Background

I. Organizational Context


UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Democratic Governance, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Climate Change. Besides the four priority areas, UNDP Indonesia is also engaged in crosscutting initiatives such as HIV/AIDS and gender equality.

In line with the national priorities in tackling global climate change, Democratic Governance Unit (DGU) intends to support Indonesia’s preparedness in accomplishing agenda of Reduction of GHG emission from Deforestation and Degradation (REDD+). As part of this support, DGU is implementing the participatory governance assessment (PGA) which will map out prerequisite factors for the successful implementation of the REDD+ agenda. These are 1) the presence of an anti-corruption strategy; 2) the capacity of the government - especially at the local level - as the interface with the community; 3) capacity of the local people - whose lives are dependent on the forest and other natural resources - to access government decision- making which affects their lives.

Through This PGA project, DGU will inform central and local government, donors, and Non government partners on critical aspects of governance issues that need to be addressed for the implementation of the REDD+ project in Indonesia as well as approaches that are necessary to guarantee human rights of indigenous people and other forest-dependent communities. The PGA project will comprise different team works which include panel of Experts, consultative groups, provincial working groups, and data collection team.

Under the guidance and direct supervision of the Programme Manager/Assistant Country Director (Team Leader of Democratic Governance Unit), the Project Manager is responsible for the highest standard quality of implementation, coordination and consolidation of the whole project team works, work plan/activities as to achieve milestones put in place under the PGA project. The Project Manager will be responsible to provide managerial and technical supports which include activities of planning, budgeting, strategizing, facilitation and monitoring geared towards well and timely implementation of the PGA project.

The Project Manager supervises and leads project staffs, and coordinates activities of the projects’ staff. The project manager works in close collaboration with other project team, the operations team, programme staff in DGU, other units in UNDP, and other UN Agencies, Government officials, technical advisors and experts, multi-lateral and bi-lateral donors and civil society ensuring successful PGA project implementation.

Duties and Responsibilities

II. Functions / Key Results Expected

Summary of Key Functions:

  • Implementation of PGA strategies
  • Management of PGA and coordination among the project teams
  • Creation of strategic partnerships and implementation of the resource mobilization strategy
  • Provision of top quality policy advice services to the DGU, Government and facilitation of communication building as to follow up PGA results and recommendation
1. As the principal of the PMU PGA, ensures the implementation of PGA strategies focusing on achievement of the following results:
  • Perform duties of the day-to-day decision making on project planning, management, implementation, quality monitoring and any necessary follow ups as intended by the project design.
  • Manage the realization of project outputs through activities.
  • Provide direction, guidance, and coordination amongst different project team(s)/ responsible party (ies).
  • Liaise with the other project teams which include Panel of Experts, member of consultative groups, provincial working groups, and data collection team.
2. Ensures effective management of PGA focusing on quality control of the full cycle of project from formulation to implementation achieving the following results:
  • In coordination with programme team of DGU-Access to Justice, ensure establishing a solid PMU and other project teams with effective coordination for optimum management and implementation.
  • Management of UNDP’s commitments within the UNDPF Results Matrix, ensures effective application of RBM tools, monitors work plans, programme and project effectiveness and achievement of results.
  • Organization of the panel of expert meetings, consultative meetings involving key government and non government partners, provincial working groups, UNDP and other relevant parties to develop and improve overall design of the assessment, finalize the project document which include result and resource frameworks (RRF) and planned activities of the actual assessment.
  • the RRF shall clearly state milestones contributing to the achievement of outputs defined in the Project Document.
  • Development of quarterly work plans and expenditure plans based on the agreed planned activities.
  • Management of requests for the provision of financial resources by UNDP, using direct cash transfer, direct payments, or reimbursement using the FACE (Fund Authorization and Certificate of Expenditures).
  • Monitoring of financial resources and accounting to ensure accuracy and reliability of financial reports.
  • Development of a monitoring and evaluation framework and plan that are in line with the requirements of UNDP and donors and that can ensure capturing lessons learned and best practices.
  • Responsible for managing issues and requests for change by maintaining an Issues Log.
  • Preparation of the Project Quarterly Progress Report (progress against planned activities, update on Risks and Issues, expenditures) and submit the report to the National Technical Committee (Project Board) and Project Assurance.
  • Strategic oversight of planning, budgeting, implementing and monitoring of the project, tracking use of financial resources in accordance with UNDP rules and regulations.
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Managing project closure by end of the project.
3. Establishes and maintains strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Development of partnerships with the UN Agencies, key government and non government partners, bi-lateral and multi-lateral donors, private sector, civil society etc.
  • Update and develop reports to the donors on progress and result of implementation of activities and funding status.
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for cost-sharing.
4. Ensures Provision of top quality policy advice services to the DGU, Government and facilitation of communication building as to follow up PGA results and recommendation focusing on achievement of the following results:
  • Identification and synthesis of best practices and lessons learned from PGA project that are directly linked to REDD+ agenda.
  • Development of a communication strategy that ensure the buy-in of the PGA results by key government and non government partners
  • Coordination of the adoption or incorporation of PGA’s policy recommendations into key government ministry/agency’s policies.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the project teams/staff.
III. Impact of Results

The key results have an impact on the quality of PGA project management, thus contributing to effective and efficient project implementation and delivery, creation of strategic partnerships as well as reaching resource mobilization targets.

V. Recruitment Qualifications

Education:

  • Master’s Degree or equivalent in Environment, Business Administration, Public Administration, Economics, Law, Political Sciences, Social Sciences or related field.
Experience:
  • 5 years of relevant experiences at the national or international level in providing management advisory services, hands-on experience in design, monitoring and evaluation of development projects, preferably on environmental justice related issues. Experience in the usage of computers and office software packages, experience in handling of web based management systems.
Language Requirements:
  • Fluency in English and Bahasa Indonesia.
