PENGUMUMAN PROGRAM HIBAH USAID - KINERJA

Pengumuman
Program Kinerja bermaksud memberikan hibah secara terbatas kepada organisasi masyarakat sipil Indonesia dan pemangku kepentingan lain seperti universitas swasta dan negeri, asosiasi yang terdaftar secara resmi serta lembaga-lembaga penyelenggara pelatihan yang diakui berdasarkan undang-undang di Indonesia yang bekerja untuk meningkatkan pelayanan pemerintah daerah di tiga sektor utama yaitu pendidikan, pelayanan kesehatan dan iklim usaha daerah. Kinerja bekerja sama secara erat dengan organisasi masyarakat sipil Indonesia untuk meningkatkan kapasitas mereka dan membentuk organisasi-organisasi perantara utama yang berkelanjutan dan mampu menyediakan pelayanan yang berkualitas setelah proyek berakhir. Kinerja berupaya memperkuat kapasitas organisasi-organisasi di Indonesia untuk membangun suatu jaringan yang akan mereplikasi praktek-praktek yang baik dengan mengembangkan hubungan antara universitas daerah, lembaga pelatihan pemerintah, asosiasi pemerintah daerah dan organisasi swadaya masyarakat (LSM). Untuk mewujudkan hal ini, maka Kinerja akan memberikan hibah kepada lembaga-lembaga yang akan melakukan kegiatan dukungan tata kelola. Oleh karena itu, organisasi-organisasi tersebut bertanggung jawab atas pelaksanaan program-program penyelenggaraan pelayanan sedangkan Kinerja akan memberikan bantuan pembinaan dan sokongan. Proses pemberian hibah diuraikan di bawah ini.

Paket Program Hibah

1. Pendidikan
Paket program pendidikan mencakup distribusi guru proporsional, analisis biaya operasional satuan pendidikan dan manajemen berbasis sekolah. Ketiga bidang intervensi ini dipilih karena diakui oleh Kementerian Pendidikan Nasional (Kemendiknas) dan pemerintah daerah sebagai bidang yang penting untuk meningkatkan pelayanan pendidikan dasar. Kinerja berfokus pada cara memfasilitasi mekanisme pelaksanaan, pengawasan, umpan balik dan respons untuk mendukung reformasi pendidikan dasar. Kinerja bekerja sama dengan kelompok-kelompok lintas pemangku kepentingan yang terdiri dari pemerintah dan masyarakat sipil untuk memastikan partisipasi yang efektif dari semua pemangku kepentingan yang relevan dalam proses peningkatan pelayanan publik di sektor pendidikan di daerah. Kinerja juga memfasilitasi pemangku kepentingan di daerah, termasuk perempuan dan kelompok-kelompok masyarakat, untuk mengadakan pengawasan oleh warga masyarakat melalui survei penanganan pengaduan. Survei diadakan di sekolah-sekolah (SD dan SMP). Masyarakat mengidentifikasi dan menganalisis pengaduan serta merekomendasikan solusi. Temuan-temuan dibahas dengan semua pemangku kepentingan, dan maklumat pelayanan (service charters) ditetapkan. Warga memantau pelaksanaan maklumat pelayanan dan mendorong pendanaan dan dukungan tambahan bersama-sama dengan para pengambil keputusan di pemerintah daerah.

Program-program pendidikan yang akan dipromosikan adalah:

2. Kesehatan dan Pengawasan Warga terhadap Pelayanan Publik melalui Survei Penanganan Pengaduan
Paket program kesehatan mencakup Kesehatan Ibu dan Anak (KIA) dan Akses ke Pelayanan Kesehatan Dasar (PKD) yang menjadi prioritas utama pemerintah pusat maupun daerah dalam upaya mencapai Tujuan Pembangunan Milenium (MDG) dan memenuhi Standar Pelayanan Minimum (SPM) terkait yang ditetapkan oleh Pemerintah Indonesia. Kinerja telah memilih reformasi kebijakan yang berfokus pada pelaksanaan dan pengembangan pemberdayaan masyarakat dalam program KIA dan peningkatan pelayanan puskesmas, serta bekerja sama dengan kelompok-kelompok lintas pemangku kepentingan yang terdiri dari pemerintah dan masyarakat sipil untuk memastikan partisipasi yang efektif dari semua pemangku kepentingan yang relevan dalam proses peningkatan pelayanan publik di sektor kesehatan. Forum-forum tersebut memberikan peluang untuk meningkatkan kesadaran tentang pentingnya pelayanan publik yang berkualitas serta akses ke data empiris dan praktek yang baik. Kinerja juga memfasilitasi pemangku kepentingan di daerah, termasuk perempuan dan kelompok-kelompok masyarakat untuk mengadakan pengawasan oleh warga masyarakat melalui survei penanganan pengaduan. Survei diadakan di puskesmas-puskesmas. Masyarakat mengidentifikasi dan menganalisis pengaduan serta merekomendasikan solusi. Temuan-temuan dibahas bersama semua pemangku kepentingan, dan maklumat pelayanan (service charters) ditetapkan. Warga masyarakat memantau pelaksanaan maklumat pelayanan dan menganjurkan pendanaan dan dukungan tambahan bersama-sama dengan para pengambil keputusan di pemerintah daerah.

Program-program kesehatan yang akan dipromosikan adalah:
  • Promosi Inisiasi Menyusui Dini (IMD) dan ASI Eksklusif.
  • Kesiapan Persalinan K1-K4 (Pemeriksaan dan Perawatan Ibu Hamil).
  • Program Kemitraan Bidan dan Dukun.

3. Iklim Usaha yang Baik (Proses Permintaan Bantuan dan Seleksi akan ditangani oleh The Asia Foundation)
Kinerja berupaya meningkatkan iklim usaha yang baik (BEE) melalui pelayanan perizinan usaha yang lebih baik. Usaha mikro, kecil dan menengah yang berkembang dengan baik merupakan salah satu prioritas pemerintah pusat dan menjadi faktor penting untuk mendorong pertumbuhan ekonomi di daerah. Kinerja membantu pemerintah daerah dalam memperbaiki pelayanan satu atap (OSS) untuk perizinan usaha dan melaksanakan kajian dan reformasi terhadap peraturan perundang-undangan.

Selain memperkuat sisi penawaran untuk memberikan pelayanan perizinan usaha yang disederhanakan, Kinerja juga bertujuan untuk memberdayakan CSO (dunia usaha, LSM, media, dan lain-lain) dalam rangka mendorong pelayanan usaha yang lebih baik. Ini mencakup kajian terhadap peraturan-peraturan, pengembangan wewenang yang memadai dalam pelayanan satu atap (OSS), pembentukan SOP yang sederhana, alat pemantauan dan peningkatan kapasitas staf untuk mencapai standar pelayanan minimum. Di sisi permintaan, Kinerja berupaya memberdayakan CSO untuk menyalurkan pengaduan dan memantau penanganannya sehubungan dengan pelayanan perizinan usaha dan memastikan adanya liputan media tentang inisiatif reformasi OSS.

Saat ini, ada empat organisasi perantara lokal yang menyediakan bantuan teknis di 7 kabupaten yang mendapatkan dukungan BEE. Ketujuh organisasi tersebut berkedudukan di kabupaten atau ibukota provinsi.

4. Media
Program Kinerja berupaya memperkuat kapasitas masyarakat sipil agar dapat secara produktif memanfaatkan dan mengakses media serta memfasilitasi kerjasama antara pemerintah daerah dan media dalam penyampaian informasi tentang penyelenggaraan pelayanan publik di daerah (PSD). Kinerja memberikan kesempatan untuk menyampaikan konten media, membangun pengetahuan editor dan jurnalis mengenai penyelenggaraan pelayanan publik, mendorong dan mempromosikan jurnalisme warga, dan melatih pejabat penerangan publik pemerintah daerah (PPID) untuk menyampaikan dan menerbitkan informasi yang tepat waktu sehubungan dengan penyelenggaraan pelayanan publik. Kinerja juga memberikan hibah berskala kecil atas penggunaan media secara inovatif untuk mendukung pelayanan publik di daerah.

Jumlah Hibah
Hibah Kinerja yang diberikan berkisar mulai dari minimal Rp 50.000.000 sampai maksimal Rp 2.000.000.000. Jangka waktu atau lamanya pemberian hibah tidak melebihi satu tahun. Kinerja mendorong kontribusi dari pemohon regional dan akan memberikan nilai/bobot yang lebih besar kepada proposal-proposal yang mencantumkan tanggunan biaya bersama (cost-sharing). Pemohon diharapkan dapat menguraikan secara jelas tanggungan biaya bersama dalam proposal mereka. Kinerja sedapat mungkin akan mencari kesempatan tanggungan biaya bersama (kontribusi secara natura dan keuangan dari berbagai sumber) dengan penerima hibah. Kinerja mewajibkan setiap pemohon untuk mengalokasikan minimal 17% dari total hibah untuk tanggungan biaya bersama. Maksimal 40% dari jumlah dana hibah dapat dialokasikan untuk biaya personil dan operasional lembaga penerima hibah.

Proses Permohonan dan Seleksi
Proses permohonan dan seleksi hibah KINERJA akan dilaksanakan dalam dua tahap: (1) tahap Ringkasan Konsep Hibah dan (2) tahap Permohonan Hibah Penuh. Pada tahap pertama, pemohon akan mengajukan Formulir Ringkasan Konsep Hibah KINERJA paling banyak 5 halaman. Bentuk dan pedoman untuk melengkapi formulir ini dapat diperoleh melalui tautan berikut Grant Concept Summary dan dapat diajukan dalam bahasa Inggris atau Indonesia. Komite Evaluasi Teknis Kinerja akan mengevaluasi dan menilai permohonan Ringkasan Konsep Hibah. Berdasarkan hasil evaluasi, Kinerja akan mengundang pemohon yang terpilih untuk mengajukan Paket Permohonan Hibah Penuh. Paket Permohonan Hibah Penuh dapat diajukan dalam bahasa Inggris atau Indonesia. Kinerja mewajibkan semua pemohon yang terpilih untuk menyerahkan formulir permohonan hibah yang telah dilengkapi, yaitu yang dapat diunduh di sini. Formulir ini, antara lain, meminta agar semua permohonan mencantumkan uraian program, rencana pelaksanaan, rencana pemantauan dan evaluasi, ringkasan personil utama, dan anggaran yang terperinci. Pemohon juga harus melengkapi dan menyerahkan semua sertifikasi yang diminta dalam formulir permohonan hibah. Permohonan yang tidak lengkap, atau yang tidak memberikan informasi secara memadai, tidak akan diperhitungkan oleh komite seleksi. Kinerja dapat menghubungi pemohon untuk meminta informasi tambahan berkenaan pengajuan proposal.

Kriteria Evaluasi
Pertama-tama, proposal-proposal akan disaring berdasarkan kebutuhan Kinerja di setiap bidang fokus. Proposal yang lolos penyaringan akan dievaluasi berdasarkan keunggulan relatif dari segi desain program dan dampak potensial, personil yang diusulkan dan rencana manajemen, anggaran dan bukti kapasitas pemohon agar dapat berhasil dalam melaksanakan bidang fokus masing-masing. Prioritas akan diberikan kepada organisasi dari daerah di mana hibah akan dilaksanakan dan kepada organisasi yang memiliki pengalaman dalam melaksanakan satu atau lebih hibah internasional. Kinerja menginginkan desain program yang menekankan kerjasama dengan berbagai pemangku kepentingan di bidang fokus dan pada pendekatan yang disusun dengan baik dan mempunyai peluang yang baik untuk mencapai tujuan-tujuan yang diusulkan. Kinerja berhak menerima atau menolak proposal yang diajukan. Persetujuan akhir atas proposal yang direkomendasikan untuk menerima hibah bergantung pada tersedianya pendanaan dan memerlukan persetujuan dari USAID.

Job Vacancy at USAID

U.S. Agency for International Development (USAID)/Program Office (PRO) based in Jakarta is recruiting an Indonesian National for the position of INTERPRETER (Post Code: PRO). Salary starts approximately from Rp.9,500,000 per month depending on qualifications, experience and salary history.

BASIC FUNCTION OF POSITION: The Interpreter/Translator/Information Officer is a member of the Program Office (PRO), which is the Mission’s strategy, budget, evaluation, monitoring, project development and outreach office. The incumbent will work with and report to the Development Outreach and Communications Specialist (or his/her designee) and work with the entire Mission, but with a priority for the Front Office and the Program Office. The Interpreter/Translator/Information Officer will provide oral interpretation and written translation for all U.S. staff as well as visitors. Primary responsibilities for simultaneous and consecutive interpretation and translation will be provided for the senior mission management, particularly the Mission Director and Deputy Mission Director, at high-level meetings with Government of Indonesia officials and potential and current local partners. As a public face of USAID, the incumbent will be an active member of the public outreach team located in PRO.

The nature of the position requires that the incumbent be highly knowledgeable in the local development context, international development principles and approaches, as well as USAID’s implementation, procurement and program monitoring mechanisms and procedures, and budgetary processes. The position requires that the incumbent work independently with minimal direction.

QUALIFICATIONS REQUIRED:Applicants must have the following:
1). Bachelor’s degree in English is required. Specific training in translating and simultaneous interpretation is required. Course work in journalism, mass communications, and public information technology is also preferred. 2). A minimum of three years of recent professional experience in translation and interpretation (simultaneous and consecutive) with international or western companies is required. Direct public relations experience, communications media, or related experience is highly desirable. Solid writing skills including editing are required as well as strong reading comprehension and verbal skills. 3). Level V professional translator ability in English is required.

SELECTION CRITERIA: In addition to the above criteria relating to education, experience, and language proficiency, the following criteria will also be used to evaluate applicants:
1). Have good organizational skills to assist in planning and directing functions. 2). Have good oral and written communication skills, and strong interpersonal skills. 3). Have skill in operating word processing equipment and software required as well as portable and classic simultaneous interpretation equipment.

Forest Private Sector, Finance & Trade Advisor (1) (Jakarta)
Lead sustainable economic development activities. Identify and develop low carbon economic development activities, partnerships with natural resource-based enterprises, sustainable agriculture, and business development to improve practices to lower carbon emissions and impacts on biodiversity. Requirements: At least 15 years of private sector, business and marketing chain development related to forestry production, forest products marketing, chain of custody certification practices. Proven experience in business development policy, licensing regulations, and capacity building for small businesses. Strong bilingual skills (English/Indonesian).

Livelihoods & Community Development Specialist (1) (Jakarta)
Lead efforts to engage communities to improve their livelihoods and their capacity and commitment to sustainable forest management. Requirements: Proven experience in raising rural incomes through small and medium enterprise and achieving behavior change and at least ten years of local community development experience. Strong bilingual skills (English/Indonesian).

Partner Coordinator (1) (Jakarta)
Under the direction of the COP, coordinate with USAID/Indonesia FOREST partners and associated US government agencies to identify synergies and track progress; coordinate with GOI project counterparts; manage secretariat responsibilities for USAID/inter-ministerial advisory committee. Requirements: 8 years of experience in management, complex organizational relationships, and networking and comfort in working US Agencies and support bilateral cooperation. Regional Manager (Tapaktuan, Aceh Selatan) & Regional Manager (Katingan, Central Kalimantan) (2)
Responsible for the overall implementation of activities in their designated region.. Position: Provincial Coordinator
Duty Station : Banda Aceh, Aceh

General Description of Position

The Provincial Coordinator serves as a technical and administrative liaison between the National Office and the district-based Local Public Service Specialists. He/she will represent KINERJA in the regions, coordinating with province level and district level stakeholders, document project innovations, conduct administrative functions, oversee programs of sub-grantees in the regions and coordinate and facilitate the dissemination of project activities to other regions.

Duties and Responsibilities

Provincial Representation
• Establish and maintain contacts and good relationships with provincial government officials, including with the Governor's Office, the Provincial Planning Board, Finance, related Sector Agencies of Health, Education and Economic Development, with parliamentarians as well as with civil society organizations.

• Keep the designated provincial officers informed of ongoing Kinerja activities in the region.

• Work with the provincial government to coordinate funding sources and service delivery strengthening activities with GOI agencies and other donors operating in the province, for maximum leverage of Kinerja impact.

• Coordinate with other USAID contractors and other relevant donor projects in the province. Establish good relations and cooperation with representatives of Local Government Associations, Local Council Associations and other organizations working in the general area of governance.

Liason with the national office and District Kinerja Service Providers
• Facilitate smooth transfer of information among local activities at the district and provincial level to the national office. Provide information on all project activities carried out in the region.
• Work closely with all subcontractors and Kinerja staff from the main office to coordinate activities at the provincial level, and to encourage maximum coordination in each participating district.
• Provide assistance to Kinerja program advisors and specialists with planning, coordination, and implementation of program activities.
• Provide overall technical and managerial guidance to the district level Local Public Service Specialists to ensure that project targets are achieved in each participating districts. The Provincial Coordinator will alert the DCOP and/or relevant technical staff in the national office when implementation challenges arise and will suggest proactive ways to solve problems.
• Routinely extract lessons learned from the districts and distill them into readily shared innovations on service delivery, via multiple media outlets.
• Prepare Regional Office work plan to be consistent and integrated with Kinerja national office level work plan and update as necessary;
• Prepare periodical progress reports and submit to Deputy Chief of Party as requested.
• Attend coordination and planning meetings with Chief of Party and other project advisors and specialists, as requested.
• Provide other related duties as assigned by the COP and FOA.

Dissemination
• Support information sharing across all Kinerja provinces and as the program reaches out beyond the four target provinces, stand ready to export innovations as demanded.
• Pioneer peer-to-peer learning within the Province—initially with the Kinerja pilot municipalities/districts and then with all municipalities as replication takes hold.


Management of Province Office
• Head of Provincial Office including finance / grants officer, administrative assistant and driver. The Provincial Coordinator will have overall responsibility for all financial and administrative matters in his/her region.
• Coordinate grant solicitation, award, and implementation and technical oversight of sub-grantees in the region.
• Manage tasks of all Kinerja staff in the province. This will include, but not be limited to, holding weekly regional staff meetings to exchange technical and administrative information.

• Maintain monthly and quarterly calendars of project and Local G activities. These will be updated and reported to the National Office on a weekly basis.

This position reports to the DCOP.

Qualifications

• A minimum of Bachelor (S-1) degree.
• Minimum fifteen years working with Local Governments.
• Experience in conducting training at community and district levels.
• Able to work under tight deadlines.
• High degree of adaptability to varied working environments and good interpersonal and teamwork skills.
• Able to maintain good relationships with government agencies/institutions at all levels, Non-Government Organization, and Civil Society Organizations.
• Extensive experience in working with provincial or district government officials and civil society leaders.
• Ability to work extensively with district stakeholders in their district offices.
• Experience in implementing a USAID Project.
• Good command of English and Indonesian communication skills.
• Good computer skills, including internet and e-mail.

Beasiswa PRESTASI IIEF USAID, Master Scholarships for Indonesian Citizen to USA

A key component of the U.S. government’s development program in Indonesia has always been training, and the support for both short and long-term exchange opportunities continues to be powerful tool in helping individuals, organizations, and institutions acquire the knowledge, skills, and capacity to support Indonesia’s on-going development. Program to Extend Scholarships and Training to Achieve Sustainable Impacts (PRESTASI) provides opportunities for Indonesians to earn Master degrees in selected fields primarily from a university in the US.PRESTASI is open to all Indonesians who meet the requirements.
Target of Participant for PRESTASI Program are as follow:

The selection process is highly competitive. Candidates must show:

The goal of PRESTASI is to improve the performance and leadership skills of Indonesian professionals, which, in turn will help to promote development in Indonesia. Specifically, PRESTASI will provide training and technical services required to strengthen and expand the base of skilled, high-performing professionals and institutions in Indonesia’s public and private sector.
General requirements:

  • Available for a minimum of 5 (five) years of employment prior to retirement upon completion of study
  • Evidence of English ability in the form of either TOEFL® ITP score of 450 and TOEFL® IBT and IELTSequivalent.
PRESTASI will continue to support the tradition of participant training and human capacity development by providing opportunities for advanced academic degrees in the U.S. and Indonesia. Since 2007, PRESTASI has supported 162 participants for short term opportunities and 159 participants for longer term opportunities to study in the U.S., Indonesia and third countries.

USAID IFACS - ANNUAL PROGRAM STATEMENT

The USAID Indonesia Forestry and Climate Support Project (USAID IFACS) is an integrated climate change, sustainable forest management, and low carbon emissions development program implemented collaboratively by the Government of Indonesia and USAID/Indonesia, building on 20 years of joint forest management effort between the Indonesian and US governments. The project was initiated in November 2010 and will be implemented over a four year period. USAID IFACS seeks to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country's tropical forests, wildlife, and ecosystem processes (including carbon sequestration). The purpose of the grants program is to support USAID IFACS implementation by providing conservation incentives, increasing local participation, and improving collaboration in the achievement of project results.

Tetra Tech ARD, pursuant to the authority contained in the Foreign Assistance Act of 1961 and USAID Contract #AID-497-TO11-00002, is implementing the USAID IFACS Grants Program. Awards will be administered in accordance with provisions contained in ADS, Section 302.5.6, "Grants Under Contracts," ADS Chapter 303, "Grants and Cooperative Agreements to Non-Governmental Organizations," and/or within the terms of the USAID Standard Provisions applicable to Non-U.S. Non-Governmental Recipients. USAID IFACS will award standard, simplified, and fixed-obligation grants to successful applicants.

The USAID IFACS Grants Program targets non-governmental organizations (NGOs), universities, small and medium scale enterprises, and other civil society organizations operating in the following districts:

• Aceh Selatan
• Aceh Tenggara (with Gayu Lues)
• Katingan (with Pulang Pisau)
• Ketapang (with Melawai and Kayong Utara)
• Sarmi
• Mamberamo
• Mimika
• Asmat

USAID IFACS highly encourages applications from indigenous and Indonesian organizations. Grants up to IDR 850,000,000 may be awarded for projects ending by 1 August 2014. USAID IFACS anticipates issuing grants between one to three years. Projects should address one or more of the following areas:

• Land and forest resource governance including spatial planning: Improving governance of land and forest resources through strengthened natural resource governance capacity, spatial planning implementation, increased multi-stakeholder coordination, and improved implementation of forest management, climate change, and environmental law enforcement mandates.
• Improved management and conservation of forest resources in a changing climate: Reducing and/or mitigating threats that directly and indirectly degrade Indonesian forests, including climate change, and assisting communities to adapt and respond to such change in their management and use of vulnerable forest resources.
• Private sector, local enterprise, and market linkages: Helping local communities increase incomes at the community level through sustainable economic alternatives such as value-added processing.

Illustrative activities include local reforestation initiatives, value-added processing for agricultural and non-timber forest products, agricultural inputs to increase seed quality/tolerance to climate extremes/diversity, small scale sustainable SME products and services, implementation of small scale renewable energy, and other activities that directly support achievement of desired project results. USAID IFACS encourages applicants to reach out to a broad range of community and regional actors and propose creative and innovative approaches and methodology.
Large established organizations will be required to provide between 10 to 25 percent cost share contribution. USAID IFACS will make considerations for the cost share amount for small, less established, and indigenous organizations. Cost sharing includes beneficiary contribution, in cash and in kind, which would be required to implement the program. Cost sharing contributions may include volunteer services provided by professional and technical personnel, and unrecovered indirect costs.

Interested organizations should submit a concept paper not to exceed five pages (excluding the budget). Concept papers must include the information in the concept paper form below:

CONCEPT PAPER FORM

1. Cover Page/Introduction:
a. Name and address of organization;
b. Type of organization (e.g., non-profit, commercial, university, etc.);
c. Contact point (phone and e-mail);
d. Names of other organizations (federal and non-federal as well as any other USAID offices) to whom your organization will/has submitted the application and/or are funding the proposed activity; and
e. Signature of authorized representative of the applicant, authorized to obligate contractually the applicant.

2. Technical Information:
a. Concise title and objective of proposed activity;
b. Discussion of the problem, objectives, method of approach, amount of effort to be employed (staff who will work on this project), anticipated results, and how the work will help accomplish USAID IFACS's mission;
c. A general description of who will benefit from the proposed activity;
d. Sustainability plan
e. Monitoring and evaluation plan
f. Type of support requested (e.g., funds, facilities, equipment, materials, and/or personnel resources); and
g. Gender considerations.

3. Organizational Capacity:
a. Past performance on similar projects;
b. Relevance of staff skills to the proposed program;
c. Ability to cost share (beneficiary contribution, in cash and in kind);
d. Experience in geographic region;
e. Soundness of accounting and procurement practices; and
f. Capacity to adhere to USAID financial guidelines.

4. Supporting Information:
a. Proposed duration of activity;
b. Certificate of Legal Status; and
c. Certification that the concept paper is current, complete, and represents the Grantee's honest assessment of what is required to achieve project objectives.

5. Budget:
a. Please attach a budget of the total amount of grant funding and cost sharing contribution (beneficiary contribution, in cash and in kind).

USAID IFACS will conduct two initial rounds of grant reviews during the twelve months covered by this APS. To be considered for the first round of review, all concept papers must be submitted by 1 September 2011. The second round cutoff date will be 1 January 2012. All subsequent grant reviews will be held depending on the availability of funds and the quality of concept papers received. The closing date for this APS is 31 July 2012.

Applicants whose concept papers are accepted may be invited to attend a full application development workshop at a date to be announced.

Full applications will be due two weeks after the completion of the application development workshop.

An invitation to the application development workshop does not indicate a grant award. Awards will be made only after submission and evaluation of a full application reviewed by USAID IFACS Review and Evaluation Committee, according to the following criteria:
1. Strategic fit with USAID IFACS (40 points)
- Contribution toward USAID IFACS required tasks and activities (per contract)
- Sustainability of project results
- Geographically strategic
- Anticipated benefits to the beneficiaries
2. Technical approach (30 points)
- Clearly defined problem statement

- Potential obstacles identified and solutions provided
3. Organizational capabilities (20 points)
- Past performance on similar projects
- Relevance of staff skills to the proposed program

Vacancy at IFES Indonesia

International NGO seeks an IT Assistant who will work under the supervision of the IT Program Officer and assist with the daily operation and implementation of IFES projects. The position is Jakarta based and full time. Anticipated start is between 15 July and 25 July 2011.

IFES is an international, nonprofit organization that supports the building of democratic societies. IFES promotes democratic stability by providing technical assistance and applying field-based research to the electoral cycle in countries around the world to enhance citizen participation and strengthen civil societies, governance and transparency. Founded in 1987 as a nonpartisan, nonprofit organization, IFES has developed and implemented comprehensive, collaborative democracy solutions in more than 120 countries.

IFES Indonesia has received USAID and AusAID funding to support the strengthening of the electoral environment in Indonesia. The project is currently fully funded through 2012, but expects to be extended at least through the 2014 national elections. The program provides assistance to stakeholders such as the KPU and national civic society organizations. The program has two international and 15 national professional staff and is situated in the business district on Jl. Sudirman. IFES will also have 4 staff located in a shared office with national CSOs in Jakarta for its AGENDA project for which the IT Assistant will be responsible as well.

Responsibilities include:
• Maintain desktop hardware, including the setup of new computers, computer components (e.g upgrades), as well as desktop / network printers and copiers;
• Install operating systems, drivers and productivity software, and schedule regular software, driver and security updates;
• Maintain cabled and wireless network connectivity (including the configuration and maintenance of wireless routers, internet etc.);
• Daily, weekly and monthly servers statistic and monitoring, this will include virus definitions updates and daily backup;
• In coordination with IT Program Officer perform basic server side management tasks such as a) creating / deleting user accounts, b) setup and maintenance of email accounts, c) maintenance of a shared drive;
• In coordination with the IT Program Officer, install backup software that performs a) regular background backups from desktop computers to the server, b) periodical backups from the server to an offsite location;
• Diagnose and troubleshoot hardware and software related issues and coordinate with respective technical support suppliers (Dell, HP, Symantec, Microsoft etc.);
• Provide telephony assistance;
• Supervise IFES' & AGENDA's staff on efficiently utilizing the IFES & AGENDA IT resources for their work (including Google Applications, Network, Internet and Installed software);
• In coordination with other staff, collect, upload and update information into the IFES' & AGENDA's website;
• Support IFES' & AGENDA's staff in setting up IT for meetings and workshops;
• Other IT related tasks as required.

Applicants should have:
• A degree in information technology;
• Skills on Linux, Apache, MySQL and PHP (LAMP);
• Skills on Windows 2003 server, good knowledge on ClearOS would be an advantage;

Jakarta Office
1. Partner Coordinator - The Partner Coordinator (PC) is responsible for managing USG partner coordination, facilitating GOI-USAID collaboration, under USAID's FOREST program objectives, while also implementing the knowledge management functions of the USAID IFACS project.

2. Community Development Specailist - Lead efforts under USAID IFACS Project to engage communities in a participatory process to improve their livelihoods and their capacity/commitment to sustainable forest management. Build the capacity of communities in target sites to engage proactively and confidently in multi-stakeholder forest management fora.

3. Senior M&E Specialist–Manages/oversees all aspects of project monitoring and evaluation including performance monitoring plans for all project activities; manages data from subcontractors; oversees evaluations; works with GOI, NGOs, and international donors on technical M&E and data analysis; ensures gender issues adequately addressed in reform initiatives.

4. Training Specialist - Leads Training of Trainers workshops and field efforts; facilitates other training and workshops; develops curricula with staff, partners, and resource organizations.

5. Forest Concessionaire Coordinator - Provide technical assistance by forging commercial alliances, providing promotion of the advantages of forest and chain of custoday certification and marketing support, following-up on wood products industry sales and exports.

6. Forest Concessions - Best Mgt Practices (BMPs) Specialist- Coordinates technical assistance activities on BMPs for management in forest concessions including protected areas and other land use zones within the concession as well as community forests and community forest concessions managed by communities and indigenous groups.

7. Environmental planner – Identifies environmental impacts on land use; responsible for site inspections of privately owned environmentally sensitive sites under development; formulates, prepares and conducts environmental planning studies, utilizing natural resources and environmental data relating to land use factors.

Guide implementation of conservation management plans in selected natural resource concessions.

3. Community Development & Outreach/Communications Officers (4)-Lead efforts to engage communities in a participatory process to improve their livelihoods and their capacity/commitment to conduct sustainable forest management. Build the capacity of communities to engage proactively and confidently in multi-stakeholder forest management fora. Design, develop, and implement outreach and communication initiatives within the region.

4. Forest & Conservation Officers(4)- Provide technical assistance to local communities, government and private sector entities to increase their understanding of and capacity to develop and implement landscape conservation activities. Engage forest concessionaires to adopt best management practices.

5. Governance Specialists(5) - (1 per regional office plus 1 based in Pontianak): Engage, broker and promote Provincial, District and Local government engagement and support for activities that advance low carbon development planning, budgeting, and implementation. Frequent travel to provincial capital may be required.

6. Spatial Planner/GIS Specialists (4) – Engage district governments to improve capacity on spatial planning as a means to reduce Green House Gas emissions and negative impacts on biodiversity; facilitate project conservation spatial planning initiatives in selected natural resource concessions and villages.

7. Administrative Assistants(4) - Responsible for the day to day administrative management of the Regional Office to ensure personnel, procurement, finance and administrative policies are followed.

8. Drivers(4) - Provide safe transportation for project staff and assist as a courier when required.

Satellite Offices
9. It will have activities in three regions; Papua, Kalimantan, and Sumatra; each being managed by a Regional Manager and supported by various technical experts.

JOB SUMMARY:

Under the direct supervision of the Regional Manager and Administrative Officer, he/she will be responsible for ensuring a clear and effective communication, receiving guests and customers and directing them to the officer and individuals they need, receipt and distribution of documents and mail from outside. In addition he/she will assist the procurement officer in procurement of goods and the maintaining the project inventory list.

MAIN RESPONSIBILITIES AND TASKS:

Office Support
• Serve as a liaison with office and leased residences landlords and management of the lease agreements and maintenance needs.
• Manage Petty Cash

Human Resources Management
• Maintain work, leave, sick records and prepare reports as directed by the Administrative Officer.
• Assist the Admin Officer in maintaining office policy and procedural manuals for all staff.

Procurement Services for Program Support

QUALIFICATIONS: (MINIMUM REQUIREMENTS)

Education: University Degree

Work Experience:
At least 3-5 years of experience in equivalent administrative position, monitoring NGOs, database management, and reviewing and tracking reports. Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.

Skills:
Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing. Jobs Vacancy at Tetra Tech ARD

Tetra Tech ARD is currently accepting expressions of interest for various positions on our USAID Indonesia Forestry and Climate Support Project (USAID IFACS). The USAID IFACS Project is a 4-year project designed to reduce the threats of deforestation and climate change, and help the Government of Indonesia (GOI) conserve the country’s tropical forests, wildlife, and ecosystem processes (including carbon sequestration).


Jakarta Based Positions:

Procurement Officer (1):

Manage the procurement of goods, equipment, and services, subcontracts in a
transparent manner that complies with USAID regulations. This person must have previous experience with USAID funded projects.


Monitoring and Evaluation Officer (1):

Manage the Performance Monitoring Plan (PMP) at the outputs and annual outcome
levels and supports the development of M&E instruments, maintain database, and train Regional Staff. This person must have 5 years experience related to Monitoring and Evaluation.

Regional Based Positions Jayapura, Central Kalimantan, BandaAceh:

Regional Managers (3):

Regional Managers (RMs) are responsible for the overall implementation of USAID
IFACS activities in their designated region. The RM will supervise a core technical team located in the region and ensure that this core team implements work plan by coordination of its activities with stakeholders and designated partners.

Spatial
Planning Specialist (3):
Work with district governments to improve their capacity to do spatial planning
as a means to reduce Green House Gas emissions and negative impacts on biodiversity. And facilitate other IFACS Regional conservation spatial planning initiatives in selected natural resource concessions and villages.

Landscape Conservation Specialist (3):

Provide technical assistance to local communities, government and private sector
entities to increase their understanding of and capacity to develop and implement landscape conservation activities.

Governance Specialist (3):

Support Provincial, District and Local government in conservation planning,
budgeting, and implementation.

Community Development/Communication Specialist (3):

Lead efforts to engage communities in a participatory process to improve their
livelihoods and their capacity/commitment to conduct sustainable forest management. Build the capacity of communities to engage proactively and confidently in multi-stakeholder forest management fora.


Private Sector Development Specialist (3, Jayapura, Central Kalimantan,
Banda Aceh):
Lead efforts to support low carbon economic development activities. Assist
natural resource extraction firms to improve practices to lower carbon emissions and impacts on biodiversity. Assist facilitate implementation of conservation management plans in selected natural resource concessions.

Requirements:

At least 10 years experience in the technical area, in depth knowledge of the
region, and fluent in Bahasa Indonesia. This is designated as a CCN position so only Indonesian nationals/citizens are encouraged to apply.

Vacancy at Kemitraan - Local Public Service Specialist for Aceh (LPSS - NAD)

The Partnership for Governance Reform in Indonesia is a multi-stakeholder association dedicated to support Indonesian initiatives aiming at supporting governance reform agenda. The Partnership works closely with national and international community to initiate, advocate, and promote sustainable governance reform in Indonesia .

Local Public Service Specialist for Aceh (LPSS - NAD)

Summary of Responsibilities :
The Local Public Service Specialist (LPSS) is a member of a provincial team for KINERJA, under direct supervision of the Provincial Coordinator (PC),under the overall supervision of the Deputy Chief of Party (DCOP) and reporting to Kemitraan. The LPSS works together with other members of the KINERJA Team and Implementing Partners to facilitate provision of technical assistance to district counterparts.

The LPSS will coordinate the KINERJA Program implementation for the incentives, innovation, and replication activities including monitoring and evaluation in order to achieve the best performance of USAID Intermediate Results.

The LPSS will oversee Kinerja interactions in the district and coordinate with key district stakeholders (government and non government stakeholders). LPSS will facilitate the provision of technical assistance to Kinerja counterparts for the improvement of public services delivery in the sectors of health, education and business enabling environment. The LPSS will assist in the monitoring of the Implementing Partner performance under KINERJA as well as the Memorandum of Understanding with the target local government where he/she is working.

This position is required to maintain close coordination with the PC, the Implementing Partners, and the District Working Group. Current core duties and assignment are reflected in the "Required Responsibilities" section below though specific assignments are expected to change from time to time, as required to anticipate possible changes in program implementation.

Required Responsibilities :
The specific duties and activities of the Local Public Service Specialist are to be implemented under the direct supervision of the Provincial Coordinator and overall supervision of the Deputy Chief of Party and reporting to Kemitraan.

The duties include :
1. Function as the coordinator of KINERJA activities implemented in the district where he/she is assigned.
2. Maintain good working relationships with the executive, legislative and all other stakeholders connected to the local government. Support the establishment of a district working group for Kinerja.
3. Provide assistance in preparing the annual work plan based on the district priorities and needs relevant to the KINERJA menu.
4. Encourage the districts to improve the priority public service including the strategy for its sustainability supported by the available resources and policy in the districts.
5. Coordinate the services of KINERJA with other USAID project field teams and other related projects working with the local government where he/she is working.
6. Monitor the execution of the Memorandum of Understanding with the local government where he/she is working.
7. Monitor the implementation of services being provided to the local government by Implementing Partners.
8. Provide input for materials to be published as best/good practices or innovations and other related topics of interest to the Provincial Coordinator.
9. Attend all coordination and planning meetings called by the PC.
10. Coordinate Kinerja Monitoring & Evaluation activities at the district level, including (a) the collection of data information from Implementing Partners and local government, and (b) regular reporting of information on project activities.
11. Prepare periodic progress reports and submission to the PC and Partnership as requested.
12. Carry out other related duties as assigned by the PC.
