Save the Children is an
international NGO and the world’s top independent charity for children
in need. Since 1919, we have been fighting for children’s rights, saving
their lives and providing hope for brighter futures worldwide. In
Indonesia, Save the Children currently works in eleven provinces, has
staff of approximately 200 local professionals, and programming in Child
Protection, Education, Health and Nutrition, Disaster Risk Reduction,
and Humanitarian Response. Save the Children in Indonesia is seeking to
fill the following position:
FINANCE OFFICER - ER
1 position, based in Langsa, Aceh

ROLE PURPOSE:
- Responsible for the financial management of the Andaman Sea response activities and providing financial services to response team members.
- Responsible for project/staff payment advance and to also monitor Consultant/Contractor and partner’s payment logbook.
Reports to: EMERGENCY RESPONSE TEAM LEADER
Dimensions:
On May 15th, 2015, it is estimated that there could be currently up to
8,000 people adrift in the Andaman Sea, in a maritime limbo as Thailand,
Malaysia and Indonesia have denied the boats access to their coasts,
with the exception of approximately 800 people who have taken refuge in
Aceh, Indonesia. UNHCR data (19 May) shows that since the beginning of
May, 3,421 people have disembarked in Malaysia, Thailand, Indonesia as
well as Bangladesh and Myanmar (as some boats may have decided to come
back or did not leave). It is estimated that 3,850 are still at sea,
although nobody has a clear picture.
An estimated 25,000 people departed irregularly by sea from the Bay of
Bengal in the first quarter of 2015. The departure rate in the first
quarter of 2015 was approximately double the departure rate reported in
the first quarters of 2013 and 2014 (source: UNHCR “Irregular maritime
movements. Jan-Mar 2015”).
Save the Children Indonesia Country Office sent an advance team to do
assessment and came-up with a declaration for an emergency response. We
activated the Country Seed Funding as of 19th of May 2015, to start the
emergency response in Aceh; in 3 different districts: Lhokseumawe-North
Aceh, Bayeun-East Aceh, and Kuala Langsa. Program activities of the
response been defined with main focus on Child Protection; with main
activities: monitoring condition in the camp, activating Child Friendly
Space (CFS) in the camps, rolling-out training on Child Safeguarding for
volunteers and all stakeholders who works in the camp, and collection
related information and data.
KEY AREAS OF ACCOUNTABILITY:
1. To manage the payment process of transactions:
- Responsible for making all payment documents especially advance request and contractor/consultant payment (Checking that procurement procedures have been followed, adherence to donor regulations, advising on correct policies and procedures to be followed).
- Ensure that all payments are made in compliance with Save the Children policies & procedures e.g. they are correctly authorized in accordance with the Scheme of Delegation, coded per relevant budget lines, and supported by relevant forms and documentation.
2. To maintain and update program advances, ensuring they are settled/ repaid in a timely manner
- To ensure program advances are processed in a timely manner.
- To verify and check supporting documentation for program advance settlement.
- To develop/maintain/distribute program advance control sheet on a weekly basis.
3. To maintain and update contractor/consultant control sheet
4. To provide financial technical support to program ensuring
compliance to Save the Children rules and regulation when required.
- Field assistance for program events.
- To assist awards team to do partner assessment if required.
- To review and monitor response master budget and ensure response team leader receives adequate financial management information to effectively manage the budget.
5. Any other tasks assigned by Response Team Leader.
QUALIFICATIONS AND EXPERIENCE
Essential
- Education Degree in Accounting and/or Finance Management.
- 3 – 5 years of experience in the same field.
- 3 years experience working in non-profit environment.
- Strong computer skills in Microsoft Office (Word and Excel).
- Fluency in English, verbal and written.
- Experience with financial management.
- Ability to problem solve, show initiative and work independently.
- Ability to response to requests, queries in timely manner.
- Demonstrate a good level of attention to detail.
- Builds and maintains effective relationships, with their team, colleagues and external partners.
- Approachable, good listener, easy to talk to.
