Vacancy at Caritas Czech Republic - Logistic and Procurement Manager

CCR is currently looking for qualified staff to fill the “ Logistic and Procurement Manager "

The Logistics and Procurement Manager will be responsible for managing a team in four districts from a central office in Banda Aceh. The L&P Manager is responsible for monitoring a Procurement Plan, providing reports to government representatives, the World Bank and to governmental and non-governmental auditors. The L&P Manager must track the procurement progress and logistic deliveries of goods and works across Aceh, and report on this progress weekly. The L&P Manager is responsible for overseeing asset management as well as warehouse inventory and logistics, and overseeing a team of six employees. The L&P Manager reports directly to the Head of Mission.

Description of responsibilities :
Monitoring the procurement process of goods needed for the EDFF- funded project, in line with the requirements of the Government of Indonesia and the World Bank.

Plan and delegate responsibilities of a team of six employees to ensure that procurement and delivery of goods and works are in line with project needs in the field. Provide administrative support when needed to ensure fast delivery of goods and works to the field.

Coordinate with a team of District Coordinators and Advisors to ensure the specifications and needs of the project are met, while ensuring that all GOI and World Bank regulations are followed.

Cooperate with the Finance Manager on a daily basis to ensure the effective coordination of finance and procurement employees in Banda Aceh and the field.

Train staff in the drafting of purchase requests, purchase orders and CCR SOP for procurement and finance. Constant monitoring and evaluation of employees’ abilities to correctly implement CCR SOP. Quarterly evaluation of staff performance under the L&P Manager is required with written documentation.

Train employees and monitor performance in the preparation of bidding documents, informing potential vendors of procurement conditions, the supervision of procurement committees. Supervising large procurement packages personally and ensuring no violation of regulations that will lead to miss procurement.

Overseeing the process of informing winning and losing vendors in CCR procurement tenders and managing outside stakeholder relations to ensure corruption free and transparent procurement in line with the World Bank and the Government of Indonesia regulations.

Lesion for procurement issues with government employees and consultants appointed by EDFF and the World Bank ensuring transparency and correct procurement.

Designing a logistic plan that allows for fast and safe delivery of goods and works to the field with no delays through the supervision of the Logistics and Procurement Assistant.

Overseeing the management of assets through the supervision of the Procurement Administrative Assistant.

Reqruitment qualification :
Education : Masters Degree or other equivalent post-graduate degree in business, finance, engineering or other relevant field with 5 years’ relevant working experience.

OR
Bachelor’s Degree in business, finance, engineering or other relevant field with 10 years’ relevant working experience.

AND

Excellent understanding of procurement requirements of the Government of Indonesia (certification required).

Experience :
· 5 -10 years experience with logistics and procurement for a business or INGO (see education experience)
· 3-5 years experience managing employees in procurement-related work
· Experience with the procurement regulations of the World Bank.
· Experience supervising the procurement process and building process for both construction works and mechanical works.
· Experience with financial management and a good understanding of sound financial management practice.
· Experience tracking assets
· Ability to travel in the district as needed to oversee delivery · Experience working with local government stakeholders and local communities and vendors to explain the procurement process, facilitate disagreements, avoiding situations that can lead to intimidation and acting as the main representative of CCR to all actors involved in the procurement process.
· Ability to work overtime and weekends as needed to oversee delivery in the field
· A strong reputation for personal integrity, honesty in professional dealings and strength of character as demonstrated by the recommendation of past immediate supervisors.

Language :
Native-level Bahasa Indonesia required Bahasa Aceh considered an asset AND Upper-intermediate level of English (written and spoken)
