Indonesia, Save the Children currently works in eleven provinces, has
staff of approximately 200 local professionals, and programming in Child
Protection, Education, Health and Nutrition, Disaster Risk Reduction,
and Humanitarian Response. Save the Children in Indonesia is seeking to
fill the following position:
LOGISTIC OFFICER - ER
1 position, based in Langsa, Aceh

ROLE PURPOSE:
This role will support important logistics functions for Andaman Sea
Crisis Emergency Response, under the supervision of the Emergency Team
Leader. This includes procurement, warehousing, fleet and asset
management.
Reports to: EMERGENCY RESPONSE TEAM LEADER
Dimensions:
On May 15th, 2015, it is estimated that there could be currently up to
8,000 people adrift in the Andaman Sea, in a maritime limbo as Thailand,
Malaysia and Indonesia have denied the boats access to their coasts,
with the exception of approximately 800 people who have taken refuge in
Aceh, Indonesia. UNHCR data (19 May) shows that since the beginning of
May, 3,421 people have disembarked in Malaysia, Thailand, Indonesia as
well as Bangladesh and Myanmar (as some boats may have decided to come
back or did not leave). It is estimated that 3,850 are still at sea,
although nobody has a clear picture.
An estimated 25,000 people departed irregularly by sea from the Bay of
Bengal in the first quarter of 2015. The departure rate in the first
quarter of 2015 was approximately double the departure rate reported in
the first quarters of 2013 and 2014 (source: UNHCR “Irregular maritime
movements. Jan-Mar 2015”).
Save the Children Indonesia Country Office sent an advance team to do
assessment and came-up with a declaration for an emergency response. We
activated the Country Seed Funding as of 19th of May 2015, to start the
emergency response in Aceh; in 3 different districts: Lhokseumawe-North
Aceh, Bayeun-East Aceh, and Kuala Langsa. Program activities of the
response been defined with main focus on Child Protection; with main
activities: monitoring condition in the camp, activating Child Friendly
Space (CFS) in the camps, rolling-out training on Child Safeguarding for
volunteers and all stakeholders who works in the camp, and collection
related information and data.
Staff directly reporting to this post: drivers and security guards, if any.
Other Reporting and Coordination Responsibilities: The Officer is
expected to work in close cooperation with CO’s logistic team.
KEY AREAS OF ACCOUNTABILITY:
MAIN RESPONSIBILITIES
- Coordination of programme logistics; implement the country logistics policies and procedures for the management of the supply chain, including one or more of the following areas; procurement, transport and distribution, warehousing and stock management, management of vehicle fleets, communication systems, and assets
- Ensure that Save the Children minimum standards of logistics procedures and country policies are implemented and adhered to in the area of responsibility, supporting relevant staff as required
- Ensure that suppliers agreements (rental, framework, leases, etc) are created and maintained.
- Ensure that procedures within the specific area of responsibility meet Save the Children and donor regulations, whether that be a within a given technical sector in logistics, or a specific field base
- Provide logistics training and capacity building as required, identify key gaps of logs knowledge and provide on job coaching, 1:1 or group training
- Identify priority systems, tools to implement to enable strengthening of logistics management
- Work with Safety and Security manager on improved movement and transportation planning setting and review security procedures linked with logistics (transport, contingency plan.)
- The post-holder will comply with all relevant Save the Children policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies.
Reporting
Submit comprehensive logistics report to the Team Leader and Admin &
Logistics Coordinator at the Country Office on a monthly basis or as
required.
Other tasks
- Feedback to Team Leader on recommendations for improvement.
- Contribute to contingency planning & strategy – work with Team Leader to define contingency planning for SC operational areas, and strategic expansion.
- Feed into proposal development process for the perspective of logistics.
General:
Comply with Save the Children policies and practice with respect to
child protection, code of conduct, health and safety, equal
opportunities and other relevant policies and procedures.
QUALIFICATIONS AND EXPERIENCE
Essential
- Prior experience in logistics management in the NGO sector, within complex/large scale country programmes and in emergency response/humanitarian environments.
- Proven experience in all technical areas of logistics operations including procurement, transport/distribution, warehousing and stock management, fleet management, asset management, communications, and security.
- Experience of working in remote field bases with limited infrastructure.
- Experiencing in managing and supervising others in logistics .
- Ability to synthesise and analyse information, and make clear, informed decisions.
- Ability to build relationships quickly with a wide range of people, both internally and externally.
- Strong planning, management and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities.
- Cultural awareness, with strong written and spoken communication and interpersonal skills in English and local language.
Desirable
- Technical experience/training in specific areas of logistics eg fleet mechanics, IT/communications networks.
- Technical experience/knowledge in specific types of humanitarian intervention eg Health, Nutrition, Child Protection, and Education in Emergency.
