Islamic Relief Worldwide is an International Non-Governmental Organization (NGO) established in Birmingham, UK in 1984. Islamic Relief has a consultative status (special category) with the economic and Social Council of the United Nations is full member of British Overseas NGOs for Development (BOND) and a signatory to the code of conduct for the International Red Cross and Red Crescent Movement and NGOs in Disaster Relief. It seeks to promote sustainable economic and social development by working with local communities through relief and development programmes.
Islamic Relief Indonesia is part of Islamic Relief Worldwide which has been working in Indonesia since 2003. Islamic Relief Indonesia provides service and support to the communities in mandate areas, based on the MoU with Department of Home Affairs. There are some initiative sectors under Emergency and Development program such as Shelter, Water and Sanitation,
Health and Nutrition, Livelihood, Orphans, Education, Marines Fisheries, and Disaster Preparedness and Response. Through these sectors, Islamic Relief Indonesia plays significant role in alleviating the suffering and poverty of the world's poorest people.
Islamic Relief (IR) through World Bank funded aims to develop an integrated marine fisheries project that will provide better sustained livelihoods and can be replicated in line with the objectives of Economic Development Financing Facility (EDFF). This project will be done in line with multidimensional studies to integrate economic fishing activities with social, cultural, and environmental considerations. The main goal of this sub-project is improving coastal community prosperity through integrated marine fisheries management and better market access.
Following the current condition, Islamic Relief as one of the Sub Implementing Entity (SIE) for the EDFF projects has sign the sub grant agreement on 2 September 2010 for the project of Sustainable Sea Fisheries for Simeulue & Singkil. Since then, procurement units are one of the most critical part for the team which will determined the success of the project.
Currently, the project is near to its closing date, only 6 (six) months left till the end of project (Februari 2012). Some progress has been made; yet still so many gaps needs to be fulfilled and some challenges needs to be faced through.
Procurement Advisor position in Islamic Relief (IR), which in the initial plan have to focused only for the procurement of ICB gill nets, has actually played other significant roles for IR other than the ICB process for Gillnets procurement for World Bank Project
As IR has a lots of NCB procurement packages, the advisor has also actively involved in the tendering process. Such as evaluating the bids proposal, decision making and award recommendation, contract execution, works progress monitoring as well as solving some disputes and problems arising along the contract periods.
At this moment, IR still feels that the advisor position is still critical and needs to be extended with some revision on the objective of the assignment.
I. Objective of the Assignment:The objective of this assignment is to provide procurement advisory services to Islamic Relief; the consultant will be recruited as a Procurement Advisor (PA) to Islamic Relief to assist all procurement process related to EDFF project.
II. Experience and Skills:a. Ten years or more experience in procurement of consulting services for large development organization.
b. Experience and in-depth knowledge of World Bank procurement procedures for Goods & Works procurement.
c. Demonstrated knowledge of administration of international trading administration.
d. Demonstrated capacity to undertake: technical and financial preparation and evaluation of bidding documents, bids proposals, and contract awarding process for procurement in line with World Bank procurement procedure.
e. Successful experience in handling procurement with International Competitive Bidding (ICB) methods.
f. Must be fluent in English (written and spoken).
g. Ability to communicate in Bahasa Indonesia will be a plus.
h. Ability and experienced in training on procurement, through formal and "on the job" approaches.
III. List of tasks to be carried out:The Procurement Consultant will work closely with Islamic Relief procurement officer, procurement section of EDFF project (PMU & PMC) and will coordinate with World Bank procurement specialist. It is expected that the PA will support the GoA in carrying out the following tasks:
a) Continue the gill nets procurement process.
b) To produce and or review all the documents related to procurements, and will be the part of the Procurement Committee for all the procurement related to WB.
c) To review the quality reports received from the field and ensure that before making the payment, Quality reports are according to the contract, and documentation related to Quality Report is complete for the payment.
d) Advising the decision making, contract management and problem solving.
e) Up grading the capacity of IR procurement staff through day to days on the works training.
IV. Reporting requirementsThe Procurement Consultant will report to the Islamic Relief designated senior staff or such other person designated.
* Prepare a procurement schedule in concurrence with the IR targets for key deliverables which will serve as the baseline for tracking progress.
* Provide inception report
* Together with IR procurement staff, provide outputs as required in the above table
* Provide weekly progress reports and a final report at the conclusion of the assignment, provided to IR, PMU, and World Bank.
V. Facilities ProvidedIslamic Relief will provide:
. Dedicated office space within the Islamic Relief office, secure for housing confidential procurement documents;
. Office facilities such as printing, photocopying, local communications, etc.
. Qualified procurement team/counterparts for procurement full time during preparation periods for key deliverables
. Access to all relevant reports and data required to undertake the assignment;
. Assistance with arranging meetings with local stakeholders and other authorities as necessary during the course of the consultant's work;
. A dedicated computer for this assignment and the procurement process
. Cover the necessary printing and mailing costs
VI. Expected Schedule of Assignment:It is expected that this assignment will commence until the end of February 2012. The primary location of the services will be the IR offices in Banda Aceh.
