Vacancy at Save the Children

Save the Children has grown enormously in the country and today we operate in 13 provinces across Indonesia. Our program approach now brings long term and sustainable benefits to more Indonesian children and we work to establish effective, self-sustaining approaches to issues related to child protection, health, education, livelihoods, emergency response and disaster risk reduction. Save the Children partners with children, communities, local organizations and the government of Indonesia to transform the lives of Indonesia children and their families. Currently
Save the Children has an immediate need for experienced senior staffs to be part of our MCHIP Project Team and will be based in Bireun.

Maternal and Child Health Integrated Program's (MCHIP's) global strategy is to accelerate the reduction of maternal, newborn, and child (MNCH) mortality in 30 USAID priority countries. In Indonesia MCHIP, a consortium led by JHPEGIO, aims to accelerate the reduction of maternal neonatal morbidity and mortality toward achievement of MDG's 4 and 5.
The program objective is to increase utilization of quality district based integrated MNCH services, and practice of health maternal and neonatal behaviors. This 18 month project will achieve its objective by improving practices at the community level, improving clinical services from along the home to hospital continuum and improving management of the district health system. MCHIP will work and within the districts of Bireuen, Kutai Timur and Serang. Save the Children is responsible for the technical on newborn health and community programs, as well as
program implementation for District Bireun.

The position we are looking for is:

DISTRICT MANAGER MCHIP - 1 post, based in Bireun (code: DM MCHIP)

The District Program Manager is responsible for ensuring that all Bireun district activities are appropriately designed, planned for, implemented, monitored and evaluated according to MCHIP work plan. In addition s/he will be responsible for supervision of the MCHIP district team.

Core Responsibilities:

1. Ensure district level work plan is designed in accordance with MCHIP approaches and stakeholder participation and inputs.

2. Ensure district work plan is implemented according to MCHIP technical approaches

3. Provide day-to-day line management of the technical specialists, program officers and consultant,

4. Ensure that inputs from technical specialists and TA from Jakarta based team are in line with district level work plan.

5. Maintain and develop effective partnerships with government at district levels and province, so that they function well and are able to deliver the agreed outputs for MCHIP in Bireun district.

6. Ensure district team has access to technical advice and resources to maintain quality implementation.

7. Ensure global best practices and MCHIP approaches are integrated into all component of district plan implementation.

8. Conduct regular, high quality monitoring and evaluation of the district program in terms of progress against activities, indicators and outcomes

9. Produce high quality progress reports for both internal and external audiences

10. Represent MCHIP in internal and external meetings at district level and when requested at national level.

11. Maintain regular communication with Jakarta technical teams and other district teams to ensure coordination and access to technical assistance.

12. Overall management, monitoring and reporting of the district MCHIP budget ensuring donor compliance

13. As budget holder, ensure program inline with budget availability through BvA and proposed work plan,

14. Ensure all procurement and administration process follow Save the Children policy and procedure,

JOB REQUIREMENTS (Education, Experience and Skills):

* Medical Doctor-Pediatrician (MPH and/or MD), Nurse, midwife, Master's in Public Health (preferred)

* At least 3 years work experience in managing MNCH programs with non-government organizations, international donors, and/or Government of Indonesia and 5 years experience working with health projects funded by international donors

* Experience in managing health programs, particularly MCH, working for and with the government of Indonesia at the national, provincial and district levels, management including reporting, M & E and financial management

* Broad technical experience in health with proven experience in managing program using a capacity building development approach

* Strong communication skills

* Proven ability in programming within set time frames and with demonstrated impact

* Proven and demonstrated writing and presentation skills in English and Bahasa Indonesia

* Proven skills in health monitoring and evaluation systems

* Strong working relationships with government and other partners

* Strong ability to write comprehensive reports and develop presentations to document project successes and lessons learned

* Excellent English, Indonesian language and familiar known with local culture - both verbal and written

* Proven ability to work effectively in a multi-cultural team
