Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

I. Organizational Context

The Aceh Government Transformation Programme (AGTP) addresses the urgent need to strengthen the capacity of Aceh’s provincial government and ensure that it has the wherewithal to efficiently assume the responsibilities, functions, resources and assets it has inherited from the Aceh and Nias Reconstruction and Rehabilitation Body (BRR).

AGTP is designed to address critical gaps in the Aceh government’s policy-making and technical capacity. The first gap lies in the Executive’s capacity to coordinate the transition. The second gap lies in the technical capacity of the provincial and district government agencies to process assets and projects transferred from BRR, and to implement ongoing recovery work. The third gap is the administration’s broader institutional capacity to coordinate and implement reconstruction and rehabilitation work beyond the transition.

The project has three outputs:

(1) Enhanced capacity of the Provincial Executive to create the institutional and policy framework for successful transition and recovery. This will provide the Provincial Executive with the ability to coordinate and facilitate the transition through a demand-driven approach to key transition policy areas. This output is based in the Governor’s office.

(2) Enhanced operational capacity of key provincial government agencies (SKPA, Satuan Kerja Perangkat Daerah-Aceh) to effectively fulfill their transition and recovery responsibilities. This will provide immediate transitional support to the provincial agencies with the responsibilities for coordinating, planning, implementing and monitoring the main transition activities. This output is based in BKPP.

(3) Enhanced capacity of the Provincial Training & Human Resource Body (BKPP) to retain, manage and transfer to provincial and district government agencies the knowledge and skills required for successful transition and sustainable recovery. This will strengthen the province’s ability to sustain the recovery, and thereby safeguard the legacy of the resources and effort invested in Aceh’s social and physical reconstruction. This output is based in BKPP.

Under the guidance and direct supervision of National Programme Manager of Aceh Government Transformation Programme, the Monitoring & Evaluation officer contributes to the effective implementation of the evaluation policy, ensures that minimum monitoring and evaluation requirements for the Country Programme and projects are met, and participate in the conduct of thematic and crosscutting evaluations.

The Monitoring and Evaluation Officer works in close collaboration with the Management Support and Business Development, Programme and Operation Teams in CO, PMU, UNDP Evaluation Office staff and Government officials to ensure that thematic, programme and project evaluations are carried out according to schedules and that findings and recommendations are implemented and followed up.

1. As a member of the UNDP, ensures the strategic direction of the Project focusing on achievement of the following results:
  • Collaborate with programme staff DGU UNDP Country Office and partners to improve or share the monitoring tools for project implementation;
  • Undertake monitoring, evaluation and reporting on activities supported by the project, including activities undertaken by implementing partners, and undertakes troubleshooting and suggest corrective action where necessary;
  • Coordinate with programme staff, to produce Quarterly Monitoring Report (QMR) related to outputs of project using UNDP template;
  • Supervise Monitoring and Evaluation unit staff to produce the expected outputs as required.
2. Ensures implementation of monitoring and evaluation policies and strategies focusing on achievement of the following results:
  • Collaborate with partners in conducting monitoring and evaluation activities;
  • Collaborate with Financial Officer in verifying the progress of output against financial expenditure;
  • Conduct regular meeting and participate in training with programme staff and partners to discuss the programme issue and problem faced and as well document lesson learned;
  • Based on results of planning and monitoring, make suggestions to project manager/technical adviser and undertake arrangements for provision of technical assistance to implementing partners;
  • Responsible for developing project monitoring and evaluation plan and its timely implementation as required and indicated in the project document and work plans;
  • Inputs to the evaluation work plan, analysis and proposals on topics, and projects to be evaluated.
  • Promotion of evaluation standards, quality assurance/control and capacity development.
3. Support effective management of the monitoring and evaluation process in Project, focusing on achievement of the following results:

  • Provide technical assistance to the Project staff in ensuring the project document (asset transfer documents, final financial and narrative reports, lesson learnt document, etc) are well in place for the project closure purposes;
  • Provide technical assistance to the Project staff to ensure that project implementation process and procedures are in line with Government of Indonesia, UNDP, and donor standards;
  • Conduct field visits as necessary for project implementation to ensure compliance with Government, UNDP and donor standards;
  • Responsible to monitor progress of planned activities and work plans, and progress on achievement of results (outputs and outcomes/objective) as a basis for payment;
  • To update and maintain project tracking data-based on regular basis;
  • To assist the financial monitoring overall Project activities;
  • Drafting/revision of Terms of Reference (TOR) for specific project/thematic/sectoral evaluation missions and/or desk evaluations/reviews, participation in consultant and evaluation team selection, technical feedback on evaluations and Guidance on UNDP evaluation policies, procedures and practices to project managers, AGTP PMU staff concerned with assigned project/thematic/sectoral evaluations and/or desk review, consultants and/or members of the evaluation team. Provision of guidance at the design stage of programmes/projects.
  • Follow up on implementation of evaluation recommendations.
4. Ensure facilitation of knowledge building and knowledge sharing in the area of monitoring and evaluation, focusing on achievement of the following results:
  • Identification and formulation of lessons learned from monitoring, evaluations and studies to be integrated into broader knowledge efforts.
  • Contributions to the implementation of Monitoring and Evaluation knowledge Management and Learning Strategy.
  • Participation in results-oriented monitoring and evaluation training efforts.
III. Impact of Results

The key results have an impact on the overall effectiveness and success of UNDP’s interventions and activities in achieving the country’s development and the MDG. Effective implementation of evaluation policies and strategies enhance the effectiveness of UNDP programmes

V. Recruitment Qualifications

Education:

  • Master’s Degree or equivalent in International Relations, Political Science, Economic or related social sciences.
Experience:
  • Minimum 2 years of relevant experience in monitoring and evaluation and at international/National development project issue.
  • Experience in the analysis of socio-economic issues and related policy matters.
  • Experience in the use of computers and office software packages and handling of web based management systems.
Language Requirements:
  • Fluency in the UN and national language of the duty station.
