Indonesia, Save the Children currently works in eleven provinces, has
staff of approximately 200 local professionals, and programming in Child
Protection, Education, Health and Nutrition, Disaster Risk Reduction,
and Humanitarian Response. Save the Children in Indonesia is seeking to
fill the following position:
CHILD PROTECTION OFFICER - ER
3 positions, based in Langsa & Lhokseumawe, Aceh

ROLE PURPOSE:
The Child Protection Officer is an important member of the Andaman Sea
Humanitarian Crisis Emergency Response. Under the general direction and
guidance of the Team Leader, Child Protection Officer will ensure that
all child protection interventions are of a high technical quality and
attract significant donor funding which contribute to Save the
Children’s strategic objectives; that monitoring processes are in place,
and that programme quality and relevance is continually implemented and
solutions quickly put in place to reflect changing contexts.
The Child Protection Officer is expected to help build a high performing
Child Protection team, conducting trainings and providing technical
advice and support to CFS team, with frequent visits to the field to
support high quality programme implementation and ensure programming
objectives are successfully achieved.
Current thematic priorities include: child protection in emergencies;
over see CFS, family tracing and reunification; and psychosocial
support.
Reports to: Andaman Sea Humanitarian Crisis Emergency Response
Dimensions:
On May 15th, 2015, it is estimated that there could be currently up to
8,000 people adrift in the Andaman Sea, in a maritime limbo as Thailand,
Malaysia and Indonesia have denied the boats access to their coasts,
with the exception of approximately 800 people who have taken refuge in
Aceh, Indonesia. UNHCR data (19 May) shows that since the beginning of
May, 3,421 people have disembarked in Malaysia, Thailand, Indonesia as
well as Bangladesh and Myanmar (as some boats may have decided to come
back or did not leave). It is estimated that 3,850 are still at sea,
although nobody has a clear picture.
An estimated 25,000 people departed irregularly by sea from the Bay of
Bengal in the first quarter of 2015. The departure rate in the first
quarter of 2015 was approximately double the departure rate reported in
the first quarters of 2013 and 2014 (source: UNHCR “Irregular maritime
movements. Jan-Mar 2015”).
Save the Children Indonesia Country Office sent an advance team
to do assessment and came-up with a declaration for an emergency
response. We activated the Country Seed Funding as of 19th of May 2015,
to start the emergency response in Aceh; in 3 different districts:
Lhokseumawe-North Aceh, Bayeun-East Aceh, and Kuala Langsa. Program
activities of the response been defined with main focus on Child
Protection; with main activities: monitoring condition in the camp,
activating Child Friendly Space (CFS) in the camps, rolling-out training
on Child Safeguarding for volunteers and all stakeholders who works in
the camp, and collection related information and data.
Staff directly reporting to this post: CFS team leader and volunteers.
KEY AREAS OF ACCOUNTABILITY:
General management
- As a member of Humanitarian Emergency Response and Save the Children’s family, demonstrate behaviours that are consistent with Save the Children’s Mission, Vision and Values and ensure their broader application by staff across the programme.
- Supervise and monitor day to day implementation of the program in Andaman Sea Humanitarian Crisis Emergency Response, particularly in emergency response and other relevant activities.
- Contribute to a conducive and productive work environment.
- Carry out the responsibilities of the role in a way which reflects Save the Children’s commitment to safeguarding children, in accordance with our Code of Conduct and Child Safeguarding Policy.
- Comply with and promote Save the Children policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.
Programme Quality
- Overall responsible to ensure the programme quality of Andaman Sea Humanitarian Crisis Emergency Response’s child protection programming.
- Provide, or obtain from members/external sources, appropriate high level implementation of program na dtechnical support on methods and practices to be rolled out within operation.
- Lead the continuous assessment and implementation of Child Protection in emergency program including running CFS, and other relevant activities to Child Protection in Emergency.
- Develop and update the child protection strategy, ensuring consistency with Country Strategy, Child Protection Initiatives, and with Save the Children’s theory of change.
- Work collaboratively with other sectors on ways to integrate child protection with other programmes, where relevant, in order to maximize impact for children and families.
- Conduct regular visits to the camps, CFS and to coordinate with emergency response team leader and senior field staff .
- With the Child Protection Adviser, MEAL Officer, and MEAL Specialist, collaborate on the development of tools to monitor and improve the quality of child protection in emergency work. Where necessary provide technical training for staff and partners as required (assessment tools, programme quality tools, case management, CFS, psychological first aid etc.).
- Facilitate the process of lessons learning to ensure high quality programming, with support from the MEAL Officer and Specialist, coordinating the collection of documentation across all the programme areas.
- Improve/strengthen the coordination of Save the Children’s work with the relevant ministries on child protection.
- With the Emergency Response Team Leader, ensure reports to donors are of the highest quality, that there is alignment between the narrative and financial, and that they are submitted in a timely fashion .
- Ensure recognized international best practices and Save the Children policies are applied in the work with children.
- Ensure program products and learning are maintained within the Save the Children country program.
Programme development
- Define annual programme framework and master budget for the country programme.
- Ensure updated and accurate needs information for use in program development.
- Contribute on proposal development to member and donor when necessary.
- Work with colleagues from other sectors to coordinate on and integrate programing to ensure children’s needs are met.
External Relations
- Maintain strategic links with key duty bearers and stakeholders such as governmental bodies, UN agencies, INGOs and other local NGOs and community organizations, identify opportunities and ensure Save the Children’s participation in key activities at field level.
- Represent and advocate for Save the Children in working group and other interagency to ensure Save the Children is seen as the lead international agency in terms of innovation and quality of implementation in Child Protection in Emergency.
- Ensure adequate support to the Child Protection Sub-Cluster by:
- Ensuring coherence between our representation to and communications with the Child Protection working groups.
- Represent Save the Children and actively engage in working group.
- Review and provide feedback on SOPs and Minimum standards for Child Protection in Emergency activities at an inter-agency level.
- Help to clearly articulate the child protection advocacy messages for the South Sudan country office. In cooperation with Advocacy and Communications staff, develop an advocacy plan (with timeline and key outcomes) and ensure implementation at national, county and community level.
Monitoring and Evaluation
- Oversee knowledge sharing across the Child Protection teams, and in coordination with other sectors, and ensure that monitoring and evaluation results are understood and used to improve programs.
- Produce timely reports for internal and external use.
- Develop programme quality assurance tools, such as needs assessment tools, programme level indicators, quality checklists for use in spot checks, complaints and response mechanisms, internal review and programme evaluation workplans, and others.
- Ensure clear plans in place for monitoring and evaluating project activities in relation to the objectives and that lessons learnt are shared and capitalized on.
- Ensure that projects are monitored regularly, and that data is collected on a weekly, monthly and quarterly basis.
- Regularly visit project sites to ensure that teams are appropriately supported.
Capacity building, team work and staff supervision
- Work with supervisees and field teams to ensure adequate capacity building and technical support to the field.
- Ensure that all staff understand and are able to perform their role in a humanitarian response and development context.
- Support the recruitment, training and promotion of staff as appropriate and ensure availability of appropriate professional development opportunities for staff.
- Facilitate the development and implementation of detailed annual work plans and key monthly deliverables for each staff under supervision.
- Actively support team cohesion and a positive work environment.
- Performance management of line managed staff as per organisational policies and procedures.
QUALIFICATIONS AND EXPERIENCE
- A child protection professional with a diploma in child protection, law, social work or relevant field, or equivalent management experience.
- Significant professional experience of at least 2 years, including experience working in child protection for international NGOs.
- Excellent understanding of the child protection sector, particularly issues related to child protection in emergencies, family separation, and mental health and psychosocial support.
- Clear understanding of the intersection of child protection with other thematic areas.
- Proven representation skills.
- Strong commitment to capacity building of national staff and partners with willingness to adopt participatory and consultative approaches.
- Experience with child protection programming in humanitarian settings absolutely required.
- Highly developed interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties.
- Highly developed oral and written communication skills including influencing, negotiation and coaching.
- Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
- Strong results orientation, with the ability to challenge existing mindsets.
- Experience solving complex issues through analysis, definition of a clear way forward and ensuring buy in.
- Ability to present complex information in a succinct and compelling manner.
- Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies.
- Fluency in English, both verbal and written, required; local languages a strong asset.
- Commitment to Save the Children values, including willingness to abide by and enforce the Child Safeguarding policy.
