitoring to all project assistant in 13 districts;
  • Conduct field visits to support district staff and monitor project implementation;
  • Provision of guidance to executing agencies on routine implemention of project
  • Presentation of information for audit of DEX projects supports implementation of audit recommendations.

3. Provides administrative support to the project unit focusing on achievement of the following results:

  • Support Project Officer in monitoring district infrastructure activities under LOA and budget plans;
  • Support Project Officer in compiling infrastructure implementation and supervise the project;
  • Manage monitoring payments processing to local government allowance for infrastructure of the contract under LoA activities;
  • Establish and maintain efficient communication channels between contractors, implementing partners and UNDP
    Supervise Project Assistant in the communicating and work closely with local government sanitation departments to ensure efficient, effective implementation of infrastructure activities;

4. Support resource mobilization focusing on achievement of the following result:

  • Analysis of information on donors, preparation of donor’s profile


5. Ensures facilitation of knowledge building and knowledge sharing in the project focusing on achievement of the following results:

  • Organization of trainings for the operations/projects staff on project
  • Systhesis of lessons learnt and best practices in project
  • Sound contributions to knowledge networks and communities of practices

III. Impact of Results

The key results have an impact on the execution and efficiency of the TRWMP project. In particular for infrastructure activities and success in implementation of project strategies in terms of quality and accuracy of work completed which implemented by TRWMP government implementing partners and contractors. Accurate analysis and presentation data of the project implementation based on targeted work plan and key performance indicator and particularly in enhancing transparency and capacity of TRWMP implementing partners.

Required Skills and Experience

V. Recruitment Qualifications

Education:

  • Minimum Bachelor degree in Civil Engineering or Architecture

Experience:

  • Minimum 5 years of professional working experience.
  • Minimum 2 years experience in dealing with heavy equipment including large excavator, bulldozer and front end loader at a large construction site preferably in big scale soil removal project.
  • Experience with public International Organization, and particularly with UN agencies or UNDP, in engineering, environmental activities and/or development.
  • Having capability to supervise a team member
  • Strong ability to keep records, draft, edit and produce results-focused reports in English;
  • Good communication, interpersonal and liaison skills;
  • Able to work under pressures, handle multi tasking situations, and travel to project sites;
  • Ability to negotiate and troubleshoot relationships with national and international stakeholders;
  • Experience of working in Aceh is an advantage.
  • Experience of working with local government (preferably with sanitation departments)

Language Requirements:

  • Fluency in both written and spoken Bahasa Indonesia and English
