Introduction:
PESAT is a market-oriented solution to rural Acehnese women and men’s vulnerability to poverty. It takes an integrated approach that will empower women and men to develop self-reliance and the opportunities for poverty alleviation. The central position of PESAT is that by engaging smallholders in entrepreneurial activity, and addressing the systemic factors that limit opportunities for them in the social and economic environment, they will be able to lift themselves out of poverty. This can be accomplished by developing skills that increase the resilience of communities, increase access to markets, and develop entrepreneurial values in
communities that will contribute to livelihood development. These activities will be combined with addressing the pre-conditions of the enabling environment in which all social and economic activity occurs. The PESAT approach is to work with smallholders to take as much control over the value chain as possible in order to derive profit not only from primary production, but also from the value-added activities of processing, marketing, volume purchasing and collective selling.

Scheduling:
This is a part-time assingment that will be conducted mostly from Aceh. The Consultant is expected to co-ordinate travel and schedules through CCA and may be restricted in scheduling due to other project contraints. CCA will make every effort to maintain flexibility in scheduling, as will be expected by the consultants.
The number of days in this document is a rough estimate that requires confirmation by CCA. The specific number of days for which a consultant is contracted will be detailed in a subsequent contract, of which neither this terms of reference nor any agreement of intent to collaborate is a guarantee.

- Assesment of situation and progress related to the area of expertise
- Ongoing coaching and working within a team of staff dedicated to area of expertise
- Work with technical consultants and procurement officers on building construction or renovation packages
- Develop workplan and schedule on building construction or renovation packages
- Prepare and review of budget for building construction or renovation packages
- Provide advice to project management on related area of expertise
- Monitoring progress in related area of expertise
- Provision of regular reports to CCA
Travel:
- regular travel to and within Aceh, including some basic accomodation conditions.
- CCA covers project-defined daily allowance, travel and accommodations. Consultants are expected to have their own equipment required to complete the assingment.

Requirements:
- A degree in Civil Engineering
- 5 or more years of working in civil engineering , construction and renovation of building
- At least 1 years of experience working government project in Aceh
- Fluent in Bahasa Indonesia and English
