UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Regional Development and Poverty Reduction, Conflict Prevention and Recovery, and Environment and Energy Management, with the overarching aim of improving human development in Indonesia. In addition to the four priority areas, UNDP Indonesia also works on a variety of crosscutting initiatives such as HIV/AIDS, gender equality and information and communication technology for development I. Organizational Context UNDP has received endorsement from the Government of Indonesia (BAPPENAS) to provide support to the implementation of the Management and Technical Assistance Facility (MTAF) to Strengthen the Implementation of Global Fund Grants in Indonesia. This project supports the efforts to strengthen the capacities of Principal Recipients and the Country Coordinating Mechanism (CCM) to successfully manage the implementation of the Global Fund for AIDS, TB and Malaria (GFATM) grants in Indonesia between 2011 and 2013. This project will support the first 2-year phase of a programme to establish and operationalize the Management and Technical Assistance Facility for the implementation of Global Fund grants. UNDP will provide capacity development services to the MTAF while the Facility, in turn, will facilitate Principal Recipients and their Sub-Recipients to fulfill their needs in the areas of technical or programmatic assistance and management assistance, such as institutional and project management, financial management, procurement and supply chain management, and monitoring and evaluation. To operationalize the project, UNDP will establish a Project Management Unit (PMU) that will work in close collaboration with the CCM as the Implementing Partner of this project. The PMU will be lead by a Senior Adviser/Project Team Leader, to be supported by a project team, consisting of expert consultants, Project Officer, M&E Associate, Finance/Admin Assistant, and UNVs. Therefore, the above post is required to address one of the needs regarding project (management) arrangement. The M&E Associate provides support to the Project Management Unit (PMU) in the design, planning, monitoring and evaluation of the MTAF project by managing data and facilitating programme implementation, under the guidance and direct supervision of the Senior Advisor/Project Team Leader for MTAF project. The M&E Associate promotes a client-oriented approach consistent with UNDP rules and regulations. The M&E Associate works in close collaboration with the PMU, UNDP programme team in the CO and UNDP HQ staff (whenever required) for resolving complex programme-related issues and information delivery, as well as, with the government partners (in particular MOH) and CCM to ensure the smooth implementation of the MTAF project.
