Consultant for CRP Evaluation Baseline Survey

Fauna & Flora International (FFI; here in after called “Recipient”) has received a grant from the Consolidating Peaceful Development in Aceh (CPDA) Trust Fund managed by the International Bank for Reconstruction and Development (IBRD) toward the cost of The Community Ranger Program (CRP) in Ulu Masen. The Recipient intends to apply part of the proceeds of this grant to payments under a contract to carry out baseline data collection for the impact evaluation of the CRP program.

The CRP project works with communities around the Ulu Masen forest area, in northern Aceh, to promote forest conservation through the formation of local ranger teams who monitor the forest, mitigate human-wildlife conflicts, and carry out conservation outreach with forest-edge communities. The World Bank’s Development Impact Evaluation Initiative (DIME) designed the impact evaluation of CRP. The evaluation will examine the impact of the project with respect to:

• reducing forest crime;
• reducing human-wildlife conflict;
• reducing environmental damage due to development and human settlement;
• creating institutional capacity for conservation in forest edge communities;
• promoting new and sustainable livelihoods;
• Contributing to social integration and social capital.

Services under the proposed contract include carrying out household, village heads and youth surveys in 34 mukims (groups of villages) across eleven Districts in Aceh, using instruments designed by the Bank’s DIME unit. The scope of work under this contract can be divided into four tasks: recruitment and training of project staff and procurement of equipment; preparation and pre-testing of survey questionnaires; implementation of surveys (baseline data collection); double-entry of collected data. More details on the services under the contract are provided in the attached Terms of Reference.

FFI now invites eligible consultant firms to indicate their interest in providing these services. Interested consultant firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualifications and number of key staff, and so forth). Consultants may associate to enhance their qualifications. In case of associations, it should be stated in the EOI response whether the association is a joint venture or sub-consultancy. Sub-consultant qualifications will not be taken into account in the EOI evaluation for short-listing purpose.

Consultants must match the following requirements:

- Demonstrated experience (at least seven years) in successfully implementing large-n surveys involving randomization of target locations and respondents, including research oriented towards the field of development or social sciences;

- Previous experience in successfully conducting large-n surveys in rural areas of Aceh (at least two) in the past five years;

- Availability of permanent staff in the firm possessing adequate qualifications required for the assignment; and,

- Previous experience working with international organizations required.

A consultant will be selected in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004, Revised October 1, 2006 and May 1, 2010), and the grant agreement between the World Bank and FFI.
