NATIONAL PROGRAMME OFFICER (UNIFEM)

Background

UNIFEM is the women’s fund at the United Nations. It provides financial and technical assistance to innovative programmes and strategies to foster women’s empowerment and gender equality. Placing the advancement of women’s human rights at the centre of all of its efforts, UNIFEM focuses its activities on four strategic areas:

-Reducing feminized poverty; -Ending violence against women; -Reversing the spread of HIV/AIDS among women and girls; -Achieving gender equality in democratic governance in times of peace as well as conflict/war.

Under the overall guidance and direct supervision of the Programme Specialist at the East and Southeast Asia Regional Office and working closely with the Gender Technical Advisor, the National Programme Officer is expected to analyze political, social and economic trends and participate in the formulation, management and evaluation of UNIFEM programme in Aceh.

The National Programme Officer will supervise and lead programme support staff. The National Programme Officer works in close collaboration with programme staff in other UN agencies.

Tasks:

1.-Implementation of UNIFEM Aceh programme strategies:

-Thorough analysis and research of the political, social and economic situation in the province and preparation of substantive inputs to CCA, UNDAF, MDG and other documents. -Analysis and synthesis of proposals on the areas for support and interventions within the practice area specialization assigned.

2. Management of UNIFEM Aceh’s programme/projects:

-Design and formulation of some parts of provincial programme/projects within the area of responsibility, translating UNIFEM’s priorities into local interventions. -Assist in the development of programme, presentation of the programme to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review. -Application of conceptual models in support of programme design -Financial and substantive monitoring and evaluation of the projects, identification of operational and financial problems, development of solutions. -Preparation of reports, including donor reports.

3.Strategic partnerships and resource mobilization strategy:

-Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new programmes, active contribution to the overall office effort in resource mobilization. -Assist the Focal Point for Aceh at the subregional office in the identification, design and formulation of projects/programmes in accordance with the Strategic Plan 2008-2011 and the Strategic Results Framework -Draft project concepts and proposals for the purpose of resource mobilization.

4.Advisory services to the Government and facilitation of knowledge building and management:

-Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learned directly linked to provincial policy goals. -Sound contributions to knowledge networks. -Organization of training for the operations/projects staff on programme issues.

5. Advocacy and UNIFEM Representation:

-Be the lead person in developing advocacy materials on UNIFEM’s work in Aceh; -Attend and speak at meetings and inter-agency activities on relevant topics representing UNIFEM and make presentations as assigned. -Represent UNIFEM in UN Theme Groups, including UNTG on Gender, by participating in regular meetings and identify entry points for joint programming.

6. Office management:

-Provide support in the management of the UNIFEM office in Aceh, with particular focus on the administration of the operational budget; -Supervise the work of support staff; -Maintain effective communication with UNDP on a wide range of operational issues such as office space allocation, cost recovery, personnel, payments, etc., and inform the Aceh Focal Point at subregional office of the latest developments.

Required Skills and Experience

Qualifications Required

•Master’s degree in a related field, e.g. women’s studies, development studies, sociology, economics, law, public administration, etc.; •Strong background on gender studies in the Indonesian, regional as well as global context; •Ability to write project proposals; •Minimum 2 years of relevant experience at the national or international level in providing management advisory services and hands-on experience in design, monitoring and evaluation of development projects. •Demonstrated project management skills and familiarity with the result-based approach; •Excellent command of English and Bahasa Indonesia, both oral and written; good report writing skills; •Good human relations skills, especially the ability to relate with a wide range of partners; •Excellent communication skills; •Excellent computer skills, ability to work with Microsoft Office 2000 software; •Ability to manage multi-tasks.
