Institutional Strengthening Facilitator(consultant)

The American Red Cross helps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies(IFRC) and works closely with Palang Merah Indonesia (PMI).
Building on its five years experience as well as recommendation from the final program evaluation, The American Red Cross Aceh WatSan project aims to ensure the sustainability of the systems constructed, the program created and trained Water Committees and operators for communal system as well as educated community members on the operation & maintenance of the facilities provided and trained some of them with technical O&M skills as caretakers whom other community members could access for their skills with minimal fee. In addition, community health was also improved through its hygiene promotion component.
The Aceh II Water and Sanitation (WatSan) Project was implemented in 60 existing TRP communities in Aceh Besar (including 3 villages in Sabang) & Aceh Jaya of Aceh Province, since November 2010 through October 2011. Despite notable accomplishments made against the abovementioned five main issues, there are still some areas that require continued supports which otherwise will put the system sustainability remain at risks. Therefore, ARC and PMI have agreed to extend the project for 32 additional months.
Three of the remaining concerns which will be addressed under the project extension and are relevant to this consultancy are presented below:
1. Institutional capacities of Community Level Institutions.
2. Linkage with and capacities in coordinating WatSan issues and need of the Government
3. Environmental sustainability of water and sanitation initiatives
Objectives of the consultancy
1. To review and made necessary improvement on the draft Qanun (local law) of the institutional status of BLUD Tirta Mon Daroy Calang and assist in overseeing and advocating the process to obtain the approval of the Qanun both at the government and parliament levels.
2. To liaise/coordinate with and facilitatethe Government at the provincial and district levels to strengthen their institutional capacities in coordinating WatSan issues and initiatives.
3. To re-activate and revitalize AMPL Working Group at Provincial and District Levels
4. To provide other institutional and facilitation supports to Water Committees/operators and government counterpart as needs arise
Scope of work
Inline with the objectives, below are the expected scopes of work for the consultancy:
1. To review and made necessary improvement on the draft Qanun (local law) of the institutional status of BLUD Tirta Mon Daroy Calang and assist in overseeing and advocating the process to obtain the approval of the Qanun both at the government and parliament levels.
a. Review the draft of Qanun on BLUD status that has been developed by the project and submitted to the Bupati’s office and make necessary recommendation for improvement.
b. Coordinate with BLUD and the Bupati Office to check on the Qanun status and progress
c. Establish contact with and advocate the governments and parliament to approve and pass the Qanun, including to provide presentation and explanation to related parties to support the advocacy process as relevant
2. To liaise/coordinate with and facilitate the Government at the provincial and district levels to strengthen their institutional capacities in coordinating WatSan issues and initiatives.
a. Conduct regular meeting with relevant Government department at provincial and district levels
b. Review the Government Approach in WatSan Management to identify gaps; and then advocate local Government to strengthen the approach by incorporating the O&M as well as community education along with infrastructure provision.
c. Advocate district government to include watsan & hygiene promotion activities into government development plan through Musrenbang or other mechanisms
d. Develop ideas and a strategy with relevant District level government staff from the environmental department on how to educate households and prepare a marketing approach for desludging, so that all are aware of the service, who to call etc.
e. Provide technical assistance to provincial and district governments in developing WatSan strategic and action plan.
f. Provide technical assistance to provincial and district government and stakeholders in the development of local budget for WatSan
3. To strengthen Coordination among stakeholders and advocacy on WatSan issues and needs
a. To re-activate and revitalize AMPL Working Group at Provincial and District Levels
b. To provide facilitation and technical supports during regular AMPL working group meeting
c. Advocate relevant WatSan issues through regular meeting with AMPL and other related government bodies at the provincial and district level.
d. Facilitate partnership with PMI and local organizations, such as women’s organizations, journalists, and other community based organizations for advocacy on WatSan issues/needs identified.
e. Prepare organize explanation/advocacy of Qanun by audiences with government and legislative.
f. Assist in the development of materials and or documents as required
4. To provide other institutional and facilitation supports to Water Committees/ operators and government counterpart as needs arise
a. Facilitate training and or workshops that are relevant to strengthen the capacity of Water Committees and Government counterparts as requested by and agreed with ARC
Expected work plan and deliverables
A work plan and list of deliverables will be determined in discussion with the winning bidder. The number of work days is expected to be between 7 -15 days a month for three months contract with the possibility to be extended based on project needs.
Qualifications
a. A university degree or other suitable qualification in a related field.
b. Five years experience in similar capacities.
c. Advanced computer skills (Windows, spreadsheets, word-processing).
d. Excellent communication skills for advocacy, training, and facilitation.
e. Excellent report writing skill.
f. Ability to provide leadership as well as work as a member of a team.
g. Fluent spoken and written Indonesian and some competence in English.
h. Has experience in Monitoring and Evaluation min 3 years
i. Has the ability to work with minimum supervision/directions.
j. Experience of working for the Red Cross/Red Crescent ispreferred
