The American Red Cross helps vulnerable people around the world to prevent, prepare for and respond to d is asters, complex humanitarian emergencies and life-threatening health conditions. It is a member of the International Federation of Red Cross and Red Crescent Societies(IFRC) and works with Palang Merah Indonesia.
Following the completion of the Tsunami Recovery Program (TRP) in June 2010, American Red Cross is presently developing an Indonesia Recovery Program (IRP. The IRP Program will be focusing on four main areas: Water & Sanitation, Health, Disaster Management, and Organizational Development.
Therefore, the American Red Cross is currently seeking the ICBRR Project Manager for the IRP Program to be based in Banda Aceh with 12 months fixed term contract:
Duties and Responsibilities:
* To oversee the management and implementation of the Indonesian Red Cross (PMI) Integrated Community Based Risk Reduction (ICBRR) Project
* To supervise and coach ICBRR Senior Program Officer
* To ensure all of ICBRR Program target setting being socialized to PMI and timely achieve the target
* To maintain qualitative and quantitative indicators for program log frame and track program progress
* To provide timely input to Aceh Program Coordinator regarding achievement of targets and modification of program objectives as needed
* To coordinate and liaise with PMI-NHQ, PMI Aceh chapter and branches implementing the ICBRR project
* To review and provide technical assistance to PMI on ICBRR training content and ensure that objectives of trainings are met
* To manage the budget and finances of the project, and to ensure compliance with all ARC rules and regulations.
* To conduct field visits to project sites to collect information and to ensure project activities meet the specified objectives
* Strengthen PMI Chapter and Branches (board Members, Staff and Volunteers) Capacity Building through training, facilitation and technical advise
* To submit monthly & quarterly reports to ARC Aceh Program Coordinator
* To analyze and evaluate ICBRR Program to improve the services provided
* Liaise with PMI NHQ on a regular basis to ensure adequate support and coordination to Aceh Program
* Provide leadershipin developing strategic relationships with counterparts in Key government and non government agencies in order to strengthen wider Disaster Preparedness capacity & system as well as to ensure that ARC & PMI are strategically position and highly regarded among partners/stakeholders
* Adopt an organizational development approach when building the capacity of PMI to prepare and respond to disasters.
* Integrate/harmonize the program with other ARC Water/Sanitation and Organisational Development programs at community and PMI levels.
* Disseminate and apply beneficiary accountability standards; improve mechanisms for community feedback of program progress and issues.
In coordination with PMI, develop and strengthen strategic alliances with Red Cross/Red Crescent Movement partners, NGOs, government, and other key stakeholders.
Qualifications:
* University degree in Social Science and or relevant field is required. Master Degree is preferred
* 4-5 yeas experience in disaster preparedness field
* 4-5 years experience with International Development or Relief or related professional experience at a similar capacity
* Strong communication and interpersonal skills
* Good level of understanding about organizational change
* Ability to work well under pressure and meet deadlines
* Proficiency in English and Indonesian (written and spoken) required. Ability to speak Acehnese language is an advantage
* Self-supporting in computers (Windows, Spreadsheets, Word Processing)
* Past experience working with Red Cross/Red Crescent or NGO is an asset.
· Self-motivated, with good judgment and initiative.
· Able to prioritize, meet deadlines, and achieve results through collaboration.
* Must be flexible and adaptive to change
