Aceh Economic Development Financing Facility (AEDFF) Vacant Positions

CCR will be implementing a project that aims to reduce poverty by aiding four key challenges faced by nilam growers: strengthening agricultural methodology, improving technical distillation, developing effective cooperatives and improving links to buyers. The project will be active in four districts of Aceh: Aceh Jaya, Aceh Barat, Aceh Selatan and Gayo Lues from 1 November 2010 until 31 March 2012, funded by the AEDFF.


Following positions are now open in the framework of this project:




Caritas Czech Republic

The Caritas Czech Republic Aceh Office (CCR) has been implementing rural livelihood development activities in Aceh Jaya since 2005, following the emergency response to the Tsunami. For more than five years CCR has been providing long term support for the victims of the Tsunami and the conflict in Aceh in the fields of agriculture, agro-forestry and aquaculture.CCR has strong experience working with cooperatives of growers and fishermen and will bring this Aceh-specific knowledge to the AEDFF project.

District Coordinator

I. Position Information

  • Code: DC - Field
  • Supervisor: Project Manager
  • Duty station: Aceh Barat, Aceh Jaya, Aceh Selatan and Gayo Lues
  • Expected duration of assignment: 1 November 2010 to 31 March 2012

II. Organizational Context

Under the supervision of Project Manager the District Coordinator will have the responsible for overseeing the planning, management and implementation of sub-project activities from the CCR program office, working through the district field structure to support the project staff in identifying, planning and developing detailed action plan for the project.


III. Description of Responsibilities

  • Supporting the Project Officers and Field Officers in other aspects of project implementation, developing initiatives under the ongoing project. This will entail relating with local community structures, local government officials, and international organizations/ local organizations.
  • Close coordination and information sharing with other district coordinators.
  • Responsible for oversight 20 – 45 people
  • Perform any other tasks as required.

IV. Recruitment Qualifications
  • Education: Master’s or Bachelor Degree in Political Sciences, Social Sciences, Development Studies, Humanitarian Studies, Public Administration, Economics, Agriculutre or in a technical (e.g. engineering, earth sciences, etc.) or other relevant field.
  • Experience:
    Minimum nine (9) years of relevant professional experience for Master’s degree holders and tweleve (12) years experience for Bachelor degree,
    has the background in agriculture/ livelihood projects,
    experience as Project Office/ Project Manager,
    understanding project budgetting and spending monitoring.
  • Language Requirements: Excellent oral and written communication in both English and Indonesian.
  • Good social and interpesonal skill.


Finance Officer

I. Position Information

  • Code: FO - BA
  • Supervisor: Finance Manager
  • Duty station: Banda Aceh
  • Expected duration of assignment: 1 November 2010 to 31 March 2012

II. Organizational Context

Finance officer is responsible for maintaining financial, accounting, administrative and personnel services in order to meet the requirements and support organization operations.
He/she reports to Finance Manager and is responsible for preparing financial statements, maintaining cash controls, preparing the payroll and personnel administration, purchasing, maintaining accounts payable and managing office operations.


III. Description of Responsibilities

  • To review the field accounting reports and record them in CCR book keeping package, including monthly cash reconciliation for all field sites;
  • Responsible for ensuring that all finance procedure & policies and internal control system are implemented and taking action. Internal control for cash disbursement, advances, etc;
  • Preparation, monitoring and analysis of monthly reports and grants, for review by the Finance Manager;
  • Monthly backup;
  • Reconciliation of various records, investigating unusual items and bringing these to the prompt attention of the Finance Manager. This includes reconciliation of field offices records;
  • Cash and bank management in consultation with the Finance Manager;
  • To prepare and verify all payments and receipts including supporting documentation;
  • To maintain and file bank and receipt documents;
  • To maintain the float and advise supervisor as necessary;
  • To prepare daily transactions that includes both cash and bank balances;
  • To work with finance assistant maintaining scanned file to send to HQ;
  • Assist with audits of various sites and functions as needed. This is to include field visits to various sites, and training of staff per audit schedule/plan;
  • Oversee finance assistant and conduct technical assistance as needed;
  • Other relevant duties as assigned by the supervisor.

IV. Recruitment Qualifications
  • Education: Bachelor’s degree for accounting, business, or economic.
  • Experience:
    Minimum 5 years experience in finance in non-profit organizations
    Extensive knowledge of computerized accounting systems, standard spreadsheets and database programmes, including the ability to operate and tailor programmes to particular needs
    Knowledge of fund accounting, procurement, control and financial management of donor funded projects
  • Language Requirements: Excellent Bahasa Indonesia and upper-intermediate level of English (written and spoken)


Procurement Administrative Assistant

I. Position Information

  • Code: PAS - BA
  • Supervisor: Logistics & Procurement Manager
  • Duty station: Banda Aceh
  • Expected duration of assignment: 1 November 2010 to 31 March 2012

II. Organizational Context

He/she will provide technical and administrative assistance to a purchasing department by assisting with purchasing documentation and spreadsheets.
This is an office-based position and will not require transportation to the field.


III. Description of Responsibilities

  • Assists the purchasing department including data entry;
  • Maintains and enters purchase orders/contract of procurement
  • Maintains and compiles purchasing reports;
  • Works with accounts payable regarding supplier and vendor invoices;
  • Responsible for vehicle rental reservations, vehicle accident guidance and insurance follow;
  • Supports warehouse storage needs: invoices and issue resolution.

IV. Recruitment Qualifications
  • Education: A minimum D-III degree
  • Experience: 3 years experience with procurement and logistics, or in a financial assistant position
  • Language Requirements: Excellent Bahasa Indonesia and upper-intermediate level of English (written and spoken)


Procurement Assistant

I. Position Information

  • Code: PA - BA
  • Supervisor: Logistics & Procurement Manager
  • Duty station: Banda Aceh
  • Expected duration of assignment: 1 November 2010 to 31 March 2012

II. Organizational Context

He/she will be involved in the volume purchasing of equipment, materials, and supplies for CCR project. Work involves initiating purchase requests and keeping track of the stages through which each order is routed until receipt and payment, shipping and receiving responsibilities for materials purchased including filing damage claims and shipping out materials being returned for various reasons.


III. Description of Responsibilities

  • to prepare, register, issue and follow up Purchase Orders;
  • To ensure that quotations are completed in time and that the requester is informed of results;
  • To ensure that the validation process is respected, that acknowledge are sent to the requester and that follows up are done on all Request Orders;
  • Liaises and co-ordinates with the relevant departments/ functions regarding delivery of supplies and keep all parties informed of any changes;
  • To conduct purchases according to the Caritas Czech Republic procurement standards and instructions received from the supervisor;
  • Executes the purchase of appropriate supplies and arranges delivery in a timely and cost effective manner;
  • Ensures to follow good receiving process including inspection on delivery and the correct invoice, delivery note/good receiving note is signed by concerned parties;
  • Assist in the maintenance of an accurate and up-to-date supplier information database for regularly purchased items, and keep updated on local market conditions;
  • Prepares monthly report with respect to all procurement activities and submit to the supervisor on time.

IV. Recruitment Qualifications
  • Education: A minimum D-III degree
  • Experience:
    3 years experience with logistics and procurement for a business or INGO
    Good acknowledges procurement of work (construction)
    Experience tracking assets
    Ability to travel in the district as needed to oversee delivery
    Ability to work overtime and weekends as needed to oversee delivery in the field
  • Language Requirements: Excellent Bahasa Indonesia and upper-intermediate level of English (written and spoken)


Project Officer for Cooperative and Microfinance Unit

I. Position Information

  • Code: POC - Field
  • Supervisor: District Coordinator
  • Duty station: Aceh Barat, Aceh Jaya, Aceh Selatan and Gayo Lues
  • Expected duration of assignment: 1 November 2010 to 31 March 2012

II. Organizational Context

Under the supervision of Project Manager the Project Officer for Coopertive and Microfinance Unit will have the responsible for overseeing the planning, management and implementation of EDFF sub project from District Coordinator working through the sub-districts to support the Cooperative & Microfinance Unit in identifying, planning and developing detailed action plan for the project.


III. Description of Responsibilities

  • Supporting 3 Field Officers in other aspects of project implementation, developing initiatives under the ongoing projects. This will entail relating with local community structures, cooperatives, local government officials, and international organizations/ local organizations.
  • Supervises and support project staff in achieving the program objectives, including development and coordination of staff training and one-to-one supervision session with the staff.
  • Conducts timely performance appraisals of those supervised and ensures timely completion of agricultural activities’ appraisal in assigned district.
  • Ensures the consistent application of CCR Policies and regulations.
  • Under guidance of Agriculture advisor, formulates direction and develops implementation plan in coordination with the staff in ranks.
  • Coordination of project activities, with the field officers, program counterparts and key stakeholders.
  • Supervises work with field officers and partners to strengthen their capacity to organize and mobilize community members in support of income generation initiatives.
  • Works to guides agriculture Field officers in developing and initiating action plan on agricultural activities.
  • Supervises needs assessments and beneficiary selection.
  • Ensures that programming is adhering to EDFF sub project’s Main and Specific objectives and outputs.
  • Applies Project Cycle Management and regularly prepares activity planning document and expenditures forecasts as required.
  • Helps to prepare monthly, quarterly and annual statistical, narrative and other reports as required by District manager.
  • Travels throughout the project areas as required.
  • Follows closely internal CCR Aceh Mission regulations, specifically “CCR Aceh Mission goods and services regulation“ and “CCR Aceh Mission accounting and budgeting flowchart“.
  • Takes part in the internal CCR Aceh Mission coordination meetings as assigned by District Coordinator.
  • Ensures storing and saving data related to the project in both electronic and printed version.
  • Other specific responsibilities can be assigned.

IV. Recruitment Qualifications
  • Education:
    Master’s Degree in cooperatives, business management, marketing, economics or related disciplines
    Relevant and proven knowledge and skills in cooperatives or income generating projects
  • Experience:
    At least 2 years professional/ practical experience working on similar project (desirable)
    Extensive knowledge of computerized accounting systems, standard spreadsheets and database programmes, including the ability to operate and tailor programmes to particular needs
    Practical experience working in Aceh on community based socio-economic projects
    Training skills especially in mechanical operations, experience in giving technical assiutance in trouble shootind (desirable)
    Willing to be based in CCR project areas during the project implementation
    in implementing of DRR projects
    Experience and creativity using computers, MS Word, Excel and Power point
  • Language Requirements:
    Demonstrates qualities of oral and written communication skills, cultural sensitivity, ability to work in team and under stress
    Good command of English (optional) and Indonesian language (Aceh language desirable)

    Willing to be based in CCR project areas during the project implementation
